Second Việt Nam-India security dialogue held

The second Việt Nam-India security dialogue took place in New Delhi on Tuesday.

The Vietnamese delegation to the dialogue was led by Deputy Minister of Public Security Sen. Lieu. Gen. Lương Tam Quang, while the Indian delegation was headed by Deputy National Security Advisor Vikram Misri.

At the dialogue, the two sides engaged in straightforward discussion on a number of issues of shared concern. Misri reiterated India’s Indo-Pacific Oceans Initiative (IPOI) initiated by Indian PM Narendra Modi, which focuses on collaboration efforts to preserve, maintain and protect the maritime industry.

Việt Nam highly valued the role of India in promoting peace and security in the region as well as shaping the Indo-Pacific architecture.

They agreed to cooperate and coordinate with each other in a number of areas including anti-terrorism, and reached a consensus on the need for joint efforts against the connections of extremism, terrorism, illegal production and trafficking of drugs and weapons in the region.

The Indian side offered to continue to support Việt Nam through capacity-building programmes, including the training of public security officers engaging in UN peacekeeping missions, and the sharing of professional knowledge on cyber security.

As coastal countries, India and Việt Nam share a long-term interest in ensuring peace and security for the common maritime space, they said.

The dialogue agenda also included the sharing of best practices to combat piracy and illegal fishing. Both sides concurred to actively exchange views on areas such as green economy, sustainable oceans and maritime connectivity.

India’s National Security Council Secretariat (NSCS) and the Vietnamese Ministry of Public Security signed a memorandum of understanding on cooperation in 2016 to set up a mechanism and institution between the two sides.

RoK’s naval training ships visit Ho Chi Minh City

The Republic of Korea’s helicopter training ship ROKS Hansando and fast combat support ship ROKS Daecheong anchored at Ho Chi Minh City’s port on September 14, beginning their four-day friendly visit to the city.

Brigadier General Gang Dong Goo, the delegation head, said that the Vietnam visit is an activity in celebration of the 30th anniversary of the two countries’ diplomatic ties and will contribute to promoting the bilateral friendship.

During their stay, 470 Korean officers and crewmembers are expected to visit several agencies and units of the Vietnam Navy to exchange views on security and defence industrial cooperation and to seek measures to strengthen friendship between the two navies, join volleyball matches, and visit historical and cultural relic sites in the city.

Following their Vietnam visit, the RoK ships will anchor at 10 ports of nine countries around the world, including Malaysia, India and Australia.

New Zealand’s legislature treasures relations with Vietnam

The parliament of New Zealand attaches great importance to Vietnam and will actively push ministries, sectors and localities to expand cooperate with the Southeast Asian nation, Speaker of New Zealand’s House of Representatives Adrian Rurawhe told visiting Vietnamese Foreign Minister Bui Thanh Son in a meeting on September 14.

During the meeting, Rurawhe expressed his delight at the fruitful development of the relations between the two countries and their legislative bodies in recent years, and his hope to soon welcome Vietnamese National Assembly Chairman Vuong Dinh Hue to New Zealand.

He spoke highly of the effectiveness of bilateral cooperation and dialogue mechanisms, expressing support for proposals of the two countries’ foreign ministers to maintain the exchange of delegations and high-level meetings; implement existing bilateral cooperation mechanisms; and bolster multifaceted cooperation, including new fields such climate change adaptation, marine environment protection, green and sustainable growth, and in implementing commitments at the 26th UN Climate Change Conference of the Parties (COP26).

He also highly valued the Vietnamese community in New Zealand, hoping that more and more Vietnamese students will study in his country, contributing to the strengthening of understanding between the two peoples.

For his part, FM Son congratulated New Zealand on its socio-economic development, and appreciated the country’s support for regional countries, including Vietnam, in the fight against the COVID-19 pandemic.

