Positive signs from overseas labour market

The number of Vietnamese guest workers working overseas under contracts exceeded 59,600 in the first five months of this year, or 54.2% of the annual plan and over 1.9 times higher than the same period last year, showing positive signals from overseas employment, according to the Department of Overseas Labour under the Ministry of Labour, Invalids and Social Affairs.

Japan was the top market with 20,571 workers, followed by Taiwan (China) with 8,196. Other markets included the Republic of Korea (RoK), China, Singapore, Hungary, and more.

The Japanese Government is conducting policy reform to allow highly skilled foreign workers to have long-term residency and expand the list of occupations for the "Specified Skilled Worker Programme" category 2.

The move is expected to increase the number of skilled workers from Vietnam, provide them with greater benefits and long-term residency.

It is forecast that the number of Vietnamese workers under the Technical Intern Training Programme and the Specified Skilled Worker Programme in Japan could reach up to 500,000.

In the RoK, there were 48,950 Vietnamese workers as of June 1, up 9,300 from the same period in 2022, with an average monthly income of 1,500-2,000 USD.

Vietnam expects to send 10,000 workers to the RoK this year under the Employment Permit System (EPS) Programme. Currently, there are more than 33,500 Vietnamese workers in the RoK under the EPS Programme.

At a Q&A session in the 15th National Assembly’s fifth meeting last month, Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung said the sector will strengthen the recruitment and training of human resources and send contract-based workers abroad. It will also monitor enterprises providing services for contract-based overseas employment to protect the legitimate rights and interests of workers.

Interconnected databases will be built to manage workers going abroad and returning home, he said./.

Shinhan Bank, BC Card to upgrade Vietnam’s card payment system

The Shinhan Bank of the Republic of Korea announced on June 30 that its subsidiary in Vietnam has signed a memorandum of understanding (MoU) with BC Card – a subsidiary of KT Group - to enhance the credit card payment system in Vietnam.

The bank expects that such efforts could stimulate the Vietnamese credit card payment market, thus supporting the Vietnam government's goal of creating a cashless society by 2025.

Under the agreement, BC Card's subsidiaries in Vietnam and Indonesia, along with Shinhan Bank Vietnam, will collaborate to establish a card-acquiring system in Vietnam. They will also work together to expand networks between card affiliates and develop card devices and card payment terminals (POS) in Vietnam.

The agreement is the first collaboration between Shinhan Bank and KT since the telecom service provider acquired a 2.1% stake in the bank in 2022.

Both firms hope to create win-win synergies domestically and internationally in the future.

As of May, Shinhan Bank Vietnam's card business has seen its annual credit card usage amount increase by 28% year-on-year to reach 585 million USD, with a membership of 290,000 people. It also has launched a variety of services this year, including a new partnership card with Vietnamese online shopping mall Tiki, and a corporate card in collaboration with Bizzi, an invoice solution company./.

Thailand’s economy picks up in May

Thailand's economy in May improved from the previous month as tourism gathered momentum and private consumption increased while exports remained weak, according to the central bank.

The Bank of Thailand (BOT) expects economic growth at 3.6% this year and 3.8% next year, with the tourism sector a key driver, BOT said in a statement on June 30.

In May, Thailand recorded a current account deficit of 2.8 billion USD, after a revised deficit of 0.6 billion USD the previous month, it said.

Exports, a key driver of growth, dropped 5.9% year-on-year in May, from a 4.9% year-on-year drop the previous month.

Southeast Asia's second-largest economy expanded by a more than expected 2.7% in the first quarter from a year earlier thanks to strong recovery of the tourism sector.

The BOT said it will closely monitor global financial market votality as well as the formation of a new government after the May 14 general election.

Thailand’s household debt to grosss domestic product ratio stood at 90.6% in the first quarter ofthis year, down from 91.4% in the previous quarter, it added./.

Philippines, India agree to boost bilateral relations

India and the Philippines have agreed to further strengthen their bilateral partnership in areas including defence, maritimes, law enforcement, trade and investement.

The decision was made within the framework of the official visit to India by Philippine Secretary for Foreign Affairs Enrique Manalo from June 27-30.

Indian Minister of External Affairs Dr. S. Jaishankar and his Fillipo counterpart Manalo co-chaired the 5th meeting of their Joint Commission on Bilateral Cooperation (JCBC) in New Delhi on June 29.

In a joint statement issued after the meeting, the two sides agreed to upgraded official interaction among defense agencies, opening of the resident Defense Attaché office in Manila, considering India's offer for concessional Line of Credit to meet Philippines' defense requirements.

Acknowledging the growing importance of the maritime sector for both countries, they welcomed the bilateral Maritime Dialogue and the increased cooperation on hydrography.

They also look forward to the signing of the MoU on Enhanced Maritime Cooperation between the Indian Coast Guard and the Philippine Coast Guard (PCG).

On law enforcement cooperation, they encouraged early negotiations for a bilateral Mutual Legal Assistance Treaty on Criminal Matters and a Treaty on Transfer of Sentenced Persons. The first round of talks will be held in the Philippines in this August.

According to the joint statement, the two sides recognised terrorism and transnational crimes as common security threats, The two ministers directed that the 2nd Joint Working Group (JWG) on Counter-Terrorism meet in the Philippines in 2023 and discuss forging a Memorandum of Understanding on Cooperation in Preventing and Combating Terrorism and Transnational Crime.

On trade and investment, they expressed their satisfaction at the growing pace of bilateral trade, which had for the first time crossed 3 billion USD in 2022-23 and agreed to begin negotiations on a bilateral Preferential Trade Agreement./.

World Bank approves 1.1 billion USD Indonesia loan

The World Bank has approved two projects worth 1.1 billion USD to expand access to cleaner electricity in Indonesia.

The first project, worth 500 million USD, will connect about 2 million Indonesians to the electricity grid in the eastern part of the country, increase solar power investment and help Indonesia’s electrical power company, PT. PLN Persero improve its capacity to manage energy transition, the World Bank said in a statement.

It will be co-funded by the World Bank, the private sector and PLN and includes funding from Canada Clean Energy and Forest Climate Facility and the Clean Technology Fund.

The project will mobilise private sector finance for Indonesia’s energy transition and help communities adapt to climate change, Manuela V. Ferro, World Bank Vice President for East Asia and the Pacific, said in a statement.

Indonesia, which uses coal for most of its electricity, aims to reduce emissions by 32% by 2030 and reach net-zero emissions by 2060.

The second project recently approved by the World Bank for Indonesia is a 600 million USD grant to help the country curb stunning in children’s growth.

According to a government survey issued in January, about 21% of Indonesian children under five had stunted growth in 2022, about 4.5 million children.

Indonesian government aims to lower the percentage to 14% by 2024./.
