Top legislator attends opening of National Great Unity Week

National Assembly Chairman Vuong Dinh Hue attended a ceremony on November 18 evening to kick off the “National Great Unity – Vietnam Cultural Heritage” Week 2021 at the Vietnam National Village for Ethnic Culture and Tourism.

This was a meaningful activity to marke the 91st traditional day of the Vietnam Fatherland Front (VFF) (November 18, 1930 – 2021) and the 76th Vietnam Cultural Heritage Day (November 23, 1945 – 2021).

Minister of Culture, Sports and Tourism Nguyen Van Hung said that the event attracted the participation of 16 ethnic communities at the Vietnam National Village for Ethnic Culture and Tourism, with eight regional cultural exchange events, folk dance performances, and activities to introduce traditional crafts and organise some special festivals.

NA Chairman Hue emphasised that solidarity is a precious tradition of Vietnam, and crystallised through thousands of years of the national building and defence history.

National great unity has always been the strategic guideline of the Vietnamese Party, and a great lesson of the Vietnamese revolution, helping to create strength and an important motivation for the nation’s comprehensive renewal cause, Hue said.

The top legislator also hailed the VFF’s efforts to unite people from all walks of life during its 91 years of establishment and development.

Seminar looks into culture-art development

The Vietnam Union of Literature and Arts Associations (VULAA) held a scientific seminar in Hanoi on November 19 to discuss current issues on culture-art development, attracting the participation of cultural researchers and artists.

Speaking at the event, VULAA Chairman and Chairman of the Vietnam Musicians’ Association Asso. Prof Do Hong Quan said in response to the nationwide culture conference scheduled for November 24, the event aims to review the glorious tradition and historical journeys since the Communist Party of Vietnam established the National Salvation Cultural Association in 1943, the Vietnam Art Association in July 1948 to the VULAA today, as well as achievements and shortcomings.

He affirmed that generations of Vietnamese artists and intellectuals are always loyal to the Party’s guidelines and will do their best to keep improving their creativity to dedicate to the cause of national construction and development.

Participants at the event offered opinions about current issues regarding cultural-art development and artists amid the globalisation and global integration. A number of reports at the event underscored culture-arts’ contributions to national development.

They also highlighted advantages and disadvantages in cultural artistic activities amid the fourth industrial revolution, debated how to uphold democracy and respect creativity and talent, as well as raise the sense of responsibility of artists to the public and country.

Vietnam, Thailand hold 4th meeting of Joint Commission on Bilateral Cooperation

Minister of Foreign Affairs Bui Thanh Son and Deputy Prime Minister and Minister of Foreign Affairs of Thailand Don Pramudwinai co-chaired the fourth meeting of the Vietnam-Thailand Joint Commission on Bilteral Cooperation (JCBC), which was held via videoconference on November 19.

At the meeting, the two sides reviewed and assessed cooperation results in the recent past and discussed orientations to deepen the bilateral collaboration across all fields.

They noted with satisfaction that the Vietnam-Thailand enhanced strategic partnership has been thriving on the foundation of mutual respect, understanding and benefit.

The Thai official affirmed that Thailand always values and wishes to further bolster the enhanced strategic partnership with Vietnam.

The two ministers agreed to continue close cooperation in promoting exchange of delegations and bilateral mechanisms, underlining that people-to-people exchange serves as an important pillar and stressing a need to foster mutual understanding.

They appreciated support for each other in the fight against COVID-19 and consented to strengthen public health cooperation in fields of mutual concern.

The sides also agreed to step up economic connections and maintain the supply chain to facilitate the flow of goods; refrain from imposing trade barriers on each other’s products; and strive to bring bilateral trade to 25 billion USD in a more balanced manner.

Regarding the East Sea issue, they underscored the significance of maintaining peace, stability, security, safety and freedom of navigation and aviation in the waters; not using or threatening to use force; and resolving disputes by peaceful measures in line with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).

They showed support for the serious and full implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and negotiations for concluding a Code of Conduct in the East Sea (COC) that is in accordance with international law, including the UNCLOS 1982.

The ministers adopted the meeting’s minutes and pledged to work together to promote the realisation of collaboration areas stated in the minutes.

They also inked a memorandum of understanding between the two foreign ministries, and witnessed the signing of a MoU between the countries’ culture ministries in 2021-26 and another on the establishment of partnership between Thua Thien Hue of Vietnam and Ubon Ratchathani province of Thailand.