He briefed the New Zealand official on Vietnam’s socio-economic recovery achievements, stressing that Vietnam always opens its door to foreign trade and investment, and tourism, including New Zealand.

The Vietnamese official suggested the government and House of Representatives of New Zealand create conditions for the Vietnamese community to stably live in and integrate into the host country’s society; and make it easy for Vietnamese students to study in the country after the COVID-19 pandemic.

The two sides should further promote people-to-people exchange and tourism cooperation by soon resuming direct flights between the two countries, Son said.

Regarding regional and international cooperation, the two sides affirmed they will maintain cooperation and coordination at multilateral mechanisms such as the Association of Southeast Asian Nations (ASEAN), the Asia-Pacific Economic Cooperation (APEC) forum and the United Nations, contributing to maintaining peace, stability, cooperation and development on the basis of respect to international law and the UN Charter.

Vietnam attends opening of UN Human Rights Council’s 51st session

Ambassador Le Thi Tuyet Mai, Permanent Representative of Vietnam to the United Nations (UN), the World Trade Organisation and other international organisations in Geneva, attended the opening ceremony of the 51st session of the UN Human Rights Council in Geneva, Switzerland on September 12 (local time).

Mai congratulated Volker Türk for his appointment as High Commissioner for Human Rights, and affirmed Vietnam’s support for and cooperation with the High Commissioner and his Office.

She shared the office’s concerns over three major global challenges which have huge impacts on the enjoyment of human rights, namely climate change, environmental pollution, and biodiversity degradation. She called on the international community to act more urgently to respond to these challenges.

The Vietnamese representative emphasised that the UN Human Rights Council and the Office of the High Commissioner for Human Rights should respect the diverse historical and socio-cultural conditions of countries, promote constructive dialogue and cooperation to protect and promote human rights in accordance with fundamental human rights principles, including universality, objectivity, impartiality and non-selectivity.

Speaking at the opening ceremony, Acting High Commissioner for Human Rights Nada Al Nashif delivered the Office’s report on the world’s human rights situation.

She called on countries to intensify coordination at multilateral forums, enhance political commitments to implementing international human rights standards, and uphold the role of international conventions and mechanisms, while asserting the council’s central role in enhancing international solidarity for peace, stability, justice and comprehensive and effective protection and promotion of human rights.

Foreign minister proposes resuming Việt Nam-New Zealand direct flights

Minister of Foreign Affairs Bùi Thanh Sơn proposed New Zealand resume direct flights between the two countries soon at a meeting with the Speaker of the New Zealand House of Representatives Adrian Rurawhe on Wednesday.

Minister Sơn is on an official visit to New Zealand at the invitation of New Zealand Minister of Foreign Affairs Nanaia Mahuta.

This is Sơn’s first official visit to the nation and the first ministerial visit by a Southeast Asian country to New Zealand since it opened its borders on August 1.

He stressed that Việt Nam always opens its door to foreign trade, investment and tourism, especially with New Zealand.

He congratulated New Zealand on its socio-economic development and praised the country’s support for regional countries, including Việt Nam, in the fight against the COVID-19 pandemic.

Sơn suggested the government and House of Representatives of New Zealand create conditions for the Vietnamese community to live in and integrate into the host country’s society and make it easy for Vietnamese students to study in the country after the COVID-19 pandemic.

Speaker of New Zealand’s House of Representatives Rurawhe expressed his delight at the developing friendship between the two countries and legislative bodies.

He spoke highly of the effectiveness of bilateral cooperation and expressed support for proposals to maintain the exchange of delegations and high-level meetings and the implementation of existing bilateral cooperation mechanisms, as well as the bolstering of multifaceted cooperation. This is especially promising in climate change adaptation, marine environment protection, green and sustainable growth, and implementing commitments at the 26th UN Climate Change Conference of the Parties (COP26).

He also praised the Vietnamese community in New Zealand, hoping that more Vietnamese students would study in his country, strengthening the understanding between the two peoples.

