President hosts CEO of US’s Quantum Group

President Nguyen Xuan Phuc received Arun Savkur, CEO of the US’s Quantum Group on September 22 in New York (local time), witnessing the handover of the cooperation agreement between the group and a Vietnamese joint venture.

The joint venture was established between the Kinhbac City Development Holding Corporation (KBC) and the Saigon Telecom Technology Joint Stock Company (SAIGONTEL).

At the reception, Savkur said based on its resources and financial strengths, Quantum is committed to making contribution to Vietnam’s development, initially with a series of projects worth 20 – 30 billion USD in total.

Quantum wishes to make large investments across many important fields in Vietnam and to cooperate with Vietnamese partners to build a healthcare system combining the western high technology and the eastern traditional medicine, the CEO said.

He added his company intends to channel capital into building a technology centre for COVID-19 vaccine production in Vietnam.

Praising the US group’s potential and achievement worldwide, President Phuc said they are long-term and strategic projects in Vietnam, and hoped Quantum to promote those on biotechnology research in caring and protecting people’s health.

The official requested Vietnam’s ministries of Planning and Investment, Industry and Trade, and Construction assist Quantum and the KBC and SAIGONTEL in successfully implementing their projects in Vietnam.

He stated Vietnamese ministries, sectors and localities will create best conditions possible in terms of administrative procedures and business climate for Quantum to soon launch its investment projects.

Phuc said he wanted Quantum, as a capital contributor of Pfizer, would push the vaccine producer to continue its cooperation in the supply of COVID-19 vaccines to Vietnam.

The State leader highlighted the robust growth of Vietnam – US ties across all spheres and said he believes based on the experience and capacity of and cooperation achievement between Quantum, KB, and SAIGONTEL, the joint venture’s new investment projects will reap further successes in the future.

Cuban Ambassador: Cuba, Vietnam preserve historical memories

Cuban Ambassador to Vietnam Orlando Nicolás Hernández Guillén has appreciated President Nguyen Xuan Phuc’s official visit to Cuba from September 18-21, affirming that the outcomes of the visit will contribute to deepening the time-tested friendship and solidarity between the two countries.

Orlando Hernández stressed that this was the first visit to Cuba of a head of state since the outbreak of the COVID-19 pandemic, and also the first high-level visit between the two countries since the two countries’ Party congresses, and on the occasion of the 61st anniversary of establishment of diplomatic ties.

Cuba will cooperate with Vietnam in providing and transferring technology to produce COVID-19 vaccines – one of the important topics mentioned during this visit, he affirmed, adding that the two countries’ leaders also discussed potential for cooperation in the fields of tourism, renewable energy, biotechnology, pharmaceutical industry, bio-genetics, telecommunications and transport infrastructure. Vietnam is the second largest foreign investor in the Mariel Special Development Zone and also Cuba’s second largest trading partner in Asia, only after China.

He expressed his belief that Vietnam’s investments in Cuba will bring about practical benefits for both countries, contributing to strengthening solidarity and mutual understanding, and developing the bilateral economic, trade and investment cooperation on par with the fine political relationship. Regarding the content of “preserving historical memories” mentioned in the Vietnam-Cuba Joint Statement, the diplomat said that the special bilateral relations have been nurtured by Presidents Ho Chi Minh and Fidel Castro, and generations of the two countries’ leaders.

The time-honoured relationship cannot be forgotten by young generations, he stressed, hoping that the next generations keep the important historical moments in mind.

The political and economic solidarity of the past has maintained and its value remain intact today, even in the most difficult times, added the ambassador.

Vietnam cooperates with nations to prevail over pandemic, build peaceful, prosperous world: President

Vietnam will work with countries and people around the world to prevail over the COVID-19 pandemic, and build a world of peace, prosperity and happiness for all, President Nguyen Xuan Phuc said at the general debate of the 76th session of the United Nations General Assembly (UNGA) in New York, the US, on September 22 (local time).

In his speech, President Phuc put forth specific proposals to promote multilateral cooperation with the UN as the center and taking international law as the foundation to jointly cope with complex global challenges such as wars, conflicts, resource disputes, climate change, and the COVID-19 pandemic, which are negatively impacting peace, security and development in the world.

