PM congratulates public security’s Logistics-Engineering force on traditional day

Prime Minister Pham Minh Chinh attended a ceremony in Hanoi on January 9 to celebrate the traditional day of the Logistics-Engineering force of the Vietnam People’s Public Security (January 25, 1948-2023).

Over the past 75 years, the force has affirmed its role as an important part of the People’s Public Security, and made effective contributions to its implementation of political tasks.

On behalf of the Party and State leaders, PM Chinh awarded second- and third- class Fatherland Defence Orders and the PM’s Certificate of Merit to collectives and individuals; and Minister of Public Security Gen. To Lam granted the minister’s Certificate of Merit to several individuals of the force.

Appreciating the force’s contributions, the Government leader asked its staff to focus on innovation, promote the spirit of solidarity and consensus, and prepare necessary material and technical conditions to better serve the People’s Public Security operations.

He requested they implement the Party’s guidelines and the State’s policies and laws as well as regulations and instructions on the logistics-engineering work.

The force should take advantage of resources to invest in building infrastructure, step up research, development and application of science and technology, promote domestic production, and strengthen international cooperation to build a modern and dual-purpose security industry./.

Vietnamese people in China, Cambodia mark Lunar New Year

Different festive activities were held in China and Cambodia on January 9 for the Vietnamese communities that live in both countries to celebrate the 2023 Lunar New Year (Tet).

Talking to representatives of the Vietnamese community in China at a gathering in Beijing, Vietnamese Ambassador Pham Sao Mai highlighted the homeland’s socio-economic and diplomatic achievements as well as new strides in relations between the two countries last year.

He affirmed that the Party and State of Vietnam view overseas Vietnamese as an integral part of the nation.

The embassy pays special attention to overseas Vietnamese affairs, assists expatriate citizens, works to protect their rights and legitimate interests, and coordinates with Chinese authorities to help them settle down and integrate into local society, he noted.

Mai expressed his hope that the Vietnamese community in China will continue to uphold solidarity, maintain national identity, and contribute to the homeland and friendship between the two countries.

The same day, the Khmer – Vietnam Association in Cambodia presented Tet gifts donated by telecoms company Metfone to 200 disadvantaged Vietnamese-origin families in Phnom Penh.

Sim Chy, Chairman of the association, thanked the Vietnamese Embassy in Cambodia and Metfone, invested by Vietnam’s telecoms group Viettel, for their assistance and also pointed out difficulties facing Vietnamese-origin people.

Ambassador Nguyen Huy Tang said the embassy will work with relevant Cambodian sides to address those issues as soon as possible.

He added the Party, State, enterprises, and social organisations of Vietnam have always created favourable conditions for people of Vietnamese origin in Cambodia, but the community’s own efforts to move forward are also of great importance.

The ambassador offered Tet greetings to the community while thanking Metfone for its support for the disadvantaged.

On this occasion, Metfone announced nearly 1,000 Tet gift packages worth 20,700 USD in total to disadvantaged families of Vietnamese origin in eight provincial-level localities of Cambodia.

Tet is the biggest traditional festival for Vietnamese people. The coming Lunar New Year is the Year of the Cat, which will start on January 22./.

NA’s second extraordinary meeting wraps up

The second extraordinary meeting of the 15th National Assembly (NA) concluded in Hanoi on January 9 after four days of working.

The closing session was attended by Party General Secretary Nguyen Phu Trong, former Party General Secretary Nong Duc Manh, President Nguyen Xuan Phuc, Prime Minister Pham Minh Chinh and former NA Chairwoman Nguyen Thi Kim Ngan, among others.

In his closing remarks, NA Chairman Vuong Dinh Hue said legislators adopted the draft revised Law on Medical Examination and Treatment and three resolutions, including one on the national master plan for 2021-2030 with a vision towards 2050. They also agreed to extend a number of COVID-19 prevention and control policies and allow the continued use of circulation registrations of medicines and medicinal ingredients, which expired on January 1, 2023, until December 31, 2024. Adjustments were also made to loan plans for different provinces and cities.

Regarding the personnel work, the lawmakers decided to relieve two NA deputies from their posts, and approved the dismissal of two Deputy Prime Ministers, and the appointment of two Deputy PMs – Tran Hong Ha and Tran Luu Quang.

The NA leader highlighted achievements the country recorded in various spheres last year, from economy to culture, social affairs, national defence and security, external relations, environmental protection, climate change response, administrative reform and anti-corruption.

