Phu Quoc expected to serve 3,000-5,000 international tourists each month

Phu Quoc resort island off the Mekong Delta province of Kien Giang is expected to welcome from 3,000 to 5,000 international tourists per month via charter flights between November 20, 2021 and March 20, 2022.

The People’s Committee of Kien Giang province on October 21 issued a pilot plan to welcome international tourists using “vaccine passports” to Phu Quoc island beginning November 20.

The second phase, from March 20, 2022 to June 20, 2022, will involve evaluation of the first phase and a scale of 5,000 to 10,000 guests per month if all requirements are met.

Under the plan, visitors from countries with high safety in COVID-19 prevention and control in regions such as Northeast Asia, Southeast Asia, Europe, North America, the Middle East, and Australia will need to book package tours of travel agencies if they want to go to Phu Quoc.

To enter the country, visitors must meet certain requirements, including a certificate of full vaccination against COVID-19 recognised by relevant authorities in Vietnam, or a proof of COVID-19 recovery, along with an English certificate of negative COVID-19 test results via RT-PCR method within 72 hours before departure.

Children under 18 years old with a valid negative COVID-19 test result are allowed to travel to Phu Quoc with fully vaccinated parents or guardians.

Before reopening to international tourists, Kien Giang on November 1 began to welcome domestic holidaymakers on a trial basis at tourist destinations, including Phu Quoc city.

President highlights Buddhist Sangha’s role in strengthening great national unity bloc

President Nguyen Xuan Phuc expressed his belief that the Vietnam Buddhist Sangha (VBS) will carry forward its role and prestige in strengthening the great national unity bloc while addressing a ceremony marking the VBS’s 40th founding anniversary on November 7.

The President highlighted contributions of Buddhist monks, nuns, and followers to the struggle for national liberation, construction and defence, as well as present patriotic emulation movements, including those on poverty reduction, new-style rural area building, environmental protection and COVID-19 prevention and control, among others.

The VBS has seriously observed regulations on pandemic prevention and control, and contributed funds to the fight, he said, adding that thousands of Buddhist dignitaries, monks, nuns and followers have voluntarily joined the frontline of the pandemic combat.

The Party and the State always pay attention to religions and religious affairs, and have issued many relevant policies and laws that affirm religious followers form an integral part of the great national unity bloc, President Phuc stressed.

The President stressed that the Party and State have consistently implemented a policy on respecting and ensuring people’s right to freedom of belief and religion, right to freedom of non-belief and religion, and guaranteeing that religious activities are practiced in accordance with the law.

On this occasion, the President asked ministries, agencies, local authorities and the Vietnam Fatherland Front to further implement the Party’s guidelines and policies, and the State’s law on religions.

On behalf of the Party and the State, President Phuc presented a first-class Independence Order to the VBS.

Most Venerable Thich Tri Quang, Deputy Patriarch of the VBS and head of the Executive Board of the Vietnam Buddhist Sangha in HCM City, delivered a message from the Patronage Council of the VBS, which called on all monks, nuns, disciples, and people to continue upholding the incarnation tradition of Vietnamese Buddhism, train themselves, and cultivate dignified spirituality.

They should also further promote the tradition of protecting the nation and the people, accompanying the nation of Vietnamese Buddhism, as well as consolidating national solidarity and international religious connections, the message reads.

The Sangha should also take care of the overseas Vietnamese Buddhist community, and through them, introduce the Vietnamese history, culture and people to international friends to help the country maintain peace, stability and protect Vietnam’s sovereignty.

The ceremony was held in Hanoi and connected with 63 cities and provinces across the country.

Party General Secretary Nguyen Phu Trong, Prime Minister Pham Minh Chinh and National Assembly Chairman Vuong Dinh Hue also sent banquets of flowers to the VBS.

Minister calls on OVs to contribute more to homeland’s development

As Vietnam is facing many challenges, including restructuring to improve productivity, coping with the COVID-19 pandemic, economic recovery, climate change adaptation and sustainable development, Vietnam always welcomes initiatives to contribute to the country’s development and wants to bring its solutions to supply the international market, Minister of Information and Communications Nguyen Manh Hung has said.

He made the statement at the “One Global Vietnam: Connect2Future” forum which was organised by the Association of Vietnamese Scientists and Experts (AVSE Global) on November 4-5 in Paris. It aimed to connect experts, intellectuals, business people, and policymakers to exchange and subsequently recommend action plans to contribute to Vietnam’s development vision until 2045.

The forum attracted the participation of nearly 100 leading Vietnamese and international experts and intellectuals in selected strategic fields, and representatives of large corporations, businesses, governmental organisations and non-governmental organisations.

Hung said that overseas Vietnamese are an integral part and an important factor connecting Vietnam with the international community. He appreciated the formation of a network of Vietnamese experts abroad, considering it as a bridge between domestic and foreign resources.

“More than 500,000 intellectuals and many Vietnamese people working in agencies, enterprises and organisations abroad are a great resource contributing to the development of the country,” he said, believing that the forum was an opportunity to bring global knowledge to Vietnam and that the country would be a fertile ground for innovation.

