Dr. Atthapol Sangkhawasi, Secretary-General of the Education Council, gave an opening speech and an Exclusive Talk on ‘Direction, Thinking Together, Creating Thais 4.0: DOE Thailand’ that the implementation of national education standards is considered a driving force for education that is linked to national education standards, leading to the organization of national education with desired outcomes, which are learner characteristics consisting of morality, skills, and necessary knowledge based on shared values, leading to the framework of desired outcomes of education in 3 areas: 1) Learners, 2) Co-creators of innovation, and 3) Strong citizens based on morality and shared values ??of society, creating ‘Thais 4.0’ with 5 morals: honesty, sufficiency, discipline, responsibility, and publ
ic-mindedness, which is an important foundation for the development of national education to develop learners to be efficient, leading to the creation of Thais with desired characteristics according to the 2018 national education standards.

On this occasion, Pol. Gen. Phermpoon Chidchob, Minister of Education, has given a policy to drive national education standards into practice. For the policy of the Ministry of Education, there is a concept in managing education, which is education for excellence and education for life security. It is divided into 2 main issues: a policy that emphasizes hard work and a policy that must be urgently implemented, which is consistent with driving national education standards into practice, as follows:

Being a learner, being diligent, eager to learn, and having lifelong learning skills to keep up with the world, the digital age and the world of the future, and having the competence to be consistent with the implementation of the policy of 1 district, 1 quality school, the dri
ve to raise the quality of education, PISA, the creation of an educational level measurement system, and the evaluation of educational results so that students with excellent abilities do not have to waste time studying in the system, saving time and money.

Promoting the co-creation of innovation, being a person with intellectual skills, 21st century skills, in line with the education system development policy “Learn anywhere, anytime” (Anywhere Anytime) and creating a learning platform, creating a professional standard certification system (Skill Certificate), students can study more to receive a certificate for their career by using the accumulated credits to compare their qualifications, certify professional standards, and open up opportunities to earn income while studying, along with working (Learn to Earn).

Strong citizens are those who love their country, love their locality, know right from wrong, have a sense of being a Thai citizen and a global citizen, have a volunteer spirit, have an ideology an
d participate in national development. As I have always said, ‘Do good, do it, do it now.’ The Ministry of Education has signed an MOU ‘Developing Human Resources in Thailand, Creating Thai Consciousness’ between 4 ministries: the Ministry of Interior, the Ministry of Education, the Ministry of Labor, and the Ministry of Higher Education, Science, Research and Innovation to instill morality, ethics and develop a learning guidance system (Coaching) and life goals to be tangible.

Dr. Siripong Angkasakulkiat, Advisor to the Minister of Education, gave a special lecture on ‘The Ministry of Education and the Development of Human Resources According to National Education Standards for Thai People 4.0’ regarding the development of human resources according to national education standards for Thai people 4.0, which is considered an important mission that the Ministry of Education must drive to develop the quality of learners to be physically and mentally complete, aiming to achieve the vision of the country and the
vision of the Ministry of Education that ‘By 2027, learners of all ages will develop to their full potential, have morality, ethics, necessary skills, are ready to learn throughout their lives and adapt to the way of life of the modern world.’ The Ministry of Education promotes and supervises all levels of education of all types, supports educational resources, and aims to create lifelong learning opportunities, reduce educational inequality, produce and develop quality human resources according to the needs of the domestic and international labor market, which does not only focus on the development of learners, but also emphasizes the development of the quality of teachers and educational personnel who will be the main force in developing the quality of learners, which is an important force in developing the country in the future.
