PM receives outgoing British ambassador

Prime Minister Pham Minh Chinh hosted a reception in Hanoi on August 2 for British Ambassador Gareth Ward, who came to say goodbye at the end of his tenure in Vietnam.

The PM commended the ambassador’s active contributions to promoting the Vietnam-UK strategic partnership in all fields, diplomatic channels and people-to-people exchange.

Mentioning the UK-Vietnam Free Trade Agreement (UKFTA), Chinh said the deal has played a role in forging the bilateral economic and trade ties, with two-way trade standing at nearly 6.6 billion USD last year, up 17.2% year-on-year.

Vietnam always attaches importance to its relations with the UK, he affirmed, suggesting the two sides step up the exchange of delegations at all levels, particularly the high level, and organise diverse activities to mark the 50th anniversary of the bilateral diplomatic ties in 2023.

The two sides should closely coordinate to optimise commitments of the UKFTA in order to enhance the economic, trade and investment relations, he continued.

The leader also suggested the British side increase the import of Vietnamese agricultural products, including seasonal fruit, and called on British firms to invest more in such areas as green growth, startup, innovation, the diversification of supply chains, education-training and pharmacy.

Affirming Vietnam’s resolve and priority in the implementation of commitments made at the 26th United Nations Climate Change Conference of the Parties (COP26), Chinh told the ambassador that the country will take stronger and more comprehensive actions, especially in energy transition and infrastructure development to adapt to climate change.

Chinh welcomed G7’s selection of Vietnam as one of the three prioritised countries to establish a partnership in energy transition, and suggested Vietnam and the UK continue enhancing collaboration in this field, particularly in green financing, renewable energy, personnel training and the production of equipment in service of energy transition.

The PM urged the two sides to intensify cooperation in education-training, science-technology, national defence-security and culture-tourism, promote people-to-people exchange, and tighten their coordination at multilateral forums.

He thanked the British government for their donation of COVID-19 vaccines and medical equipment to Vietnam, saying the two countries should maintain cooperation in vaccine production and transfer vaccine production technologies.

For his part, Ward thanked Vietnam for supporting the UK to become a full dialogue partner of the Association of Southeast Asian Nations (ASEAN) in August 2021, as well as its cooperation with the UK in the pandemic combat.

He pledged to continue to promoting the Vietnam-UK relations, and conveyed the messages by the British PM and ministers, saying they are impressed by the message and commitment made by PM Chinh at COP26, which have helped to promote Vietnam’s image among international investors.

According to the ambassador, many British investment funds want and stand ready to invest in the Southeast Asian nation after the COP26 commitment.

The UK will continue to support Vietnam in its development, especially in climate change response, and green, sustainable development, he affirmed.

The two sides compared notes on regional and international issues of shared concern.

The ambassador displayed his support for ASEAN’s and Vietnam’s stance on ensuring security, safety and freedom of navigation and aviation, and settling disputes in the East Sea by peaceful measures in line with international law, especially the UN Charter and the1982 United Nations Convention on the Law of the Sea, for peace, cooperation and development in the region and the world at large./.

Minister suggests ASEAN promote role of Southeast Asia Nuclear Weapon-Free Zone

Vietnamese Minister of Foreign Affairs Bui Thanh Son suggested ASEAN promote the role and values of the Southeast Asia Nuclear Weapon-Free Zone (SEANWFZ) while addressing a meeting of the SEANWFZ Treaty Commission in Phnom Penh, Cambodia, on August 2.

The meeting was the first activity within the 55th ASEAN Foreign Ministers’ Meeting (AMM-55) and related meetings.

Son also laid emphasis on the values of the treaty given the current uncertainties, saying ASEAN should make more contributions to international efforts in ensuring nuclear security and safety.

He also called for efforts to seek solutions to the signing of the SEANWFZ protocol.

The participating countries committed to accelerating the implementation of the treaty, acknowledged achievements in the implementation of the Plan of Action (POA) to Strengthen the Implementation of the SEANWFZ, and agreed to extend the plan for 2022-2026.

They welcomed the cooperation between the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM) and the International Atomic Energy Agency (IAEA) in the research and application of nuclear technology for civil purposes.

The delegates also agreed to strengthen consultations and urge the countries that have nuclear weapons to sign the SEANWFZ protocol./.

President asks Dong Nai to create changes in mindset, action

President Nguyen Xuan Phuc on August 2 urged the southern province of Dong Nai to create changes in both mindset and action, and help to spur development in adjacent localities.

At a working session with provincial leaders, the President stressed the important role of Dong Nai and some localities in the southern key economic region in national industrialisation and modernisation.

Dong Nai was one of the first two provinces nationwide that completed new-style rural area building in 2019, he said.

The President also pointed out challenges to Dong Nai regarding growth sustainability, infrastructure, investment environment, urbanisation and human resources.

Given this, the province should set out a new vision, strive to become a worth-living and worth-working locality, seek new momentum and growth models, and focus on agricultural restructuring with technologies, innovations and digital transformation.

Apart from luring foreign direct investment, Dong Nai should facilitate the private economic sector, further upgrade infrastructure and create infrastructure connectivity in the region, Phuc went on.

He asked the provincial Party Committee to raise their leadership capacity, and step up the fight against corruption and other negative phenomena.