The President said the most urgent issue right now is to control the COVID-19 pandemic through international cooperation. He noted that priority allocation of vaccines should be given to nations with a low vaccination rate, while developing countries should be enabled to engage in vaccine production and supply chains. The key solution to contain the pandemic and foster economic recovery lies in each nation’s ability to strengthen its resilience, President Phuc said.

“Resilience can only be sustained if it is based upon cooperation and connectivity among nations, particularly at a time when non-traditional security challenges do not know borders and can impact any nation,” he said.

The leader informed that Vietnam is working closely with fellow ASEAN members to promote ASEAN centrality in the maintenance of peace, security and prosperity in Southeast Asia and the Asia-Pacific at large.

Vietnam shares ASEAN’s position and the international community’s common voice on the importance of peace, stability, maritime security and safety, freedom of navigation and overflight in the East Sea, he affirmed.

He called on parties involved to refrain from unilateral actions that may further complicate the situation, resolve disputes and differences through peaceful means in line with the UN Charter and international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

It is also necessary to fully observe the Declaration of Conduct (DOC) by parties in the East Sea, and soon achieve a substantial and effective Code of Conduct (COC) in line with international law, including UNCLOS 1982, the President said. President Phuc also highlighted Vietnam’s aspiration for a strong and prosperous country, a law-governed state of the people, for the people and by the people, and an ability to invoke the patriotism, perseverance, great national solidarity and innovation of the entire nation.

“The path ahead will not be easy. But I am convinced that the world people’s hearts will beat as one. Vietnam will work with countries and people around the world so that together we can prevail over the pandemic, and build a world of peace, prosperity and happiness for all. And this will be a glorious victory for us all,” he concluded.

Right after delivering his speech, the President got applauses from international friends. Many said Phuc’s speech has conveyed a strong message on a dynamic, innovative, thriving and peace-loving nation of Vietnam, that makes practical, responsible and effective contributions to common work of the UN.

President applauds establishment of global health security financial intermediary fund

Vietnamese President Nguyen Xuan Phuc hailed the decision to establish a global health security financial intermediary fund initially worth 10 billion USD this year to ensure resources for the fight against the COVID-19 pandemic while addressing the Global COVID-19 Summit hosted by US President Joe Biden in New York on September 22 (local time).

The “Global COVID-19 Summit: Ending the Pandemic and Building Back Better” was held on the sidelines of the 76th session of the United Nations General Assembly.

In his speech, President Phuc said in response to the pandemic, protecting people’s lives and health is the top priority so it is essential to take drastic actions to early detect and quickly trace infection cases; promptly quarantine and provide effective treatment; improve testing capacity; ensure oxygen, ventilators and medicines; and particularly conduct large-scale vaccinations.

He stressed the need to enhance global cooperation, improve the self-resilience of medical systems and develop the medical equipment production and pharmaceuticals industry, especially in developing countries.

President Phuc emphasised that expanding vaccinations in parallel with the effective use of treatment drugs is key to pushing back the epidemic, protecting people’s lives, and promoting economic recovery and development.

He suggested improving research and development capacity for vaccine production, adding that Vietnam was ready to participate in these efforts.

On this occasion, the President expressed thanks to and highly appreciated the role of the COVAX Facility, and thanked many countries for sharing and donating vaccines to Vietnam.

He called on the COVAX Facility and other capable countries to step up efforts to supply vaccines to developing countries so that at least 70 percent of their population are vaccinated as soon as possible and the target is expected to be achieved before the session of the United Nations General Assembly next year.

President Phuc said that Vietnam is implementing a COVID-19 vaccination rollout for all people above the age of 18. Vietnam and member countries of the Association of Southeast Asian Nations (ASEAN) have established a COVID-19 Response Fund last year and recently decided to use 10.5 million USD from this fund to buy vaccines for the member states, he said.

