Lawyer for Jailed RFA Blogger ‘Not Surprised’ by ‘Obstacles’ Set Up by Vietnamese Authorities

The newest lawyer of a jailed RFA blogger in Vietnam told RFA’s Vietnamese Service Wednesday that he would not be surprised if authorities deliberately created obstacles to make it difficult for him to defend his client.

Truong Duy Nhat, who had been a weekly contributor to RFA’s Vietnamese Service, is believed to have been arrested in Thailand in January, where he was trying to apply for asylum status.

He has been accused of being involved in real estate fraud in Da Nang and is awaiting trial in detention in Hanoi.

Nhat’s lawyer Dang Dinh Manh said in the interview that the Supreme People’s Procuracy was illegally attempting to transfer his client’s case files to the People’s Court of Hanoi, when the trial should take place in Da Nang.

Based on the indictment of the Supreme People’s Procuracy, showing that all the alleged crimes committed by Truong Duy Nhat occurred in Da Nang, including the property that was [allegedly] infringed upon then the jurisdiction to hear the case must be the People’s Court of Da Nang City, said Manh.

The lawyer said he had met with his client in the detention center on October 4, but he had planned meeting for a few days earlier. He was forced by authorities to postpone.

I planned the meeting for September 27, but the Ministry of Public Security’s investigator called me to let me know that they could not arrange the time and asked me to postpone, said Manh.

I did not agree at first because there is no rule that forces me to work with clients while an investigator to supervises, but the investigator implied that without him I would not be allowed to meet my client, I realized how the Vietnamese justice system really works, he added.

Manh said that Nhat appeared to be very strong and lively during the meeting, and he rejected the allegations against him, saying he was unjustly accused.

Vietnam, with a population of 92 million people, of which 55 million are estimated to be users of Facebook, has been consistently rated not free in the areas of internet and press freedom by Freedom House, a U.S.-based watchdog group.

Dissent is not tolerated in the communist nation, and authorities routinely use a set of vague provisions in the penal code to detain dozens of writers and bloggers.

Party Central Committee discusses socio-economic reports

Hanoi Members of the 12th Party Central Committee on October 9 discussed a draft report summarising the implementation of the socio-economic strategy in the 2011-2020 period and the building of a plan for the 2021-2030 period, as part of their ongoing 11th session.

During their third sitting day, chaired by Politburo member and Prime Minister Nguyen Xuan Phuc, they also gave opinions to a draft report on the socio-economic situation in the 2016-2020 period and the socio-economic development plan for the 2021-2025 period.

In the afternoon, members of the committees and delegates worked in group on a report on the socio-economic situation in 2019 and the State budget in the year.

They also commented on a draft plan for socio-economic development for 2020, budget estimate in 2020 and the budget-finance plan for the 2020-2022 period./.

Vietnam, US seek to expand defence cooperation

Hanoi (VNA) – Deputy Defence Minister Sen. Lieut. Gen. Nguyen Chi Vinh on October 9 received Assistant Secretary of Defence for Indo-Pacific Security Affairs in the US Government Randall Schriver, who is on a working visit to Vietnam.

During the reception, Vinh stressed that the defence cooperation between Vietnam and the US has witnessed positive developments in various fields like exchange of delegations at all levels, war consequence settlement, training cooperation and sharing of experience in UN peacekeeping.

As one of the typical examples for the flourishing defence cooperation, the two sides have kicked off a project on dioxin contamination remediation at Bien Hoa airport in the southern province of Dong Nai after the success of a similar project at Da Nang airport in the central region, he said.

The two sides also signed an agreement to implement the US-funded project to support people with disabilities in seven Vietnamese localities which were severely affected by Agent Orange/dioxin, he added.

For his part, Schriver conveyed US Secretary of Defense Mark Esper’s wish to visit Vietnam as soon as possible.

Through the visit, the two countries will offer many specific cooperation activities and programmes to deepen bilateral defence cooperation in a practical and effective manner, in accordance with the Vietnam-US comprehensive partnership, he said./.

Vietnam seeks to boost relations with Kalmykia

Moscow Vietnamese Ambassador to Russia Ngo Duc Manh paid a working visit to the Republic of Kalmykia from October 7-9 at the invitation of Kalmyk President Batu Khasikov.

The visit aimed to explore Kalmykia’s potential and strengths, as well as similarities and reciprocity between Vietnam and Kalmykia, in a bid to set up bilateral cooperation in areas of shared concern, the ambassador told President Khasikov during their meeting on October 7.

Host and guest focused on collaboration in trade, economy and investment between Vietnamese regions and Russian ones, including Kalmykia.

Manh pledged to make all-out efforts to promote relations between Vietnamese and Russian localities, thus bringing practical benefits to both sides.

The ambassador briefed his host on bilateral economic and trade links over the past years, especially after the Vietnam-EAEU Free Trade Agreement was signed in October 2016.

They shared the view that economic and trade ties are yet to match the expectations and potential of both sides as many products of strength have not yet been introduced in their respective markets.

The Vietnamese Embassy in Russia is doing its best to help localities of the two countries establish relations, Manh said, citing the formation of twinning relations between many Vietnamese and Russian cities.

Vietnam and Russia hold great potential for cooperation in agriculture, especially agricultural products, seafood, garments-textiles, footwear and tourism services, the ambassador said.

For his part, President Khasikov suggested Vietnam and Kalmykia optimize each other’s favourable geographical locations to boost economic and trade links.

He expressed his hope to visit Vietnam as soon as possible in order to learn about the country’s potential as well as opportunities for further collaboration with the Southeast Asian nation.

While in Kalmykia, Manh and his entourage visited the National Museum and the Kalmyk State University./.
