ASEAN stronger thanks to effective pandemic response: Secretary General

Secretary General of the Association of Southeast Asian Nations (ASEAN) Lim Jock Hoi highlighted the achievements accomplished by a cohesive ASEAN amid the COVID-19 pandemic during the 55th ASEAN Day Celebration on August 8.

“Thanks to the effective pandemic response and guided by the ASEAN Comprehensive Recovery Framework (ACRF) and its Implementation Plan, we have emerged safer, stronger, and more resilient as a community,” he said at the event, held by the ASEAN Secretariat at its headquarters in Jakarta to mark ASEAN’s 55th founding anniversary.

ASEAN trade volumes have returned to pre-pandemic levels and the bloc’s economy is forecast to grow by 4.9% this year and 5.2% next year.

“The entry into force of the Regional Comprehensive Economic Partnership (RCEP) earlier this year demonstrates ASEAN’s pivotal role in contributing to regional peace and growth, bettering the lives of our people, and providing opportunities for all.”

According to the Secretary General, in spite of these achievements, ASEAN must remain vigilant against the ever present risks to its recovery, including disruptions to the supply of key commodities, rising costs in food and logistics, and the economic slowdown in major economies that are projected to push more people into extreme poverty unless adequately addressed.

ASEAN needs to take heed of past experiences in order to be better prepared for future shocks, he said, adding that one key lesson of the pandemic is the importance of a community approach.

To this end, he emphasised the need to enhance regional integration and cooperation in the context that global links are become more complex. Upholding the principles of open regionalism, as well as ensuring ASEAN centrality and unity in the evolving regional and global architectures, should remain the bedrock of our efforts, Lim said.

It is essential for ASEAN to ensure that initiatives embracing digitalisation to create a thriving digital economy in a region of 463 million internet users, which is expected to reach 300 billion USD in 2025.

He also highlighted the importance of improving the productivity and competitiveness in these new drivers of growth by investing in the region’s human capital and providing greater access to health, future-ready education, skills training and lifelong learning, as well as a reliable social protection system.

Attention should be paid to the region’s youth, he said, noting that ASEAN should expand opportunities for young people to participate and contribute to policy-making and community development.

The official underlined the need for ASEAN to accelerate its green agenda in areas such as sustainable climate, biodiversity, livelihoods, circular economy, and energy efficiency with renewable energy.

“The past 55 years of ASEAN have shown that only by working together can we effectively deliver economic prosperity, social advancement, and long-lasting peace for our region,” he said./.

Vietnam always wants to promote solidarity, friendship, and comprehensive, sustainable and long-term cooperation with Cambodia, considering this a priority in its foreign policy, Minister of National Defence General Phan Van Giang told Cambodian guests in Hanoi on August 8.

Giang hosted a reception for a delegation of the Royal Cambodian Armed Forces (RCAF) led by Lt. Gen. Hun Manet, Deputy Commander-in-Chief of the RCAF and Commander of the Royal Cambodian Army.

Consolidation of the bilateral relationship holds special strategic significance to development in each country, the minister said.

He affirmed that Vietnam always treasures and remembers Cambodia’s valuable support during its past struggle for national liberation, as well as the present cause of national construction and defence.

Giang also cited statements by senior Vietnamese and Cambodian leaders, affirming the importance they attach to maintaining and enhancing the traditional friendship between the two governments, people and armies of the two countries.

In the past time, the two sides have coordinated to organise political and diplomatic events, particularly the State-level visit to Cambodia by President Nguyen Xuan Phuc and the visit to Vietnam by Deputy Prime Minister Men Sam An on the occasion of the 55th founding anniversary of bilateral diplomatic ties, among others.

The General lauded cooperation outcomes between the two armies, notably border military zones, border guards, naval forces and coast guards, in maintaining social security, safety and order in border areas, COVID-19 prevention and control, and personnel training.

On the occasion, Giang asked Hun Manet to convey his regards to Deputy Prime Minister and Defence Minister Tea Banh, and his invitation to the Cambodian official to attend the international defence expo to be hosted by Vietnam later this year.

For his part, Hun Manet suggested the two sides consider sustainable cooperation mechanisms such as border defence friendship exchanges, noting that substantial potential remains for their bilateral collaboration.

ASEAN proves its resilience in responding to challenges: Deputy FM

The Association of Southeast Asian Nations (ASEAN) has demonstrated its resilience and effective response to great challenges posed by the COVID-19 pandemic and fierce competition between big countries, according to Deputy Minister of Foreign Affairs Ha Kim Ngoc.