Senior leaders at the summit shared evaluations and suggestions in President Phuc’s speech. US President Joe Biden and many other leaders also underlined the need for urgent commitments and strong determination from the international community to conduct mass vaccinations for all people around the world.

The summit discussed and issued strong commitments by senior leaders, international organisations and the private sector about mass vaccinations across the globe, protecting people’s lives and building back global medical security better in the near future.

Participants pledged to ensure that at least 70 percent of the world population in all countries will be fully vaccinated before the session of the UN General Assembly in September 2022, all low or lower-middle income countries will have enough access to oxygen, personal protective suits and effective treatment methods this year and advanced treatment therapies in 2022.

They also committed to guarantee sustainable financial sources for health security by establishing the global health security financial intermediary fund with an initial sum of 10 billion USD in 2021 and agreed to set up the Global Health Threats Council.

President’s statement at general debate of UNGA’s 76th session

Vietnamese President Nguyen Xuan Phuc delivered a statement at the general debate of the 76th session of the United Nations General Assembly (UNGA) in New York, the US, on September 22 (local time).

The following is the full text of the statement.

Mr. President,

I wish to extend my congratulations to Mr. Abdullah Shahid on the assumption of his duties as the President of the 76th UNGA. I am convinced that under his able leadership and with his vast experience, he will lead our session to success.

I highly appreciate the significant contributions of Mr. Volkan Bozkir in his capacity as the President of the 75th UNGA. I also wish to, once again, congratulate Mr. Antonio Guterres on his re-election as the UN Secretary-General. I believe that, with his perseverance and dedication, he will work to realize the Organization’s directions and priorities in the years to come.

Mr. President,

The UNGA this year convenes against a unique backdrop, as the COVID-19 pandemic is jeopardizing the people’s lives worldwide. I believe that all our thoughts these days are with our countries and our people. And my heart yearns for my homeland Vietnam, where the entire nation is vigorously combating this pandemic to protect the health and lives of the people, to sustain economic growth and to ensure social security, leaving no one behind. No statistical figures can truly measure grief and loss caused by the COVID-19 pandemic. This is, above all, the loss of lives, and subsequently severe economic damages and far-reaching impacts on societies and the people’s well-being. The pandemic sounds a warning bell of the shocking destruction that may be caused by non-traditional security challenges such as diseases or climate change, if they are not addressed at timely and decisively.

The pandemic has also exposed the shortcomings of the global governance system and the increasing inequality among nations.

Nonetheless, COVID-19 is not the sole challenge that we are facing today. Increasing tensions among major powers has led to a divisive and unstable international system. Wars are taking the lives of many innocent people. Disputes over territories and resources in many areas are on the verge of erupting. The rise of power politics, the disregard for international law, and the unilateral acts of coercion and hindrance against countries in exercising their legal rights are still taking place in many regions.

In that gloomy picture, what really motivates us are the strong desire for peace, cooperation and development among the people around the globe, and our recognition of the importance of international solidarity and multilateralism.

The United Nations – with its 75-year experience in preserving peace and nurturing friendly, just and equitable international relations – continues to assert its key role in the multilateral system. The Organization continues to effectively coordinate global efforts to respond to global challenges that cannot be resolved by any one country acting alone.

Against such backdrop, I fully support the theme proposed by Mr. President. And let me share some of my thoughts.

First, our most urgent task today is to expeditiously contain COVID-19 worldwide. The world cannot be safe if any single person or country still suffers from this pandemic. Vietnam values the role of UN agencies and other multilateral institutions, particularly the COVAX Facility in promoting fair and equitable access to COVID-19 vaccines and medications.

For the pandemic to be repelled, it is essential that we stand in solidarity, uphold a high sense of responsibility, and step up cooperation. Particularly, priority allocation of vaccines should be given to nations with a low vaccination rate. And developing countries should be enabled to engage in vaccine production and supply chains.

Second, the key solution to contain the pandemic and foster economic recovery lies in our ability to strengthen our own resilience, particularly in face of crises. But this does not mean that we have to do it alone. Resilience can only be sustained if it is based upon cooperation and connectivity among nations, particularly at a time when non-traditional security challenges do not know borders and can impact any nation.

