Vietnam, France reinforce ties in civil service

Vietnamese Minister of Home Affairs Pham Thi Thanh Tra held talks with French Minister of Public Transformation and Service Stanislas Guerini in Paris on September 23 to discuss future cooperation priorities between the two ministries.

 

It was within the framework of the Vietnam-France cooperation agreement on civil service and administrative modernisation for the 2022-2025 period, signed in Hanoi in March.

 

Tra said the 2016-2021 cooperation programme brought successes to public service, administrative reform and digital transformation in Vietnam.

 

In the near future, the Vietnamese Ministry of Home Affairs will focus on administrative reform, digital transformation and civil service reform in tandem with climate change response, thus propelling green growth, she said, adding that she hopes France will help Vietnam with these during 2022-2025.

 

She wished both sides would share experience and jointly hold celebrations for the 50th anniversary of bilateral diplomatic ties and the 10th anniversary of bilateral strategic partnership next year.

 

Guerini, for his part, expressed readiness to share France’s experience in renewing the professional training of high-ranking officials, adding that his ministry is ready to help the Vietnamese Ministry of Home Affairs effectively.

 

Both sides pledged to continue promoting collaboration in reform of civil service, digital transformation and improving the quality of personnel and other activities within the framework of the agreement.

 

On the occasion, Director of the National Institute of Public Service Maryvonne Lebrignonen discussed with the Vietnamese delegation about the possibility of bringing Vietnamese personnel to the institute for training./.

Malaysia aims to achieve zero hardcore poverty by 2025

 

Malaysia’s government is optimistic about achieving the target of zero hardcore poverty by the end or 2025 with new integrated and holistic approaches in implementing the pilot projects towards increasing their income, Bernama news agency reported.

 

Malaysian Minister in the Prime Minister’s Department of Economy Mustapa Mohamed said this confidence was based on the government’s earnestness in raising strategic cooperation with various parties including the universities, non-governmental organisations and private sector in helping this group get out of the poverty line.

 

He said the first phase of the pilot projects in 80 localities towards helping the target group were completed this year while the second phase involving 110 localities would start in mid-October this year, targeting about 5,000 households.

 

As of September 15,  Malaysia has 130,709 hardcore poor people.

 

He expressed his confidence that the number will drop, hoping various parties such as the state governments and departments will work together in achieving the target.

 

His department will closely monitor the pilot projects implementation so that the income of the target group could be increased in order to take them out of poverty, Mustapa said. /.

NA’s Committee for National Defence and Security marks 30th anniversary

President Nguyen Xuan Phuc, Chairman of the Council of National Defence and Security, and National Assembly Chairman Vuong Dinh Hue attended a ceremony in Hanoi on September 23 marking the 30th anniversary of the NA’s Committee for National Defence and Security (September 25).

 

Speaking at the event, NA Chairman Hue asked the committee to fully grasp the Party’s guidelines on national defence and security, especially the Resolution adopted by the 13th National Party Congress and another on the national protection strategy in the new situation set at the 8th plenum of the 11th Party Central Committee.

 

It was required to soon engage in the building and perfection of laws, resolutions and ordinances in assigned fields; work closely with relevant agencies to ensure the progress and quality of assigned law-making tasks, actively study legislative tasks related to ensuring social safety and order or recent emerging issues.

 

He also suggested the committee improve the quality of supervision over the settlement of suggestions, and provide better consultancy for the NA and the NA Standing Committee over the country’s important issues in national defence and security.

 

In particular, the committee needs to work closely with relevant ministries and agencies, including the Ministries of National Defence, Public Security and Foreign Affairs, to consult its operations and the United Nations peacekeeping operations in accordance with international agreements, conventions and practices to which Vietnam is a member, he said.

 

The NA Chairman highlighted the need to continue strengthening the contingent of cadres and civil servants, ensuring that each must have a solid political stance, stay absolutely loyal to the Party and people, and meet working requirements in the new period.

 

On the occasion, President Nguyen Xuan Phuc presented a first-class Labour Order to the NA’s Committee for National Defence and Security in recognition for its contributions./.

Vietnam, Mongolia hold 10th deputy foreign minister-level political consultation

Vietnamese Minister of Foreign Affairs Bui Thanh Son hosted a reception in Hanoi on September 23 for Mongolian Deputy Minister of Foreign Affairs Batsumber Munkhjin, who came to Vietnam to co-chair a political consultation between the two foreign ministries.

 

Son affirmed that Vietnam always treasures and wants to further develop ties with Mongolia.

 

He suggested the two foreign ministries work as bridges to urge ministries, sectors and localities of Vietnam and Mongolia to increase exchanges and effectively implement bilateral and multilateral cooperation agreements, especially in economy, trade and investment, as well as jointly hold celebrations for the 70th anniversary of bilateral diplomatic ties in 2024.

