Ministry proposes 36 criteria to assess efficiency of foreign investments

The effectiveness of foreign investments in Vietnam will be assessed through 36 indicators as proposed by the Ministry of Planning and Investment in a draft decision of the Prime Minister.

 

 

 

Accordingly, there will be 25 economic indicators, seven social ones and four related to the environment.

 

 

 

The group of economic indicators will evaluate the scale and contributions to the country’s development of the FDI sector, the efficiency of enterprises’ operations, their contributions to the budget, and their use of technologies.

 

 

 

Meanwhile, the social indicators will assess the creation of jobs and incomes for labourers, and those related to gender equality.

 

 

 

Foreign-invested firms’ efforts to save energy, ensure waste and wastewater treatment, and control greenhouse gas emissions will also be taken into account./.

Ministry hands over five schools to Committee for Ethnic Affairs

Four pre-university schools and one high school under the management of the Ministry of Education and Training (MoET) have been handed over to the Government’s Committee for Ethnic Affairs.

The hand-over ceremony, which took place in Hanoi on October 8, was co-chaired by MoET Minister Nguyen Kim Son and Minister-Chairman of the Committee Hau A Lenh.

The five institutions comprise the central pre-university school for ethnic groups, the Sam Son pre-university school for ethnic groups, the Nha Trang central pre-university school for ethnic groups, the Ho Chi Minh City pre-university school, and the Viet Bac boarding high school.

The MoIT will also review, amend and supplement legal regulations regarding state management over specialised schools.

Following the hand-over, the Committee will be in charge of issues relating to personnel, finance and material facilities of the schools. Meanwhile, the MoIT will maintain its supervision over their professional operations.

In his remarks, Son expressed his hope that the schools will better fulfill their tasks to ensure fair education and educational development among ethnic groups./.

Network helps connect Vietnamese, German experts in automobile sector

The Vietnam Germany Innovation Network (VGI Network) has held a conference in Wolfsburg, Germany, to foster connectivity among Vietnamese experts and businesses as well as those of the Vietnamese origin in automobile industry and relevant technical sectors.

 

 

 

The VGI-Automobile conference aimed to link experts with Vietnamese businesses operating in the European market in technical sectors to support the firms in approaching and partnering with German enterprises where Vietnamese and Vietnamese-origin experts are working.

 

 

 

It also offered a chance for the experts to meet diplomatic officials and representatives from Vietnamese ministries and sectors to explore the demand of Vietnamese businesses at home, and introduce their capacity and possibility to bring German technologies to the firms.

 

 

 

Participants at the event discussed opportunities to strengthen their connectivity and cooperation in automobile and related technical sectors.

 

VGI Vice President Phan Tien Dat said that after the success of this first activity, the network plans to set up a Vietnam-German TechHub to gather experts in science and technology.

 

 

 

The VGI Network was established in September 2019, acting as a bridge for experts and scientists in Vietnam and Germany as well as the entire Europe to share experience and in-depth information on the market demands and the domestic research and science-technology application system, as well as programmes and projects serving the development of Vietnam’s science and technology, thus contributing to the socio-economic development at home./.

Malaysian PM announces dissolution of parliament

Malaysian Prime Minister Ismail Sabri Yaakob announced on October 10 that parliament has been dissolved, paving the way for national elections to be held before the end of the year.

 

 

 

Speaking during a televised national address, Ismail Sabri said he sought consent from the King at noon on October 9 to dissolve parliament and his request was accepted.

 

 

 

The PM said that the stipulated dates for nomination day, polling day and other related matters will be determined by the Election Commission.

 

 

 

An election is not due until September 2023, but following the dissolution of parliament, voters must go to the ballot within 60 days./.

Vietnam win two gold medals at 2022 Asian Weightlifting Championships

 

Vietnamese weightlifters have secured two gold and two silver medals at the 2022 Asian Weightlifting Championships which is being held in Bahrain from October 6 to 16.

 

 

 

Khong My Phuong succeeded in 78kg snatch and 88kg clean and jerk, taking two golds with one for snatch and the other for a combined lift of 166kg in the women’s 45kg category on October 8. She also earned a silver medal in the clean and jerk event.