The minister also called on Vietnamese scholars and intellectuals around the world to contribute more to the cause of national construction and development of the homeland.

During the two-day meeting, participants exchanged views on issues, focusing on how to connect partners, innovations and talents in the future.

PM calls for continued spirit of solidarity to fulfill double targets

Prime Minister Pham Minh Chinh emphasised the need to maintain solidarity to complete tasks in the time ahead while chairing the Government’s regular meeting in Hanoi on November 6.

The PM reiterated the targets of safely and flexibly adapting to and effectively controlling the COVID-19 pandemic; spurring economic recovery; ensuring social welfare, as well as social security and order; actively and proactively integrating into the world, and optimising the signed free trade agreements (FTAs).

He also urged stimulating domestic consumption and taking measures to curb inflation.

The PM pointed out challenges and risks facing the country like complex developments of the pandemic, fiscal risks, public debts, inflation pressure and slow economic restructuring.

He said it was a must to speed up vaccinations, especially in key areas like southwestern provinces and cities, striving to complete the inoculation of the remaining vaccines this month.

PM Chinh also stressed the need to take drastic solutions to accelerate public investment given an array of limitations in this regard.

The Ministry of Planning and Investment reported at the meeting that the number of businesses resuming operations in October increased 29.8 percent against the previous month, and about more than 75 percent of labourers have returned to major cities and industrial parks since mid-October.

The country’s export value last month was up 6.4 percent, with a trade surplus recorded in the month after a period of trade deficit. According to Minister of Health Nguyen Thanh Long, among 195 million doses of COVID-19 vaccines under signed contracts and agreements, 124 million doses have arrived in Vietnam. Up to 109 million doses have been allocated to localities, of which 88 million doses have been inoculated.

In the southern region, which has been hit hard by the pandemic, 95.7 percent of the population above 18 years old have been vaccinated against the coronavirus, the minister said.

Regarding the vaccination for children aged from 12 to 17 years old, he said the inoculation have been taking place safely, with no cases of serious reactions.

NA Chairman works with leaders of Ninh Thuan province

Chairman of the National Assembly Vuong Dinh Hue on November 6 afternoon chaired a working session via videoconference with leaders of the south central province of Ninh Thuan on the implementation of socio-economic development tasks in the first nine months of 2021 and the NA’s resolution on stopping a nuclear power investment project in the locality.

Chairman of the provincial People’s Committee Tran Quoc Nam reported at that Ninh Thuan posted a gross regional domestic product (GRDP) growth rate of 9.45 percent in the first three quarters of 2021, ranking among provinces and cities with the highest growth.

The province’s agricultural production witnessed 7.61 percent growth while its state budget revenue reached 85.1 percent of the yearly plan.

Hue said Ninh Thuan’s economic growth has ranked among the country’s highest group over the past three years while its poverty rate has dropped to over 4 percent and the spiritual and material lives of local people have been improved.

The province has reaped positive results in COVID-19 prevention and control, with more than 90 percent of its adult population being vaccinated and the pandemic has been basically controlled, creating favourable conditions for socio-economic development.

However, the province’s economy remains small and the development gap among regions is still large, while local businesses have faced a range of difficulties, he said.

The top legislator urged Ninh Thuan to restructure its agriculture sector in combination with climate change adaptation and application of high technology; make the most of irrigation works, step up farm produce processing and preservation, and provide assistance for fishermen, especially offshore fishing.

He also asked the province to further develop industries, especially energy, processing and manufacturing, supporting industry; speed up the disbursement of public investment and ODA capital; and stimulate domestic consumption.

NA deputies to meet in-person next week

Legislators will meet in-person from November 8-13, also the final week of the second session of the 15th National Assembly, to discuss important matters.

They are scheduled to look into the implementation of the 2021 socio-economic development plan on November 8, along with the draft socio-economic development plan for 2022.

They will also scrutinise a report on COVID-19 prevention and control, and the realisation of Resolution No. 30/2021/QH15 on the first session of the legislature on the day.

Other matters to be tabled for discussion include the implementation of the state budget in 2021, the state budget estimate and the central budget allocation plan for 2022, and the 2022-2024 finance-budget plan that will be further debated on November 9.

The hearing session will then be held for two and a half days. The Ministers of Health; Labour, Invalids and Social Affairs; Planning and Investment; and Education and Training will clear up deputies’ questions.

Prime Minister Pham Minh Chinh will also appear at the session which will be broadcast live by channels of Vietnam Television, Radio the Voice of Vietnam and the NA Television.

The deputies are scheduled to vote on two draft laws and 12 draft resolutions during the week.

The closing session is set to take place on November 13.

PM’s Europe tour successful in all aspects: Deputy FM

Vietnamese Prime Minister Pham Minh Chinh’s working trip to Europe from October 31 to November 5, which included his attendance at the 26th United Nations Climate Change Conference of the Parties (COP26) and visits to the UK and France, was of important significance and achieved many practical results, said Deputy Minister of Foreign Affairs To Anh Dung.