According to a report presented at the working session, Dong Nai counts 1,500 foreign-invested projects worth more than 303 trillion VND (12.97 billion USD). It is among the six provinces with the biggest contribution to the central budget.

The province’s per capita income reached 118 million VND last year and its economy grew over 7% so far this year./.

Ministry preparing response plans for monkeypox

The Ministry of Health (MoH) on August 1 held an online training session to guide medical facilities nationwide on the diagnosis and treatment of monkeypox in the context that the number of the cases worldwide is topping 22,000.

Deputy Minister Nguyen Truong Son underlined the need to make careful preparations for responding to monkeypox, saying that although no cases of monkeypox had been recorded in Vietnam, the risk of this disease entering the country is very high.

He requested health facilities to prepare necessary conditions for preventing the disease, including clinical-based early detection, sourcing diagnostic tests to proactively detect cases early for timely quarantine and treatment.

Son also emphasised the necessity to promote communications activity to raise public awareness of signs of illness; and strengthen training for medical examination and treatment establishments at all levels towards taking effective and timely measures to prevent monkeypox infections at medical facilities and ensuring effective quarantine and treatment.

Nguyen Luong Tam, deputy director of the Department of Preventive Medicine under the MoH, said the ministry is currently developing guidelines for monitoring monkeypox cases in Vietnam and reactivating the border quarantine system.

Nguyen Trong Khoa, Vice Director of the Department for Medical Examination and Treatment under the MoH, said the ministry has developed a plan to respond to emergency situations, adding scenarios to deal with this disease have also been taken into account by the health ministry.

On July 23, WHO Director-General Tedros Adhanom Ghebreyesus declared monkeypox a global public health emergency due to its rapid transmission rate and the risk of its spread further to other countries.

The world has recorded over 22,000 cases. An increase in the number of cases, including in countries and territories in the Western Pacific region have been posted./.

Vietnam confirms 2,017 new COVID-19 cases on August 2

A total 2,017 COVID-19 cases were logged on August 1, raising the national caseload to 10,783,026, according to the Ministry of Health.

A total 9,668 COVID-19 patients were given the all clear on the day, bringing the number of recoveries so far to 9,932,712. There are 39 patients in serious conditions needing breathing support.

One death from COVID-19 was recorded in the past 24 hours, raising lifting the total number of fatalities to 43,094.

On July 31, 304,531 doses of vaccines were administered, raising the total number of doses of COVID-19 vaccines injected to 246,381,970./.

HCM City accelerates COVID-19 vaccination for children

The People’s Committee of Ho Chi Minh City have requested authorities of districts and Thu Duc city to speed up COVID-19 vaccination for children aged five to under 18, in preparation for the new academic year 2023.

Children can get their jabs at schools and other community vaccination sites.

The municipal People’s Committee asked the Steering Committees for COVID-19 Prevention and Control of districts and Thu Duc city to be responsible for deploying and informing parents of vaccination sites.

The Health Department requested the Department of Education and Training to strengthen information updating, and ordered three pediatric hospitals to always have injection teams ready in order to serve inoculation sites in all districts, and Thu Duc city.

HCM City is seeing a slightly rising caseload due to the new contagious sub-variants Omicron BA.4 and BA.5, although the number of serious cases remains stable.

On July 29, the city recorded 141 new cases, while a few weeks ago it was only less than 50 each day.

Statistics from the municipal Department of Health show that the rate of booster vaccine shots against COVID-19 for children from 12 to under 18 in the city has reached only 19.86%. Meanwhile, the rate of 1st and 2nd shot for children from 5 to under 12 has stood at only 46.9% and 24.3% respectively./.

Gifts presented to students of Khmer-Vietnam friendship primary school in Cambodia

Vu Thi Bich Ngoc, wife of the Vietnamese Foreign Minister, and spouses of the Vietnamese Ambassador and diplomats to Cambodia on August 2, visited and presented gifts to students of the Khmer-Vietnam friendship primary school in Prey Veng province.

The school is a symbol of the friendship between Vietnam’s Mekong Delta province of Dong Thap and Prey Veng, which helps to preserve Vietnamese traditional culture, said principal Nguyen Van Hao.

For her part, Ngoc said the school’s students will contribute to preserving and promoting the Vietnam-Cambodia friendship.

Since its inception 10 years ago, the school now has 220 students divided into seven classes, with five for the Vietnamese language and two for the Khmer language.

Foreign Minister Bui Thanh Son is leading a Vietnamese delegation to the 55th ASEAN Foreign Ministers’ Meeting (AMM-55) in Phnom Penh from August 1-6./.

FPT Software, NCS partner to open strategic delivery centre in Vietnam

FPT Software and NCS of Singapore signed a cooperation deal for developing a strategic delivery centre in Vietnam on August 1.

The partnership between FPT Software, a subsidiary of FPT Group, and NCS, a member of Singtel Group – a leading technology service supplier in the Asia-Pacific, aims to help the two sides expand their global delivery networks.

This strategic delivery centre, the third of its kind of NCS in Asia, is expected to have a team of over 3,000 by 2025.

It will offer bespoke infrastructure services such as secure operating environments, client customised training, as well as access to an expanded pool of high calibre tech talent managed via NCS proprietary and proven Integrated Delivery Methods.

It will also focus on manpower development to enhance NCS’s capability to meet growing digital transformation demand in the region.