 

 

 

Earlier, Phuong won a silver in the women’s 45kg at the 31st Southeast Asian Games (SEA Games 31) held in Vietnam in May by lifting a total of 172kg.

 

 

 

Her teammate Tran Thi My Dung clinched a silver medal in the 49kg women’s category in the clean and jerk event on the same day./.

Public security sector promotes digital transformation

_:Prime Minister Pham Minh Chinh attended the public security sector’s first conference on digital transformation in Hanoi on October 10.

 

 

 

The date was designated as the National Digital Transformation Day by the PM in April this year.

 

 

 

At the teleconference, Minister To Lam announced the Ministry of Public Security’s decision to select the October 10 as the Digital Transformation Day of the sector.

 

 

 

The ministry reported that since the 2022 action plan of its steering committee for digital transformation was released in May, it has obtained concrete and outstanding outcomes in different aspects, including the application of the national population database, the provision of online public services, and the granting of chip-based identification cards.

 

 

 

Highly valuing the ministry’s efforts and achievements, PM Chinh, who is also Chairman of the national committee for digital transformation, said national digital transformation is a major and strategic task that requires concrete actions and objectives.

 

He asked the ministry to exert stronger efforts to fulfill its role as the permanent body in the implementation of the Government’s Plan 06 on applying population data, e-identification, and e-authentication to serve national digital transformation in the 2022 – 2025 period, with a vision to 2030.

 

 

 

To do so, it should focus on effectively applying the e-identification and e-authentication system to facilitate online administrative procedure settlement; working closely with related parties to speed up the connection of the national population database with the national public service portal and the information systems for handling administrative procedures of ministries, sectors, and localities; accelerating and improving the provision of online public services; and boosting communications to win public support, he said.

 

 

 

The Government leader requested the ministry consider applying digital technology and products of the Fourth Industrial Revolution to its task performance; devise mechanisms and policies for attracting high-quality human resources in terms of science and technology, especially IT and digital transformation, to the sector; and learn from developed countries’ experience.

 

 

 

PM Chinh expressed his belief that the sector will continue bringing into play achievements, address shortcomings, and overcome difficulties and challenges to become a vanguard of digital transformation./.

State firms should contribute more to development in disadvantaged localities: President

State-owned enterprises should play a more active role in promoting the development in disadvantaged localities, President Nguyen Xuan Phuc said on October 10.

 

 

 

At a meeting with leaders of outstanding State firms in Hanoi ahead of Vietnam Entrepreneurs Day (October 13), the leader stressed that the enterprises have helped to deal with socio-economic challenges while playing the pioneering role in protecting socialism.

 

 

 

The leader lauded the Party Committee of the Central Business Bloc, and Party Committees of groups, corporations and banks in the bloc for their leadership in Party building and the fulfillment of political tasks.

 

 

 

The businesses contribute more than 20% of the national budget collection annually, and take the lead in social welfare, he emphasised.

 

 

 

Pointing to limitations and challenges to the State firms, the President asked the Party Committee of the Central Business Bloc and Party organisations to work harder in order to prevent losses and negative phenomena.

 

He also urged the enterprises to accelerate restructuring, digital transformation and scientific-technological application, and make better forecast based on domestic and world situation analysis to make use of opportunities and reduce risks.

 

 

 

The business administration system should be upgraded to meet modern standards, and competitiveness of the enterprises improved, he said, suggesting the issuance of indexes to monitor and evaluate production and business efficiency.

 

 

 

Phuc noted that the State firms should take the lead in research and innovation, build an ecosystem of small- and medium-sized enterprises, form value chains, and optimise the domestic market to integrate into the world.

 

 

 

He called for more contributions from the firms to maintaining macro-economic stability and ensuring security for the national economy, particularly energy and food security, and environmental protection.

 

 

 

The Party Committee reported that the combined revenue of the entire bloc in the first nine months of this year was estimated at 1.54 quadrillion VND (64.47 billion USD), up nearly 39%.

 

 

 

The enterprises contributed nearly 225 trillion VND to the State budget, a rise of some 24%.

 

 

 

Notably, they provided nearly 32.2 trillion VND for the COVID-19 fight and contributed close to 5 trillion VND to social welfare./.