The legislature, the Government, the Supreme People’s Court and the Supreme People’s Procuracy focused on building and perfecting development institutions and removing difficulties to business and production, thus creating new momentum for socio-economic development and improving the efficiency of law enforcement, he added.

In 2022, the NA convened three sessions, two regular and one extraordinary, passed 12 bills and contributed opinions on eight others, and issued many important resolutions, including Resolution No. 43 on accelerating socio-economic recovery and development, along with those on consolidating the infrastructure system and piloting typical mechanisms and policies in some cities and provinces, Hue said.

Pointing out challenges in 2023, the top legislator urged agencies, businesses and people to follow resolutions and conclusions made by the Party Central Committee and the NA’s Resolution No. 68/2022/QH15 on the socio-economic development plan in 2023.

He stressed the need to have a new mindset, approach and solutions in the management work, while stepping up the perfection of institutions to facilitate business and production.

Cultural development should go in parallel with socio-economic-political development, he said, calling for more attention to social welfare, poverty reduction, environmental protection, national defence and security, foreign relations and international integration.

Earlier the same day, the NA passed the draft revised Law on Medical Examination and Treatment, with 386 out of 473 participating deputies saying “yes”.

The document stipulates the rights and obligations of patients, health workers, medical facilities, humanitarian medical examination and treatment, technique transfer, and resources mobilisation for health checkups and treatment in case of natural disasters and emergencies, among others./.

HCM City officials extend Tet greetings to religious establishments

A delegation of Ho Chi Minh City’s authorities led by Secretary of the municipal Party Committee Nguyen Van Nen visited and offered Tet (Lunar New Year) greetings to some local religious establishments and dignitaries on January 9.

He visited Most Venerable Thich Tri Quang, Supreme Patriarch of the Patronage Council of the Vietnam Buddhist Sangha (VBS); the second Office of the VBS Central Committee and Most Venerable Thich Thien Nhon, President of the VBS’s Executive Council; Viet Nam Quoc tu (National Pagoda of Vietnam) and Most Venerable Thich Le Trang, head of the executive board of the VBS branch in HCM City.

Informing the Buddhist dignitaries about Vietnam and HCM City’s socio-economic situation last year, Nen said thanks to solidarity and consensus of the entire nation, including the VBS, the country overcame difficulties and increased prosperity.

He wished Buddhist dignitaries, monks, nuns, and followers a new year of good health and happiness, expressing his hope that the VBS will continue bringing into play the traditional patriotism to join hands with the Party and State in developing and safeguarding the country and turning HCM City into civilised, modern, and humane city.

Visiting the Archbishop’s Palace of HCM City, Nen thanked the archbishop and other dignitaries of the Catholic Church of Vietnam for staying united with and standing side by side with the local Party Organisation, administration, and people in the COVID-19 combat and the post-pandemic recovery and development period.

He called on the Archbishop’s Palace to continue supporting the city in development efforts, especially in terms of social security and life quality improvement.

For their part, dignitaries of the VBS and the Archbishop’s Palace of HCM City expressed their delight at national and local socio-economic achievements in 2022.

They promised to follow the spirit of “accompanying the nation” and actively take part in patriotic emulation movements and campaigns, thus contributing to the great national solidarity and national development.

Youth hospitalisations rise due to increasing popularity of vaping

The use of e-cigarettes, or vaping, has been increasing among young people, leading to students experiencing psychosis, hallucinations or respiratory failure due to substances in e-cigarettes, resulting in hospitalisation.

The latest case was seven third-graders of Hanoi’s Hoang Liet Primary School, Hoang Mai district, who were hospitalised for experiencing nausea, and headaches after smoking or inhaling e-cigarettes.

On November 18, three male students in grade 12 of Thanh Da High School, HCM City’s Binh Thanh district, also showed unusual physical symptoms such as discomfort, shortness of breath, and fainting after using the e-cigarettes.

In early November, a secondary school male student was taken to the National Children’s Hospital in a state of panic with difficulty breathing and convulsions after using the product.

Nguyen Thi Thu Huong, an official from the Vietnam Tobacco Control Fund, Ministry of Health, said a recent study showed that the e-cigarette smoking rate among students in Vietnam increased from 2.6% in 2019 to 3.5% in 2021.

The smoking rate among male students increased from 3.6% to 4.3% and from 1.5% to 2.8% in female students.