We value the role played by the UN system and expect that it will continue to support member states’ efforts to build resilience, accommodating the interests and concerns of all countries.

Third, the challenges we face can be turned into development opportunities. As our daily lives as well as production and business activities have to undergo changes to adapt to the pandemic, this is an opportunity for digital transformation, utilization of novel technologies, and enhanced productivity, competitiveness and self-reliance of our economies. It is also a chance for us to pursue green transformation, sustainable development, trade and investment facilitation. We should also work together in promoting the flow of goods and people and maintaining global supply chains.

The 2030 Agenda for Sustainable Development provides us with an excellent blueprint for seizing such opportunities, and calls for enhanced cooperation. We call upon all countries to fulfill their financing for development commitments, reschedule debt payments by developing countries, and provide these countries with necessary resources to contain COVID-19 and foster recovery, thereby turning opportunities into concrete development outcomes.

Fourth, cooperation in mitigating and preventing the dire impacts of climate change has become more crucial than ever before. Harsh weather conditions, sea level rise, environmental pollution, and biodiversity degradation are the cumulative consequences of decades of mankind’s reckless quest for development.

Those challenges are pushing us into acting promptly to safeguard our planet and realize the internationally agreed threshold of 1.5 degrees Celsius.

As we are heading toward COP-26, we need to make every effort to cut greenhouse gas emissions, in which developed countries should take the lead. Developing countries should receive further assistance in financing, technology transfer and capacity-building so as to reduce emissions, and enhance disaster prevention and mitigation in ways that foster transition towards green and circular economy. This is a shared opportunity for us to ensure the harmony between man and nature.

Fifth, the pre-requisite to fostering recovery and growth in the post-pandemic era is to sustain peace, security, and stability in each country, each region, and the world at large. Vietnam calls for a global ceasefire and an end to all violence to ensure the safety of civilians and facilitate humanitarian assistance in areas of conflicts.

Vietnam has undergone decades of wars to reclaim independence and national reunification, escape isolation and embargoes. We have made every effort to mobilize our internal strengths, uphold self-reliance, and adapt ourselves to the prevailing trends of our time to achieve our potential, international standing and prestige today.

We understand thoroughly the meaning of “nothing is more precious than independence and freedom,” and of peace and development of each nation. Vietnam condemns all acts of war and power politics, and violations of the fundamental principles of the UN Charter and international law.

More than ever before, all actors in international relations need to act in good faith and uphold responsibility, while avoiding tensions and confrontation. We should together strive to reshape international ties and build trust among countries on the basis of equality and cooperation. We must also respect the independence, sovereignty, territorial integrity, non-interference in the internal affairs of States, and resolve disputes by peaceful means.

At this august forum, we once again reaffirm our solidarity with the people of Cuba, and reiterate our strong call for a complete end to the unilateral embargoes against Cuba.

We hope that the situation in Afghanistan will soon stabilize for the Afghan people, particularly women and children, to be able to live in peace. We support the just struggle of the Palestinian people and the two-state solution towards the establishment of an independent Palestinian State living in peace alongside the State of Israel.

Mr. President,

After 35 years of Doi Moi, Vietnam has made historic accomplishments. We are aiming to become a high-income developed country by 2045, on the centenary anniversary of Vietnam’s independence.

The aspiration for a strong and prosperous Vietnam can only be realized when the country is truly a law-governed state of the people, for the people and by the people, and is able to invoke the patriotism, perseverance, great national solidarity and innovation of the entire nation.

Vietnam is pursuing a people-centered approach, and is striving to achieve social progress and equality, preserve cultural values, and protect the environment, while promoting sustainable and inclusive development. This is closely aligned with the SDGs that we endeavor to fulfill.

Vietnam has been pursuing a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, and diversification and multilateralization of external relations. As a responsible member of the international community, Vietnam is proactively and actively engaged in extensive international integration, making responsible contributions to the concerted efforts of the international community.

Vietnam wholeheartedly support multilateralism, with the UN at the center, and international law as the foundation. We uphold the purposes and principles of the UN Charter, and endeavor to make substantial contributions to a more democratic and effective UN.