Cambodian NA leader’s Vietnam visit to Vietnam a success: official

President of the Cambodian National Assembly (NA) Samdech Heng Samrin’s three-day official visit to Vietnam, which concluded on September 14, has been a success, said Vice Chairman of the National Assembly (NA)’s Committee for External Relations Dinh Cong Sy.

Talking to the press on the outcomes of the visit, Sy said it was a highlight in the Vietnam-Cambodia friendship year 2022 and in celebration of the 55th founding anniversary of the Vietnam-Cambodia diplomatic relations (June 24, 1967-2022)

According to him, there were nine activities planned for the trip, including meetings between the Cambodian official and Vietnamese leaders – Party General Secretary Nguyen Phu Trong, President Nguyen Xuan Phuc, Prime Minister Pham Minh Chinh, and NA Chairman Vuong Dinh Hue.

Open and frank discussions between the two sides have led to a series of agreements in increasing the exchanges of delegations at all levels and through channels, boosting people-to-people exchanges, and organising practical activities to enhance mutual understanding.

The sides also agreed to create more favourable conditions for the development of bilateral trade and investment-business, to soon sign a free border trade agreement, and to step up connectivity in transport, telecommunications, banking, tourism, and agriculture.

They said that it is important to effectively implement signed protocols and national defence-security cooperation plans, and that both sides will focus on completing the border demarcation and marker planting workload, 84% of which has so far been done.

They also reached consensus on effective cooperation in border security, preventing crimes and illegal immigration, and tackling illegal forced labour.

Concerning multilateral forums, Vietnam and Cambodia agreed to increase exchanges and consultations on strategic issues related to security and development in the region and of each country, including the East Sea issue. Vietnam affirmed it will support Cambodia in successfully hosting the 40-41 ASEAN Summit this year.

Sy went on to highlight that the two NAs, meanwhile, agreed to boost exchanges, experience sharing, and mutual understanding in terms of building institutions and completing the law serving post-pandemic socio-economic recovery.

54th ASEAN Economic Ministers’ Meeting opens

The 54th ASEAN Economic Ministers’ Meeting (AEM 54) and related meetings officially opened in Siem Reap, Cambodia, on Wednesday.

Minister of Industry and Trade Nguyễn Hồng Diên led the Vietnamese delegation to the event.

Opening the AEM 54, Cambodian Prime Minister Techo Hun Sen reviewed Cambodia’s engagement in building the common community, especially the ASEAN Economic Community, along with the ASEAN efforts and achievements over the past 30 years, making the association the third largest area in Asia and the sixth in the world in terms of economic scale.

Reviewing common difficulties due to the COVID-19 pandemic over the past two years, the Cambodian PM underlined that efforts and priorities of the ASEAN Chair in 2022 are to ensure the efficiency of the association in response to relevant challenges and risks, especially in speeding up the economic recovery in a sustainable and comprehensive manner.

The ASEAN should pay more attention to the rules-based trading system, globalisation principles, multilateral mechanism, the liberalisation of trade and investment in the region, as well as anti-protectionism issues, the enhancement of resilience of regional and global supply chains, logistics connection, digital economy building, environmental protection, clean energy, sustainable development, and food security, he said.

The Cambodian leader also reiterated the idea of estabilishing an ASEAN green agreement that he raised at the 55th ASEAN Foreign Ministers’ Meeting last month in Phnom Penh, asserting that the deal with help the region step by step head to a sustainable future, efficient energy use, strong adaptation and higher economic competitiveness.

The AEM 54 and related meetings will take place until September 18, focusing on regional growth and post-pandemic economic recovery and trade partnership with leading economies. ASEAN economic chiefs will hold discussion with partners, including those from China, the Republic of Korea, Japan, Australia, New Zealand, India, the US, Canada and Russia, as well as others in the framework of the Regional Comprehensive Economic Partnership (RCEP) and the East Asia Summit (EAS)
