Government launched 1.14bln USD support package to help COVID-19 hit workers

The Government has just issued Resolution No 68 on a number of policies to support employees and employers facing difficulties due to the COVID-19 pandemic, worth a total of 26 trillion VND (1.13 billion USD).

Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung on July 1 afternoon during the regular Government press meeting has discussed the details of the support package.

Dung said that Resolution 68 was issued in the context of the fourth outbreak of the COVID-19 pandemic on a large scale, affecting many industries and fields. The Politburo on June 25 agreed to support workers and employers affected by the pandemic.

Minister Dung emphasised that the support solutions this time focus mainly on the group of workers in industrial zones and export processing zones.

“In Resolution 68, some basic principles are set out, such as ensuring timely support, to the right people, publicity and transparency, simple and easy criteria and procedures for employees and employers to access,” he said.

Concerned agencies allocate the budget according to regulations, balancing the central budget and the local budget, said Dung.

There are 12 supporting policies introduced in the recently issued Resolution. Some policies can be mentioned such as reducing the contribution to the insurance fund for occupational accidents and diseases, suspend the payment of retirement and survivorship funds, use unemployment insurance funds to support vocational training and job changes; support to employees with their labour contracts temporarily terminated; and additional support and assistance to children.

In addition, the Resolution supports employees who suspended labour contracts or took unpaid leave from May 1, 2021 to December 31, 2021 but were participating in compulsory insurance with the support level of.8-3.7 million VND (78-160 USD) per month depending on their work delay period.

Employees who work under labour contracts but have been suspended from work due to medical quarantine or in lockdown areas, will receive one-time support of 1 million VND (43 USD) per person.

In addition, tour guides who are suspended from work will enjoy one-time support of 3.7 million VND (160 USD).

Pregnant employees are provided an additional 1 million VND (43 USD) per person.

Children who have to be treated for COVID-19 or under medical quarantine will be covered with support of 1 million VND (43 USD) per child.

Meanwhile, companies will get loans to pay for workers during suspended time and for production recovery, while freelancers and a number of other cases will also receive support.

Dung said that Resolution 68 also promulgated policies to support businesses to borrow money for wages and to restore production and business.

Leaders cable congratulatory messages on Belarus Independence Day

State President Nguyen Xuan Phuc cabled a message of congratulations to his Belarusian counterpart Alexander Lukashenko on the occasion of Belarus’ 30th Independence Day on July 3.

Prime Minister Pham Minh Chinh also extended his congratulations to Prime Minister of Belarus Roman Golovchenko.

For the same purpose, Foreign Minister Bui Thanh Son sent a congratulatory message to his Belarusian counterpart Vladimir Makei.

Ambassador: Vietnam condemns attacks against civilians in Ethiopia

Vietnam condemns and calls for immediate end to attacks against civilians, essential civil infrastructure and humanitarian aid agencies and staff in Ethiopia, said Ambassador Dang Dinh Quy, head of Vietnam’s Permanent Mission to the United Nations.

During the UN Security Council (UNSC)’s meeting on July 2 to discuss the Ethiopian situation, Quy expressed his concern over recent situation in Tigray, with huge impacts on daily lives of millions of people as well as peace and common stability in the region.

He called for abiding by international humanitarian law, protecting civilians and key infrastructure, and not obstructing humanitarian access.

Parties concerned need to promote dialogue and reconciliation, as well as seek long-term and suitable measures, including placing people’s interests above, he said.

The ambassador welcomed ceasefire recently declared by Ethiopian Government and wished parties would reach a long-term and comprehensive ceasefire. He urged relevant parties to take this opportunity to join dialogue and avoid actions that could deepen conflicts and differences, adding that they should exercise self-restraint, not interfere into Ethiopia’s internal affairs and deal with issues by peaceful means.

Quy called on the international community, including the African Union, to continue assisting parties in promoting dialogue, building trust, offering humanitarian assistance, thus soon bringing people’s lives back to normal for peace, reconciliation and national reconstruction.

He stressed that concerned parties’ activities and the international community’s support should be in line with international law and the UN Charter, for the sake of peace, independence, sovereignty, reunification and territorial integrity of Ethiopia.

African nations in the UNSC also underlined the importance of respecting independence and sovereignty of Ethiopia as well as the role of regional countries and organisations.

Building rule-of-law State to better serve people: President

A scheme to build a strategy for building and perfecting a rule-of-law socialist State till 2030 with orientations to 2045 aims for the people’s prosperity and the country’s sustainable development, affirmed State President Nguyen Xuan Phuc at the first meeting convened by the steering committee for the scheme on July 3.

Delivering his opening speech, Phuc, also head of the 21-member committee, said the scheme has a wide research scope and is expected to be submitted to the Party Central Committee in October 2022.

He affirmed the need to build a strategic and practical project and to reach an agreement on basic viewpoints needed for successfully building of the rule-of-law socialist State, including human protection, corruption prevention and combat, and a legal system that ensures international integration.

At the function, participating members suggested a series of measures to identify the date for related research based on the nation’s achievements obtained after 35 years of reform.

They recommended focusing on studying and reviewing the current situation and results of the building the rule-of-law socialist State in Vietnam so far, considering this an important practice for future works.

Concluding the meeting, President Phuc stressed that the project aims to serve the people for the goal of sustainable national development in accordance with the Resolution adopted by the 13th National Party Congress. Therefore, the project should take scientific approach with a long-term vision till 2045 amid the global integration and the fourth industrial revolution.

Assigning the committee to collect feedback at the meeting, the State leader wished that its members would offer objective opinions that correctly reflect realities.

He asked relevant units to invite researchers and scientists to join in building the project, suggesting choosing the time since 1991 for research, with systematic topics with breakthroughs and solid steps.

Before the meeting, Phuc held a working session with legal experts in Hanoi on July 1 to listen to their feedback on the scheme.
