Chairman of the People Committee of Ho Chi Minh City and Vice Secretary of the municipal Party Committee Phan Van Mai hosted a reception for the new Consul General of Belarus in Ho Chi Minh City, Ruslan Varankov, on August 9.

During the meeting, Mai expressed the belief that the opening of the Belarusian Consulate General in HCM City will contribute to fostering cooperation between the two countries and their localities, affirming that the municipal authority will create favourable conditions for the mission’s operation.

He suggested the two countries strengthen cooperation in terms of trade, investment, culture, education and tourism, which he said will be a foundation for further developing the Vietnam – Belarus relations in general and between HCM City and Belarusian localities in particular.

Regarding the Belarusian Prime Minister’s visit to Vietnam slated for late this year, Mai said HCM City will be honoured to welcome the Belarusian leader.

Regarding the cooperative relationship between HCM City and Minsk city of Belarus, the official proposed that the two sides select specific items to carry out in the framework of the cooperation programme between the two localities in the 2020-2025 period.

For his part, Varankov affirmed that his country considers Vietnam one of its important partners in the region, and wishes to develop a strategic partnership with the Southeast Asian nation.

The opening of the Belarusian Consulate General in the Vietnamese southern hub is a testament to the importance of cooperation with Vietnam, particularly in the context of the two countries celebrating the 30th anniversary of their diplomatic ties, he noted.

The diplomat also suggested the two sides early discuss cooperation programmes in public transport and infrastructure construction.

In response to impacts of storm Mulan in the Gulf of Tokin, Vietnamese airlines have adjusted operation plans of flights to and from some affected airports from August 11.

Accordingly, Vietnam Airlines will cancel two flights between the northern port city of Hai Phong and Ho Chi Minh City. It will also delay flights between Hai Phong and a series of localities – Buon Me Thuot, Cam Ranh, Da Lat and HCM City – on August 11.

Passengers on flights affected by the storm will be supported by the carrier in line with regulations and transferred to other available flights of the same itinerary if required.

Bamboo Airways, meanwhile, adjusted schedules to ensure absolute safety for flights from/to the Pleiku, Da Nang, Cat Bi, Vinh, and Van Don airports on August 11.

Vietjet also announced that it would adjust schedules of some flights to Hai Phong on the same day.

Storm Mulan, the second to appear in the East Sea this year, is heading towards the northern coast. It is forecast to move west – northwest at about 15 – 20km per hour between 4pm on August 10 and 4am on August 11.

Under the storm’s impact, from August 10 evening to August 12, northern localities along with Thanh Hoa and Nghe An provinces in the northern central region are predicted to experience downpours with rainfall of 100 – 200mm, even over 250mm.

An exhibition highlighting the solidarity and cooperation between the capital cities of Vietnam and Laos took place in Hanoi on August 10 as part of activities to celebrate the Vietnam – Laos Solidarity and Friendship Year 2022.

On display are typical products and specialties from craft villages of Hanoi and Vientiane, along with images of famous destinations of the two countries, and those symbolising the fruitful cooperation and relationship between the two countries.

Many Lao enterprises operating in agricultural production, auto parts, handicrafts, consumer goods production, and textiles are also introducing their products at the event.

The event contributes to strengthening exchange and tightening the relationship between the two Parties and States.

The National Assembly (NA), including the NA Standing Committee’s Board for Deputy Affairs, stands ready to share experience regarding supervision activities of People’s Councils, the Vietnamese top legislator told a Lao official in Hanoi on August 10.

NA Chairman Vuong Dinh Hue hosted a reception for Anouphap Tounalom, Secretary of the Lao People’s Revolutionary Party (LPRP) Central Committee, and Secretary of the Party Committee and Chairman of the People’s Council of Vientiane.

According to Hue, during the official visit to Laos by a delegation of the Vietnamese legislature last May, the two sides agreed to enhance cooperation between delegations of NA deputies and localities that share the border line and sister localities, including Hanoi and Vientiane.

He noted that the two capital cities have set an example for cooperation at the local level, with the sharing of experience in Party building, socio-economic development and activities of People’s Councils.

Hue used the occasion to thank Vientiane’s authorities for creating conditions for Vietnamese firms to do business in the city, and called on Anouphap Tounalom and other leaders of Vientiane to further facilitate their operations.

For his part, Anouphap Tounalom said his visit aims to contribute to tightening the great friendship, special solidarity and comprehensive cooperation between the two countries, and celebrating the Vietnam-Laos, Laos-Vietnam Solidarity and Friendship Year 2022.

Highlighting the close ties between Hanoi and Vientiane, the official said the Lao capital city has also forged relations with Ho Chi Minh City and other localities of Vietnam.

Anouphap Tounalom also described his visit as a start of cooperation between People’s Councils of the two cities, saying the two sides will exchange operational experience, contributing to consolidating people-elected agencies in localities.

Minister of Public Security Gen. To Lam on August 10 stressed the need for each individual to protect personal information, especially on the cyberspace, when responding to deputies’ queries regarding the disclosure and sale of personal information on social networks at a Q&A session during the National Assembly (NA) Standing Committee’s 14th meeting.

Lam said that the problem of personal information disclosure in the world and Vietnam is alarming, while the legal corridor on this issue has not been completed, and people’s awareness of personal information protection remains low.

Therefore, the Ministry of Public Security has implemented a number of solutions, firstly building and perfecting the legal corridor on personal data protection.

He said that the ministry is submitting to the Government for approval a decree on personal data protection, and plans to study and consult the Government to submit to the NA for the promulgation of a law on personal data protection.

The minister also stressed the importance of stepping up dissemination to raise public awareness of protecting personal information.

According to him, the ministry is dealing with thousands of attacks on the national population database system, with many from outside the country.

Answering the question of deputy Cam Thi Man from Thanh Hoa province about limitations in the field of cybersecurity, Lam emphasised five problems, including an incomplete legal corridor; unpractical coordination between units and agencies in cybersecurity; ineffective and untimely inspections on cybersecurity; most platforms, over-the-top (OTT) media service, and social networking applications of foreign legal entities not having representative offices in Vietnam; and loopholes in the management of services that are at high risk of losing cybersecurity such as virtual currency, trading of junk SIMs, and virtual bank cards.

Accordingly, the ministry will promote activities of the National Steering Committee for Cybersecurity and Safety, perfect the inter-sectoral coordination mechanism to handle cases concertedly, complete the legal corridor, and raise the qualifications and equipment of the cybersecurity and high-tech crime prevention and control forces, added Lam.

Clarifying several issues of common concern, Minister of Information and Communications Nguyen Manh Hung said that false information on the cyberspace is currently mainly on cross-border platforms.

Regarding institutional improvement, Hung stated that several decrees on the management of cross-border platforms have been revised and are expected to be issued in the third quarter of 2022.