Ngoc granted an interview to the media about the achievements of ASEAN as well as the role and contributions of Vietnam as an active and responsible member on the occasion of the bloc’s 55th founding anniversary.

The outbreak of the pandemic has disrupted most daily activities. However, under the guidance of Vietnam during the 2020 Chairmanship, ASEAN proved its adaptation capacity and promptly switched meetings and activities to online, thereby maintaining the momentum of cooperation, regional links and community-building efforts, and responding to the pandemic together.

The bloc quickly approved and implemented initiatives such as the establishment of the COVID-19 ASEAN Response Fund, the establishment of a Regional Reserve of Medical Supplies (RRMS) for Public Health Emergencies (PHE) to promptly mobilise ASEAN’s resources, as well as the support of partners for pandemic prevention and control.

ASEAN promoted post-pandemic recovery measures, including the development of an ASEAN Comprehensive Recovery Framework, signing an agreement on the ASEAN Travel Corridor Framework –  an initiative to facilitate travel for official and business purposes in ASEAN, while the pandemic was still not completely under control. These measures have had positive effects, helping the ASEAN countries to both control the pandemic, gradually reopen, and promote cooperation in the revival of socio-economic development.

ASEAN will continue to face many challenges including the risk of inflation, economic recession, the risk of an energy and food crisis due to the impact of the conflict in Ukraine, competition among world powers, territory sovereignty disputes, and environment and climate change. However, it is believed that ASEAN will overcome these challenges, the Deputy FM said.

Firstly, the achievements obtained in the past 55 years are the foundation for the bloc to continue to promote cooperation, and improve its capacity and resistance to external influences.

Secondly, ASEAN has experience in dealing with difficulties and challenges, most recently dealing with the COVID-19 pandemic.

Thirdly, ASEAN continues to maintain internal solidarity and unity and has external support and assistance from ASEAN’s partners and the international community.

Mentioning the achievements of ASEAN in the past 55 years, the Deputy FM said ASEAN has become one of the most successful regional organisations in the world in three aspects.

ASEAN has built and maintained a peaceful, stable and secure regional environment for decades. This is an important premise for the development and growth of the bloc.

ASEAN is now a community with an extensive level of cooperation and connectivity on the three pillars of politics-security, economy and culture-society. It is an organisation with increasing reputation and position, has open external relations, plays a central role in the region, and is supported by partners, he said.

Regarding major contributions that Vietnam has made to the bloc, the diplomat said that Vietnam, ranking third in terms of population and fourth in terms of area in the Southeast Asian region, has helped ASEAN become stronger in resources, scale and organisation, helping to put an end to skeptics, divisions and confrontations, and opening a new development era of peace, stability, cooperation and development.

Moreover, Vietnam has actively engaged in and contributed to major decisions in ASEAN, including the ASEAN Charter, the ASEAN Community 2025 Vision and Master Plans, as well as the ASEAN Master Plan on Connectivity, and the Initiative of ASEAN Integration, Ngoc said.

Vietnam has intensively rolled out cooperation activities in politics-security, culture-society and economy, while chairing many events, noted the diplomat./.

Amendments to draft revised land law expected to be done in 2023: NA Chairman

The draft Law on Land (revised) will be tabled for discussion for the first time by the 15th National Assembly during its fourth session and the amendments would be completed within 2023, NA Chairman Vuong Dinh Hue said at a working session with the Ministry of Natural Resources and Environment (MoNRE) in Hanoi on August 8.

He asked the Government to send the dossier of the draft law to the NA Committee for Economic Affairs and the NA Standing Committee before September 1 to seek feedback from full-time legislators.

The MoNRE should work harder to build reports on economic, social, environmental impacts as well as impacts on national defence and security, and the domestic business environment.

Apart from the document, relevant laws need to be adjusted too, Hue stressed, adding that the NA Committee for Economic Affairs and the MoNRE should play the key role to help the legislature and the government mobilise contributions of people and scientists to the bill.

Emphasising the significance of the communication work, the top legislator assigned the Committee for Economic Affairs to coordinate with the NA General Secretary to sketch out a project in this regard.

MoNRE Minister Tran Hong Ha said opinions of groups affected are being collected to serve the amendment, adding that the ministry has also reviewed more than 100 land-related laws during the law building./.