 

Munkhjin, for his part, affirmed that the Mongolian Ministry of Foreign Affairs will actively work with the Vietnamese counterpart and agencies concerned to step up bilateral ties effectively as agreed by senior leaders of the two countries.

 

The same day, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu and Mongolian Deputy Minister of Foreign Affairs Batsumber Munkhjin co-chaired the 10th political consultation between the two foreign ministries.

 

Both sides said they treasured and wished to further develop bilateral ties in fields that match each country’s conditions and interests, contributing to maintaining peace, stability, cooperation and development in the region and the world.

 

Vu suggested maintaining the exchange of delegations and meetings at all levels, and paying attention to bolstering ties via Party and parliamentary channels as well as people-to-people exchanges.

 

Mongolia considers Vietnam a major partner in Southeast Asia, Munkhjin said.

 

He vowed to jointly hold celebrations for the 70th anniversary of diplomatic ties in 2024, further improve the efficiency of defence-security ties and create favourable conditions for representative agencies in Vietnam and Mongolia.

 

They promised to actively and effectively realise agreements reached at the 18th meeting of the Vietnam-Mongolia Inter-Governmental Committee for Commercial, Economic, Scientific and Technological Cooperation held in September 2022.

 

Vu stressed that Vietnam is a suitable partner to help Mongolia diversify its export-import markets, adding that both sides need to seek opportunities to lift two-way trade in the near future. He also proposed Mongolia assist Vietnam in sending labourers to work in the country.

 

The Munkhjin agreed to accelerate talks for the signing of a Memorandum of Understanding on rice trade between the Vietnamese Ministry of Industry and Trade and the Mongolian Ministry of Food, Agriculture and Light Industry as soon as possible. He also consented to further boost bilateral educational and cultural cooperation.

 

On regional and global issues, the two sides shared the view that disputes in the East Sea must be settled by peaceful measures via dialogue and on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), not use and threaten to use force, and not have acts to complicate the situation.

 

The Vietnamese side agreed to help Mongolia strengthen cooperation with ASEAN, APEC and other cooperation mechanisms and frameworks./

Vietnamese border provinces, China’s Guangxi strengthen educational cooperation

The Vietnamese border provinces of Cao Bang, Lang Son, Ha Giang and Quang Ninh, and the Education Department of China’s Guangxi Zhuang Autonomous Region, held a video conference on education and vocational training cooperation on September 23.

 

Each year, Guangxi grants the four Vietnamese border provinces 18 to 25 scholarships each for university or postgraduate training. The provinces of Lang Son and Ha Giang provide two to five scholarships for students from Guangxi to attend a university course at the University of Social Sciences and Humanities under Vietnam National University, Hanoi.

 

During the videoconference, the two parties discussed solutions to deal with the problems related to the applications for scholarships and the study of foreign students in the context of COVID-19, maintain and increase scholarship programmes on human resources training. Experience in finalising mechanisms and policies on vocational training and renovation of vocational training was also shared.

 

They signed a memorandum of understanding, agreeing to continue maintaining the periodic exchange mechanism in the field of education between Guangxi and the four border provinces of Vietnam, establish a liaison and coordination mechanism between the two sides.

 

Addressing the event, Vice chairman of the Cao Bang province People’s Committee appreciated the educational cooperation achievements between the two sides, especially in the field of human resources training, improving Chinese and Vietnamese language proficiency through scholarships, teacher and student exchanges, contributing to improving the quality of their human resources as well as to developing the friendship and cooperation among the localities./.

Indonesia, South Africa seek cooperation opportunities

 

Indonesian Coordinating Minister for Economic Affairs Airlangga Hartarto said on September 23 that he explored opportunities for cooperation with South Africa while meeting with Minister for Trade, Industry and Competition Ebrahim Patel at the G20 Trade, Investment, and Industry Ministerial Meeting.

 

The two ministers discussed various aspects of potential cooperation, including mineral and coal, as well as efforts to cut dependence on fossil fuels according to the global agreement to reduce exhaust emissions and the impact of climate change.

 

During the meeting, Hartarto remarked that the transition to low-carbon energy is an important aspect to achieve climate resilience that supports the environment and creates more job opportunities.

 

He stated that Indonesia’s energy transition efforts to become environmentally friendly were made through various national policies, such as the use of electric-based vehicles by supporting the development of electric vehicle batteries using the country’s raw materials, such as nickel.

 

In addition, Indonesia, through its cooperation with the Asian Development Bank (ADB), is preparing strategic steps for phasing down the use of coal-based power plants in terms of funding in line with the energy transition mechanism.

 

Patel, for his part, said the two countries have experience in managing the mining industry and processing raw materials, such as bauxite, copper, and aluminum.

 

Apart from discussing energy and mining cooperation, the discussion also focused on potential for cooperation in the halal and automotive industry and its components.

 

In the January-July period, two-way trade hit 2.06 billion USD, up 46.92% from the same period last year./.
