Books distributed to residents in HCM City quarantine facilities

A programme to distribute books to people in quarantine or locked down areas was launched in Ho Chi Minh City on July 16.

Co-organised by the Ho Chi Minh City General Publishing House, the Ho Chi Minh Communist Youth Union (HCYU) of Phu Nhuan district and the Voiz FM app, the programme is part of a campaign launched by the municipal HCYU, the Vietnam Youth Federation and the Vietnamese Students’ Association of the city to expand areas free from COVID-19.

In Phu Nhuan district, the organising board will hand over 500 books to residents in locked down areas.

In concentrated quarantine facilities, residents could register for free e-book reading for three months and listen to 2,000 audio books during 30 days.

Up to 1,000 free vouchers for film watching on Galaxy Play app will also be given.

Director and Editor-in-Chief of the Ho Chi Minh City General Publishing House Dinh Thi Thanh Thuy said the programme is expected to spread reading culture in the community. Following Phu Nhuan district, it will come to District 5./.

Pilots required to be fully vaccinated to operate flights

Only pilots who are fully vaccinated against COVID-19 with two jabs are eligible to operate flights, the Civil Aviation Authority of Vietnam (CAAV) said in a new directive on mandatory measures for flight safety amid COVID-19.

The policy will be applicable from September 1.

The directive requests the CAAV’s flight safety standard division to study the COVID-19 Contingency Related Differences (CCRD) of the International Civil Aviation Organisation (ICAO) and issue instructions on the grant of ICAO’s Targeted Exemption (TE) this month.

The authority also requires flight operators to strictly adhere to COVID-19 preventive rules. Vaccination must be prioritized to frontline workers, including pilots, flight attendants, technical engineers, who are considered high-risk because of regular contact with passengers, it said./.

COVID-19 vaccine fund receives over 81 billion VND

The Ministry of Finance and the management board of Vietnam’s COVID-19 vaccine fund organised a ceremony on July 16 to receive more than 81 billion VND (3.52 million USD) worth of donations from 18 organisations and individuals.

Among the donors were the Pou Chen Corporation with 1 million USD; Fast Retailing group 11 billion VND; Prudential Vietnam Assurance Private Limited 5 billion VND; the National Citizen Bank 3 billion VND; Vietnam Air Traffic Management Corporation 3 billion VND; and an overseas Vietnamese family in Australia 10,000 AUD.

Other names included the University of Mining and Geology 150 million VND, the Public Bank Vietnam 228 million VND and K-Group over 217 million VND.

Speaking at the ceremony, Minister of Finance Ho Duc Phoc thanked the donors for their contributions to the fund.

According to the latest data, as of 5pm on July 16, the fund obtained 8,159 billion VND from 452,585 organisations and individuals.

The vaccine fund is set up to receive, manage, and use voluntary financial and vaccine donations and assistance from domestic and foreign organisations and individuals, along with other legal sources, for the COVID-19 vaccine procurement and import, research and production in the country, and the provision of vaccines for people.

Managed by the Ministry of Finance, the not-for-profit fund uses the mobilised capital resources for right purposes and in line with legal regulations, ensuring publicity, transparency and efficiency.

Vietnam needs 150 million doses of vaccines to administer about 75 percent of its population this year, with total cost amounting to 25.2 trillion VND (1.09 billion USD)./.

VFF leader extends greetings to Muslims on Eid al-Adha holiday

President of the Vietnam Fatherland Front (VFF) Central Committee Do Van Chien on July 16 extended his best wishes to all Muslim dignitaries and followers in Vietnam on the occasion of the Eid al-Adha, Feast of the Sacrifice, which will take place from July 19-23 this year.

In his letter, Chien said he wishes the Vietnamese Muslims a lot of joy, peace and happiness during the holiday.

He affirmed that in the past year, the community has strictly followed the Party’s guidelines and the State’s policies and laws; actively stepped up economic development, poverty reduction and national building; and voluntarily participated in patriotic emulation movements launched by the VFF.

The VFF leader also hailed their engagement in the elections of deputies to the 15th National Assembly and all-level People’s Councils for 2021-2026, and in the fight against the COVID-19 pandemic.

He said he hopes they will continue taking drastic pandemic prevention and control measures with the spirit of ‘fighting the pandemic like fighting the enemy’, and remain united to boost production and poverty reduction for a happier life./.

President’s attendance at APEC leaders’ meeting holds great significance: official

Cooperation (APEC) leaders on July 16, which will once again demonstrate Vietnam’s sense of responsibility towards, along with its proactiveness and activeness in the APEC cooperation.

Talking to the press ahead of the event, Deputy Minister of Foreign Affairs Nguyen Minh Vu said facing the COVID-19 pandemic’s severe impacts on every socio-economic aspect, APEC economies have shown their proactiveness, activeness, and adaptability to this situation.

As a leading regional forum on economic connectivity, the members have continued making commitments and efforts to maintain open markets, promote trade and investment liberalisation, and support the multilateral trade system.

In response to the pandemic, APEC members have coordinated closely via flexible forms such as meeting via videoconference, opening websites to provide information about pandemic response and economic recovery, sharing experience and enhancing cooperation in social security matters, increasing financial resources for joint programmes on social issues.

They have also issued many initiatives and ministerial-level statements relevant to urgent issues like ensuring uninterrupted flows of essential goods, providing goods flow supporting services, and promoting vaccine supply chains in the region, Vu noted.

He held that via online activities and efforts to share experience and strengthen cooperation, APEC has shown its highly practical, responsible, and effective role in the COVID-19 combat and economic recovery.

Vietnam has been working closely with New Zealand, the host of APEC in 2021, and other member economies to contribute ideas to the forum’s agendas, he went on.