Black Friday 2021 launched in HCM City

The shopping festival Black Friday, modelled after the biggest shopping event of the year in the US, was kicked off on November 19 in Ho Chi Minh City with many shopping centres and stores offering discounts of up to 70 percent. It is expected to last until the end of this month.

This year, Black Friday falls on November 26 but due to the impact of the COVID-19 pandemic, many retailers, production units and businesses have kick started their discount campaigns early than usual.

Shein, a women’s fashion brand offers discounts up to 70 percent for this year’s Black Friday season. Especially, with orders from 499,000 VND (22 USD) or more, customers get free shipping and door-to-door delivery. Couple TX – another apparel brand – also kicked off Black Friday on November 19 with discounts up to 50 percent for customers shopping on this occasion.

Surveys conducted at shopping centres, supermarket systems and chain stores in HCM City such as Giga Mall Pham Van Dong, Vincom, SC VivoCity, Aeon Mall, and Takashimaya showed that they have also cooperated with suppliers and partners to launch a variety of promotion programmes.

However, consumers seem to be cautious. They only buy things that they really need.

Thai Nguyen, a resident residing at Binh Thanh District, said many stores had offered discounts since early October when lockdown measures were lifted so the Black Friday promotions are not quite attractive.

Some retailers in HCM city said that even though the “new normal” state has been resumed, there is a tendency to tighten spending because people are aware that they will have to live with the pandemic for a long time. Thus, in order to stimulate consumer demand, it is necessary for production units and businesses to focus on groups of products that meet the tastes of loyal and potential customers. In particular, consumer service quality should be improved to meet consumers’ increasing demand.

Politburo issues disciplinary measures against former health officials

The Politburo and the Secretariat of the Party Central Committee have decided to issue disciplinary warnings against the Party delegation at the Ministry of Public Health in the 2016-2021 tenure, and former Health Minister Nguyen Thi Kim Tien.

The decision was made at a meeting of the Politburo and the Secretariat chaired by Party General Secretary Nguyen Phu Trong in Hanoi on November 19.

The Politburo and the Secretariat said the Party delegation at the Health Ministry had violated the Party’s operational principles and working regulations of Party delegations, showed a lack of responsibility and relaxed its leadership, resulting in the Health Ministry, the Drug Administration, many medical establishments and individuals violating the Party’s rules and State laws on licensing the import and purchase of drugs and medical equipment, and setting up medical joint ventures and cooperation.

Those violations have caused serious consequences along with losses and waste of the State’s money and assets, and damage to the health insurance fund, thus affecting the prestige of Party organisations and the health sector.

For Tien, the Politburo and the Secretariat said in her capacity as Secretary of the Party delegation, Secretary of the Party Committee of the Health Ministry, and Minister of Health, she had to bear the main responsibility and a leader’s responsibility for the violations and wrongdoings committed by the Party delegation to the ministry in the 2016-2021 tenure, and the Standing Board of the ministry’s Party Committee in the 2015-2020 tenure.

Tien was also dismissed from the position of head of the Board of Healthcare Services for Senior Officials.

At the meeting, the Politburo also decided disciplinary measures against Truong Quoc Cuong, member of the Party delegation at the Health Ministry, Deputy Health Minister (from November 21, 2016 till now), and Secretary of the Party Committee and head of the Drug Administration in the 2010-2015 and 2015-2020 terms.

The Politburo and the Secretariat said Cuong shared the responsibility for violations and wrongdoings of the Health Ministry’s Party delegation in the 2016-2021 tenure. He himself violated the Party’s principles and regulations, relaxed leadership and neglected supervision resulting in many law violations in licensing medicines, causing very serious consequences. He was also subjected to criminal prosecution. Therefore, he was expelled from the Party.

The Politburo reprimanded the Party delegation at the People’s Committee of the northern province of Ha Nam for 2016-2021 tenure, and issued a warning against Nguyen Xuan Dong, former Vice Secretary of the provincial Party Committee, former Secretary of the Party delegation and former Chairman of the provincial People’s Committee in the same tenure.

Meanwhile, Dinh Van An, member of the provincial Party Committee for 2015-2020 tenure, Secretary of the provincial Party Committee and Director of the provincial Department of Industry and Trade (from November 2018 till September 2020), was dismissed from the position of member of the Standing Board of the provincial Party Committee for 2020-2025 tenure.
