Raid to help foreign children under 15 who were forced to work until 4am

Special Operations Unit of the Department of Provincial Administration, together with a multidisciplinary team, raided to help foreign children under the age of 15 who were forced to work until 4 a.m. It is suspected that they may have been sexually abused.

At 6:30 a.m. this morning, the Director-General of the Department of Provincial Administration organized a special task force to investigate and arrest a cruel employer who forced foreign children into labor and abused them after the Human Rights and Development Foundation (HRDF) urgently requested assistance.

Mr. Ronnarong Thippasiri, Inspector-General of the Department of Provincial Administration, along with Pol. Col. Sanya Ubonwiratana, Superintendent of Prachachuen Police Station, said that this morning, two suspects, Mr. Golf (assumed name), approximately 35 years old, and Ms. A (assumed name), approximately 33 years old, were arrested.

The suspect opened an online Mala shop in Soi Ngamwongwan 32. The shop was open from 6:30 p.m. to 4:00 a.m. Pr
eviously, the suspect contacted the victim’s mother, a foreign worker, saying that she needed someone to help with work at home. The mother sent her two daughters to help with the work 2-3 months ago. Throughout the work, her daughter had to live with her employer, and the employer confiscated her daughter’s phone. Therefore, she was unable to contact her daughter. She coordinated with the relevant agencies until the matter reached the Department of Provincial Administration and then coordinated with Prachachuen Police Station to ask for help.

Then there was a joint search this morning and found 6 foreign workers working behind the house, 3 of whom were children aged 12, 13, 17 and over 18. From the search of the house, 1 unregistered 9 mm. gun, 3 BB guns and a mobile phone that the employer had seized to prevent contact with the family.

Initial information from the victim’s parents stated that the employer forced their child to work. If they did not do it, they would be punished by beating them. They would
use a chain to tie the dog and beat them on the legs and knees. When they were sick, the male employer often forced them to take off their clothes and go to the bathroom with them, claiming that he would wipe them down. He confiscated their mobile phone and forbade them from contacting anyone. The parents confirmed that since their child started working, they had only received 5,000 baht once.

From the investigation, the employer may be involved in the commission of 6 serious offenses: 1. Forced labor, 2. Hiring children under the legal age, 3. Hiring foreigners to work without a permit, 4. Unlawful detention, 5. Abducting a minor under 15 years of age, abducting a minor over 15 but not over 18 years of age, 6. Possession of a firearm and ammunition without permission, and charges of human trafficking.

Initially, Mr. Golf stated that he had a history of purchasing child prostitution before in 2023. Currently, police officers are questioning the two suspects before sending them to the Police General Hospital
for a physical examination this afternoon (September 14). As for the six youths, they will be questioned together with multidisciplinary professionals at the Children and Family Shelter and will proceed according to the law.