We will always remember and treasure the UN’s invaluable assistance accorded to Vietnam. The fruits of Vietnam’s reform and integration owe partly to the resources and policy advice the UN development system has been rendering to us over the years.

In the region, Vietnam is working closely with fellow ASEAN members to promote ASEAN centrality in the maintenance of peace, security and prosperity in Southeast Asia and the Asia-Pacific at large.

The ASEAN – UN relations has constantly been consolidated and developed, becoming a role model for cooperation between the UN and other regional organizations. We are making vigorous efforts to implement the Five-point Consensus endorsed by ASEAN Leaders to foster dialogue, reconciliation, and humanitarian assistance to the people of Myanmar.

On this momentous occasion, on behalf of the State and people of Vietnam, I sincerely thank all member countries for the trust placed in Vietnam in its capacity as a non-permanent member of the UNSC for the term 2020-2021. Over the past almost two years, Vietnam has always upheld the principle of “Partnership for sustainable peace.” We have promoted dialogue and cooperation, and actively joined the concerted efforts to prevent and address conflicts. Vietnam has advocated strengthening the upholding of the UN Charter and international law, bolstering cooperation with regional organizations, conflict prevention, mine action, and the protection of civilians and civilian critical infrastructure in armed conflicts.

The national flag of Vietnam is flying high at the UN Peacekeeping Missions in South Sudan and the Central African Republic, and it will soon be flying in other UN Missions as well. With our desire to make further contributions to the work at the UN, Vietnam is running for a seat at the Human Rights Council for the term 2023-2025, and at other important UN agencies. We look forward to the continued support from all countries in this endeavor.

Reference exchange rate up 7 VND on September 23

The State Bank of Vietnam set the daily reference exchange rate at 23,139 VND/USD on September 23, up 7 VND from the previous day.

With the current trading band of /- 3 percent, the ceiling rate applicable to commercial banks during the day is 23,833 VND/USD and the floor rate 22,444 VND/USD.

The opening hour rates at commercial banks stayed stable.

At 8.25 am, Vietcombank listed the buying rate at 22.630 VND/USD and the selling rate at 22,860 VND/USD, unchanged from September 22.

BIDV also kept both rates unchanged, listing the buying rate at 22,660 VND/USD and the selling rate at 22,860 VND/USD.

Similarly, Vietinbank maintained both rates, listing at 22,640 VND/USD (buying) and 22,860 VND/USD (selling).

Vietnam, US step up cooperation in agriculture

Vietnam and the US signed a Memorandum of Understanding (MoU) on technical cooperation between the Ministry of Agriculture and Rural Development (MARD) and the US Grains Council (USGC) in Washington on September 22.

MARD Deputy Minister Le Quoc Doanh and President and CEO of USGC Ryan LeGrand witnessed the signing.

Addressing the event, Deputy Minister Doanh affirmed that Vietnam is one of the fastest growing animal feed markets in the world and a major importer of corn and grains.

Vietnam has grown from 16th place to third in the world in terms of corn imports in less than a decade. The country is also a potential customer of ethanol fuel, which is expected to widely use E5 bio-fuel and switch to E10 in the near future, according to Doanh.

According to Nguyen Do Anh Tuan, director of the International Cooperation Department of the MARD, Vietnam and the US have a lot of potential and room for trade cooperation, especially in agricultural products.

Farm produce of the two countries are complementary to each other, he said, adding the two sides could enhance cooperation in science-technology and technology transfer between research units, enterprises towards promoting a green, sustainable and low-emission agriculture.

Ryan LeGrand said the US and Vietnam have developed a plan towards a harmonious and sustainable trade balance with many specific solutions in the field of agriculture.

According to LeGrand, the item that helps to balance bilateral trade is ethanol fuel because Vietnam is a potential customer.

Under the MoU, the MARD and USGC will establish a technical cooperative relationship in the field of agriculture and animal feed, production and use of biofuels in Vietnam as well as enhance mutual understanding on relevant policies and regulations in accordance with Vietnam’s laws, regulations, policies and development goals.

