UNDP, UNFPA pledge to help Vietnam in post-pandemic recovery

Deputy Minister of Foreign Affairs Dang Hoang Giang on February 10 held separate talks with Resident Representative of the UN Development Programme (UNDP) in Vietnam Caitlin Wiesen, and the UN Population Fund (UNFPA) Representative in Vietnam Naomi Kitahara.

Giang spoke highly of contributions by the two UN agencies to socio-economic development in Vietnam, and thanked them for their support to Vietnam in the fight agaist the COVID-19 pandemic.

Vietnam will prioritise post COVID-19 socio-economic recovery in a green, sustainable and inclusive fashion, and promote innovation, he said, welcoming key areas of the 2022-2026 Country Programme Document (CPD) and the 10th Country Programme for Vietnam recently approved by executive boards of UNDP and UNFPA.

The Deputy Minister also praised cooperation between UNDP and the Ministry of Foreign Affairs in organising an international conference on green, sustainable, inclusive socio-economic recovery and innovation this month, and expressed his belief that the conference would result in policy proposals useful for post-pandemic recovery in Vietnam and the world. Wiesen and Kitahara, for their part, affirmed the importance that UNDP and UNFPA attach to the cooperative relations with Vietnam, and lauded the active and responsible cooperation of Vietnamese ministries and agencies.

Briefing Giang on priorities in operations of their agencies, they shared willingness to step up cooperation with and support for Vietnam in green, sustainable recovery after the pandemic, addressing inequalities, reducing poverty, protecting vulnerable groups, as well as the population work.

UNDP and UNFPA will help Vietnam achieve sustainable development goals (MDGs) and fulfill its commitment to net zero emissions made at the 26th United Nations Climate Change Conference of the Parties (COP26) in Glasgow, they pledged.

Vietnam records nearly 1,400 cyber attacks in January

Vietnam posted 1,383 cyber attacks in the first month of 2022, an increase of 10.29 percent from December 2021, according to the Vietnam National Cyber Security Centre (NCSC).

Statistics showed an increasing trend of cyber attack incidents on information systems in Vietnam in the context of agencies and units strongly promoting digital transformation.

In 2021, the Authority of Information Security recorded, issued warning about, and guided the handling of more than 9,700 attacks on the cyberspace, an increase of 42.42 percent against the previous year.

Last year, attackers took advantage of the COVID-19 epidemic to spread fake news and create more forms of phishing attacks to steal money. The leaking of personal information was also common.

Vietnam, RoK Foreign Ministers talk ways to advance partnership

Minister of Foreign Affairs Bui Thanh Son and his Republic of Korea (RoK) counterpart Chung Eui-yong had in-depth discussions on measures to advance the Vietnam-RoK strategic cooperative partnership to a new high during their talks in Seoul on February 10.

They agreed on major cooperation activities in 2022, including the celebration of the 30th anniversary of the bilateral diplomatic ties, the upgrading of the relationship to a comprehensive strategic partnership, the organisation of visits and meetings between senior leaders of the two countries, and the implementation of the existing cooperation mechanisms to bring about pragmatic interests to both sides.

Chung stressed the significance of Son’s official visit to the RoK, which, he said, opens up activities marking the 30th anniversary of the diplomatic relations, and offers an opportunity for the two sides to look into orientations to deepen the relationship.

For his part, Son affirmed that Vietnam attaches great importance and wishes to boost cooperation with the RoK intensively and extensively, and suggested the two countries further utilise the existing cooperation mechanisms in diplomacy, national defence and security.

At the same time, the two sides should work to improve the efficiency of collaboration in economy, trade and investment, striving to raise the two-way trade to 100 billion USD by 2023 and 150 billion USD by 2030, he said.

The minister noted his hope that Korean firms will expand their investment in Vietnam, especially in high-tech, renewable energy, digital transformation and future industries, transfer technologies and build research and development (RandD) centres in Vietnam.

He called on the RoK to consider giving more big loans with incentives to major infrastructure and climate change projects in Vietnam.

Son also suggested deepening cooperation in labour, tourism, education and people-to-people exchange.

To facilitate the travelling of citizens and businesses of the two countries and contribute to achieving the dual goals of COVID-19 containment and economic development in each country, Son called for the RoK’s early recognition of Vietnam’s vaccine passport, and the country’s further support in the pandemic fight.

He suggested the RoK create more favourable conditions for Vietnamese in the host country, especially Vietnam-RoK multicultural families.

Reaffirming Vietnam as a leading important partner of the RoK, Chung said achievements recorded after the establishment of the diplomatic ties three decades ago would create a firm foundation for the bilateral relationship to move forward in the time ahead.

He presented specific proposals to deepen cooperation in politics-diplomacy, national defence-security, economy-trade, health care-science-technology, culture and people-to-people exchange.

The RoK’s Foreign Ministry will continue close coordination with its Vietnamese counterpart and other relevant ministries to practically contribute to boosting the strategic cooperative partnership in the coming time.

The two minsters also shared views on regional and international issues.

Son congratulated the RoK on the successful organisation of the first ministerial meeting of the Organisation for Economic Cooperation and Development (OECD)-run Southeast Asia Regional Programme (SEARP) on February 9, excellently fulling its role as co-chair of the programme in 2018-2022.

Vietnam will work harder to uphold its role as coordinator of the ASEAN-RoK relations and join hands to foster the relations, towards the 35th anniversary of the relations in 2024, he affirmed.

The two sides consented to step up coordination at multilateral forums and mechanisms, particularly the United Nations. Vietnam stands ready to coordinate to promote inter-Korean dialogue and cooperation, contributing to the peace process and denuclearisation of the Korean Peninsula, he pledged.

The minister expressed his hope that Vietnam and the RoK would persistently keep their positive stance on maintaining peace, stability and legal order at sea, respecting freedom of navigation and overflight, and settling disputes in the East Sea by peaceful measures in line international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

He called for support to ASEAN and China in building a substantive, effective and efficient Code of Conduct in the East Sea (COC) in accordance with international law, 1982 UNCLOS.

Son is on an official visit to the RoK from February 9-11 at the invitation of his RoK counterpart Chung Eui-yong.

Also on February 10, he met with the President of the RoK – Vietnam Friendship Association and the President of the Korean cultural development association, and visited the Vietnamese Embassy in the RoK.

Construction of HCM City’s Metro Line No.1 sped up for commercial operation by 2023

The Ho Chi Minh City Management Authority for Urban Railways (MAUR) together with contractors and consultation units will make utmost efforts to complete and put the Metro Line No.1 (Ben Thanh-Suoi Tien) into operation in 2023 as scheduled, said MAUR Vice Director of the board Nguyen Quoc Hien on February 10.

Speaking at a ceremony to resume work on the project after the Lunar New Year festival, Hien said trial run is projected to be carried out in each part and the metro route as a whole from Long Binh depot to Ben Thanh central station this year, which is a key year for the project to meet the deadline for commercial operation.

So far, 89 percent of the workload of the Metro Line No.1 project has been completed. Eleven trains used for the line have arrived in Vietnam.

At the event, Vice Chairman of the HCM City People’s Committee Le Hoa Binh urged relevant agencies to devise measures to surmount difficulties caused by the impact of the COVID-19 pandemic and speed up the implementation of the project this year in a safe and efficient manner.

Municipal authorities will hold fortnightly meetings to keep watch on progress and timely address bottlenecks so that the project will be on schedule, he said.