The percentage of students who had ever tried an e-cigarette was 7.8%.

This increase in numbers is a cause for concern, especially given how easily accessible e-cigarettes are for young people.

The smoking rate among teenagers is increasing due to the emergence of new-generation cigarettes, which is changing nicotine addiction, said Nguyen Huu Hoang, a lecturer from the Medical Education Centre at HCM City’s University of Medicine and Pharmacy.

“E-cigarette devices that look like USB drives, pen or pen boxes are making it tough for parents to detect and keep their kids from vaping. They also make young people curious and excited by their eye-catching, fashionable and modern designs,” Hoang told the Lao dong (Labour) newspaper.

As well as easy access, different levels of nicotine and diverse flavours have made e-cigarettes attractive, increasing the risk of addiction.

Studies show that new-generation e-cigarettes change smoking rates among youth under 18, making it necessary to implement more measures to prevent and reduce the usage of e-cigarettes.

At a recent workshop to share research results on tobacco use among students aged 13-15 in Vietnam, Deputy Minister of Health Tran Van Thuan said the increase of new tobacco products such as e-cigarettes also hindered prevention. It remained easy for people to get access to cigarette products which were sold widely across the country.

Tran Thi Trang, Deputy Director of the Legal Affairs Department at the Ministry of Health, said the ministry has proposed banning all new tobacco products, in line with the trend in regional countries and the world.

Deputy Director of the HCM City’s Market Management Department, Nguyen Tien Dat, affirmed that at present, there are no regulations regarding licensing cigarette sales at stores.

In 2020-2021, as the COVID-19 pandemic is still raging, the unit discovered many violations related to new-generation tobacco products.

In 2022 alone, 940 new-generation tobacco-related products were discovered.

In early November, police in Tam Nong district, Phu Tho province, apprehended a man in possession of synthetic drugs in the form of e-cigarettes.

He confessed to purchasing e-cigarettes and e-liquids via social networks for local consumption.

All seized e-liquids contained the ADB-Butinaca, an ingredient in some synthetic cannabis products.

In September, police in Hanoi’s Nam Tu Liem district also discovered a group of illegal drug dealers. They bought e-cigarettes, and dried herbs, adding e-liquids containing ADB-Butinaca.

The Hanoi Police recommends that parents take time to care for, listen to their children, and observe their children’s activities as co-ordinate with schools to learn more about activities and relationships of children to early found abnormal signs.

It is necessary to contact a doctor or psychologist for support if needed.

Schools should coordinate with competent agencies to organise drug testing to detect students using illegal drugs./.

1,500 residents in Quang Ngai get free medical checkups, treatment

As many as 1,500 residents in the central province of Quang Ngai are expected to receive free health checkups and treatment under a joint programme between Vietnam and the Republic of Korea.

The programme is organised by Doosan Enerbility Vietnam Co., Ltd (Doosan Vina) in coordination with Chung-Ang University Hospital of the Republic of Korea (RoK) and the Community Chest of Korea.

From January 9-13, doctors from the RoK university will offer checkups and treatment for people from Tinh Ha and Tinh Phong communes of Son Tinh district, and Binh Chau and Binh Tan Phu communes of Binh Son district.

On this occasion, the Quang Ngai Hospital for Children and Women has been presented with medical equipment worth over 554 million VND (23,622 USD). Since 2018, Doosan Vina has presented medical equipment to the hospital with a total value of nearly 5.9 billion VND.

Launched in 2009, the programme has provided medical examinations and treatment for more than 26,500 people, of whom 22 children were brought to the RoK for treatment.

Chairman of the provincial People’s Committee Dang Van Minh spoke highly of the support by Doosan Vina and Chung-Ang University Hospital to healthcare in the locality, and expressed his hope that they will continue to accompany Quang Ngai in social welfare and personnel training in the medical sector./.

Speaker of RoK NA to pay official visit to Vietnam

Speaker of the National Assembly of the Republic of Korea (RoK) Kim Jin-pyo and his wife will pay an official visit to Vietnam from January 12-18.

PM Pham Minh Chinh to pay official visit to Laos

Vietnamese Prime Minister Pham Minh Chinh will pay an official visit to Laos and co-chair the 45th meeting of the Vietnam-Laos Inter-governmental Committee from January 11-12.

The visit will be made at the invitation of Lao PM Sonexay Siphandone, according to an announcement of the Vietnamese Ministry of Foreign Affairs./.