By participating in the conference, Vietnam has reaffirmed its strong message to all international friends about a responsible and proactive Vietnam in handling one of the common challenges, also the most concerning issue – climate change, Dung told the press on the outcome of the PM’s six-day Europe tour.

It reflected the country’s external policy of independence, self-reliance, diversification and multilateralisation, and that Vietnam is an active and responsible member of the international community, Dung said.

PM Chinh’s commitment related to net zero emissions by 2050, joining the Global Methane Pledge and the Glasgow Declaration on forests and land use showed the country’s determination and political commitment in responding to climate change.

The proposals that PM Chinh put forth at COP26 were welcomed and supported by other countries, he said, adding that this opened up many opportunities for Vietnam to strengthen cooperation with other nations and partners in finance, technology transfer and capacity building to support Vietnam’s efforts to respond to climate change.

Although the COVID-19 pandemic has affected external activities and international exchanges over the past two years, the fact that the PM and the Vietnamese delegation had more than 20 meetings and with senior leaders of countries around the world, including strategic partners and leaders of international financial institutions and environmental organisations, have helped promote cooperation between Vietnam and other countries, the deputy minister said.

“It contributed to consolidating solid external relations, creating favourable conditions for the maintenance of peace, stability and development of the country,” Dung stressed.

He went on to say that: “This is also an opportunity for us to deploy vaccine and health diplomacy, mobilise resources, including finance and technology, actively contribute to COVID-19 prevention and control and socio-economic recovery towards sustainable, green and inclusive growth.”

As both the UK and France are big countries in the world, permanent members of the United Nations Security Council, members of the G7 Group, and strategic partner of Vietnam, the PM’s visits to the two countries achieved many important targets, practical results and strategic significance, the deputy minister said.

During their meetings and talks, leaders of the two countries said they treasured Vietnam’s role and position. They agreed on major orientations, and assigned ministries and sectors to implement specific cooperation measures to deepen cooperation with Vietnam in all fields in a more substantive and effective manner. The Vietnamese PM and leaders of the UK and France pledged to soon promote high-level visits, soon resume cooperation mechanisms between ministries and localities as well as trade and travel between the two countries.

At the same time, they agreed to make efforts to strengthen cooperation in economic recovery and development, create favourable conditions for goods to access each other’s markets, and take advantage of free trade agreements between Vietnam and the European Union and the UK, focusing on promoting clean energy projects, organic agriculture, digital economy and innovation.

Leaders of the UK and France shared and supported Vietnam on international issues such as response to climate change; security, safety and freedom of navigation and aviation based on compliance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), Dung said.

The deputy FM said PM Chinh’s visits also obtained impressive results in trade and investment promotion activities with the signing of nearly 60 Memoranda of Understanding on cooperation with a total pledged investment of over 30 billion USD.

The cooperation focuses on the sectors of renewable energy, digital economy, digital transformation, environment, infrastructure development, planning, aerospace industry, prevention and control of diseases, agriculture and tourism.

Business forums held in the UK and France attracted the participation of nearly 450 big European companies. Leaders of these companies expressed their joy with the PM’s message that Vietnam has moved into a phase of safe and flexible adaptation, effective control of COVID-19, accompanying and creating favorable conditions so that companies can feel confident about investing and doing long-term business in the country

According to Dung, health cooperation and vaccine diplomacy, the mobilisation of partners to support Vietnam in pandemic control are at the centre of the PM’s visits. France announced an additional aid of nearly 1.4 million doses of COVID-19 vaccine through the bilateral channel and the COVAX Facility, bringing its total donation to over 2 million doses, while the UK said it will help Vietnam to improve its medical capacity, technology transfer for the production of COVID-19 vaccine.

In general, the six-day Europe tour of PM Chinh and the high-ranking delegation was very successful, achieving comprehensive and specific results, realizing the foreign policy of the 13th National Party Congress of independence and self-reliance for peace, friendship, cooperation and development, helping to realise the aspiration for the development of a prosperous and happy country, he said.

HCM City hopes to receive support from Frankfurt in urban development

Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai has proposed the German city of Frankfurt share its experience in urban development during his meeting with Mayor Peter Feldmann on November 6.

Specifically, HCM City hopes to receive sharing and support in terms of techniques and experts relating to its development plan with a vision to 2050, he said.

Mai said that HCM City and Frankfurt share many similarities as they are both big centres of their respective country, having goals of developing a modern and environmental-friendly city, building a society serving residents so people would make important contributions to the development of the city.

He also expressed his hope that the two cities would promote cooperation in education via collaboration projects and exchange programmes between youths along with expanding support for the training of human resources in the medical sector.

Feldmann said education, urban transport system development, building infrastructure for social welfare and improving people’s lives are the areas that Frankfurt desires to enhance its cooperation with HCM City.

He affirmed that Frankfurt would be ready to cooperate with HCM City in specific projects in the fields of education and trade promotion