The country is one of the APEC economies taking the lead in calling on more developed members to voluntarily share technology and ensure swift and fair access to vaccines at reasonable costs. It has also cooperated with other members to share experience in guaranteeing social security and creating jobs for the youth, according to the official.

As Asia-Pacific is an important region gathering major economic, trade, and strategic partners of Vietnam, President Phuc’s participation in the informal APEC leaders’ meeting on July 16 holds great significance in different aspects, Vu said.

Firstly, he elaborated, the theme and main content of this meeting match the priorities and attention of Vietnam as well as other members, including experiences in the pandemic response, especially boosting vaccine access, recovering economies, keeping supply chains uninterrupted, and measures to assist vulnerable groups.

Secondly, basing on the orientations and solutions issued by President Phuc and other APEC leaders, Vietnam will transform those commitments into cooperation programmes and action plans, both multilaterally within APEC and bilaterally with strategic partners, particularly the partners with large vaccine, financial, and market resources and potential.

Thirdly, as Vietnam is a dynamically developing economy and has made active contributions to APEC, as seen in the successful organisation of the APEC economic leaders’ meeting in 2006 and 2017 and certain successes in the COVID-19 fight and economic recovery, its President’s attendance at and contributions to the July 16 meeting will once again demonstrate the country’s sense of responsibility towards, along with its proactiveness and activeness in the APEC cooperation, thereby further raising its stature and helping promote the forum’s role in the global economic governance structure, the Deputy Foreign Minister added./.

Southern localities asked to maintain safe areas, prepare for worse situation

Deputy Prime Minister Vu Duc Dam, head of the National Steering Committee for COVID-19 Prevention and Control, on July 16 requested southern localities to further improve prevention and control measures, maintain safe areas, and prepare for a worse situation.

Speaking at a teleconference with leaders of the localities, Dam stressed that besides measures such as tracing possible contacts, conducting screening testing and stamping out current outbreaks, the localities should have better plans to maintain safe areas.

He also asked all provinces and cities to urge locals not to go out if unnecessary.

The Government official noted that the pandemic continues developing complicatedly and may spread to other localities.

At the meeting, the local leaders informed the Deputy PM of their difficulties in pandemic prevention and control, and asked for the Government’s support in biological products, medical equipment, and anti-pandemic materials, and in removing obstacles, and ensuring the circulation of goods between localities.

Deputy PM Dam said that the Government decided to assign the Ministry of Health to focus on purchasing biological products, medical equipment and supplies to help localities stay more proactive in pandemic prevention and control./.

Second National Food Systems Summit Dialogue held

The second National Food Systems Summit Dialogue was held by the Ministry of Agriculture and Rural Development (MARD), in partnership with a number of ministries, the UN in Vietnam and international development partners in Hanoi on July 16.

The dialogue is among a series of events to prepare the nation for its attendance in the UN Food Systems Summit (UNFSS) in September 2021.

Addressing the event, which was themed “Vietnam Food Systems: Transparency, Responsibility, Sustainability,” Deputy Prime Minister Pham Binh Minh stressed that Vietnam is deeply aware of the need for close coordination among nations and factors in the food system in order to create extensive and intensive changes in the system.

Such coordination will help Vietnam perform better in poverty reduction and ensuring of food security and nutrition in rural and ethnic minority areas as well as in vulnerable groups, particularly women and children, he said.

Minh also noted that international cooperation will provide opportunities for Vietnam to develop its key farm produce value chain in a transparent, responsible and sustainable manner.

The Government official made clear that agriculture plays an important role in ensuring food security, social stability and livelihoods for over 60 percent of Vietnam’s population who live in rural areas and contribute 14.85 percent of the national GDP (statistics in 2020).

Despite the impacts of the COVID-19 pandemic and climate change, the agricultural sector was able to post a 2.68 percent growth rate in 2020. Besides ensuring food security for nearly 100 million Vietnamese, the sector also gained an important place in the global food system. Vietnam earned 41.53 billion USD from the export of agro-fishery-forestry products in 2020, and 24.23 billion USD in the first half of 2021.

Deputy PM Minh added that the Vietnamese Government also pays attention to digital technology and innovation in agriculture with the goal of raising productivity, improving food safety and connecting producers with consumers.

Minister of Agriculture and Rural Development Le Minh Hoan called attention to the fact that Vietnam’s food system is facing many challenges, as Vietnam is among countries hardest hit by climate change.

UN Resident Coordinator in Vietnam Kamal Malhotra said the UN will accompany the Vietnamese Government, along with development partners, to transform the food system, contributing to realising the Sustainable Development Goals.

World Bank Country Director for Vietnam Carolyn Turk also affirmed that the WB and other development partners are willing to work together with the Vietnamese Government and the private sector in the transformation process./.

Reference exchange rate revised down 11 VND

The State Bank of Vietnam set the daily reference exchange rate at 23,192 VND per USD on July 16, down 11 VND from the previous day.

With the current trading band of +/- 3 percent, the ceiling rate applied to commercial bank during the day is 23,887 VND/USD and the floor rate 22,496 VND/USD.

The rates listed at commercial banks saw slight increases.

At 8:20 am, Vietcombank listed the buying rate at 22,880 VND/USD and the selling rate at 23,110 VND/USD, unchanged from the rates on July 15.

BIDV added 5 VND to both rates, listing the buying rate at 22,915 VND/USD and the selling rate at 23,115 VND/USD.

Meanwhile, Vietinbank reduced the buying rate by 5 VND to 22,885 VND/USD, and raised the selling rate by 5 VND to 23,105 VND/USD.

During the week from July 12-16, the daily reference exchange rate fluctuated variably and ended the week down 9 VND./.