USCG will help improve the capacity of Vietnamese managers, importers, and feed processing businesses in accessing new technologies, commercial forms and skills serving their production management.

It will also provide medical equipment such as COVID-19 test kits and COVID-19 treatment drugs for Vietnamese livestock enterprises.

President receives representatives of US business associations, investors

President Nguyen Xuan Phuc received representatives of the US-ASEAN Business Council (USABC), the American Chamber of Commerce (Amcham), the US Chamber of Commerce (USCC), and several US companies and multinational groups in New York on September 22 (local time).

These enterprises included McLarty, Philip Morris, AES, Thermo Fisher, Asia Group, Northwestern Medicine, Excelerate Energy, GE, and McDermontt, Delta Offshore Energy and Boeing.

Receiving leaders of the AES Group, President Phuc highly valued its activities in Vietnam as well as its contributions to the Vietnamese energy sector’s growth. Affirming Vietnam’s support to the enterprise’s expansion of operations in Vietnam, he encouraged the group to invest in green and renewable energy in the country. He also lauded the firm’s partnership with PVGas in building Son My liquefied natural gas (LNG) storage in Vietnam.

At his meeting with representatives of the Asia Group, the Vietnamese leader suggested the firm continue to work as a bridge between the two nations and urge the US government to further promote practical and long-term cooperation with Vietnam. The Asia Group should mobilise the US government to donate more COVID-19 vaccines and medical supplies to Vietnam, and transfer COVID-19 production technology to the country, he added.

Meeting leaders of Thermo Fisher, President Phuc lauded the firm’s commitments to support vaccine development programmes and exchange experience with partners in responding to the COVID-19 pandemic.

Receiving representatives from General Electric (GE) and Excelerate Energy, he hoped that GE, Excelerate Energy and partners will continue to increase investment in clean and renewable energy in Vietnam, which is an important sector to help with socio-economic development and environmental protection in the country.

At his meeting with leaders of Northwestern Medicine, the President thanked clinics and member hospitals of Northwestern Medicine for their donation of medical supplies and equipment to Vietnam. He proposed Northwestern Medicine further foster cooperation between Vietnam and Chicago in research, development and application of hi-tech in health check-up and treatment.

Meeting partners of Delta Offshore – B?c Lieu Energy, he hailed Delta Offshore Energy’s LNG-fueled power project in Bac Lieu province – the biggest foreign-invested project in the Mekong Delta region so far. He expressed his hope that the project will become a model of quality and progress with most competitive power prices, thus inspiring more US energy firms to invest in Vietnam.

At a meeting with representatives from the USABC, Amcham, USCC, McLarty and Philip Morris, President Phuc spoke highly of the role of US business associations and enterprises in encouraging US firms to invest in Vietnam over the past years.

He suggested that the associations will continue to encourage US businesses to invest in Vietnam, especially in strategic areas, helping Vietnam engage in regional and global supply chains, while hastening the US Government to continue its donation of COVID-19 vaccines and medical supplies to Vietnam as well as transferring vaccine production technology to the country. He hoped the associations will contribute their voices to the US Government in optimising the Vietnam-US partnership and promoting stable and long-term cooperation with Vietnam on the basis of mutual support and interest. Receiving the Business Council for International Understanding (BCIU)’s representatives and a number of enterprises, President Phuc lauded the efforts and the role by the council in improving US investors’ confidence in the business and investment environment in Vietnam. He thanked BCIU for accompanying with and supporting Vietnam in accessing vaccines and medical supplies serving the COVID-19 fight.

Meeting representatives from the Boeing Group, President Phuc congratulated the firm on its opening of first representative office in Vietnam, which shows Boeing’s commitments to long-term investment in Vietnam despite difficulties posed by COVID-19.

He proposed Boeing continue to assist Vietnamese airlines to open more direct air routes to the US, while increasing investment in Vietnam in the fields of infrastructure construction, airplane component production, and aviation technical services, helping Vietnam enter supply chains of groups on the globe, and considering the opening of a pilot training centre in Vietnam.
