Da Nang suffers historical flooding, one death reported

Due to impacts of Sonca, the fifth storm entering the East sea so far this year, Da Nang has suffered a historical flooding that has caused great losses, the central city’s Steering Committee for Natural Disaster Prevention and Control, Search, Rescue and Civil Defence reported on October 15.

 

 

 

As of 5am on October 15, serious flooding was seen in all districts and wards, drowning streets and houses, forcing locals to move to higher places.

 

 

 

The flooding killed one local, while a resident in Hoa An ward, Cam Le district who was swept away by flood water was rescued.

 

 

 

Flooding destroyed about 7.5 hectares of crops, while 2,524 power stations were damaged, affecting about 206,000 customers. So far, 1,032 of which have been fixed.

 

At 8:40pm on October 14, due to flooding and landslides, local authorities decided to shut Hai Van tunnels down to ensure safety for travellers. On October 15 morning, Hai Van 2 tunnel was reopened, while Hai Van 1 later the same day.

 

 

 

Currently, the locality is focusing on overcoming the flood consequences.

 

 

 

Secretary of the municipal Party Committee Nguyen Van Quang asked local authorities to concentrate on clearing roads, ensuring food and water supply for people in flooded areas, and preventing diseases.

 

Torrential rains with rainfall of 80-150mm and even 220mm are forecast to continue in Da Nang until October 16, raising the water level in nearby rivers, leading to a high risk of flash flood and landslides.

 

 

 

Meanwhile, flooding has isolated many areas in the central province of Quang Tri and hinder traffic in many major roads.

 

 

 

The water levels on O Lau and Thach Han rivers is rising fast. The province has planned to evacuate 14,341 households with 53,005 people.

 

 

 

At the same time, torrential rains, strong winds and landslides have damaged many public works and seriously affected the transport system as well as production activities in Quang Nam province.

 

 

 

Efforts to overcome natural disaster consequences are underway./.

Public Security Minister visits Cuba

Politburo member and Minister of Public Security General To Lam concluded a three-day official visit to Cuba on October 14.

 

 

 

Earlier the same day, Lam met with General Raúl Castro Ruz and paid a courtesy call to First Secretary of the Communist Party of Cuba Central Committee and President of Cuba Miguel Díaz-Canel Bermúdez.

 

 

 

The Vietnamese official expressed sympathy to the Cuban Party, State and people over the difficulties caused by COVID-19 and the fuel storage blaze in Matanzas in early August.

 

 

 

Reaffirming Vietnam’s support to Cuban people’s revolution cause, he said he believes Cuba will overcome all difficulties and challenges and record greater successes.

 

 

 

He proposed that the Cuban President continue to support the public security forces of Vietnam and Cuba to cooperate effectively with each other in protecting security, order and social safety in each country.

 

 

 

Earlier, General Lam and his entourage had a meeting with Cuban Prime Minister Manuel Marrero Cruz, who had just visited Vietnam earlier this month, and held talks with Cuban Minister of the Interior Lieutenant General Lázaro Alberto Álvarez Casas.

 

 

 

At the talks, the two sides reviewed the outcomes of the cooperation agreement signed in 2018 between the Vietnamese Ministry of Public Security and the Cuban Ministry of the Interior, as well as their partnership over the years.

 

They pledged to strengthen cooperation in trans-border crime combat, and increase the exchange of delegations at all levels and experts in many fields.

 

 

 

Vietnam asked for Cuba’s assistance in cancer treatment, cerebrovascular intervention, and organ transplant, as well as its cooperation in research and transfer of technology in medicine production.

 

 

 

Visiting CIMEQ Hospital run by the Cuban Ministry of the Interior, Lam presented the hospital with a number of medical equipment.

 

 

 

During their stay, the Vietnamese delegation paid tribute to President Ho Chi Minh at the park named after the Vietnamese leader in Havana, and visited Fidel Castro Centre where the legacies left by the Cuban leader are kept. They also met staff of the Vietnamese Embassy in the country./.

Party General Secretary meets with Hanoi voters

Party General Secretary Nguyen Phu on October 15 held a meeting with voters in Dong Da, Ba Dinh and Hai Ba Trung districts of Hanoi, during which they expressed their concerns over the combat  against corruption and negative phenomena.

 

 

 

During the meeting, voters spoke highly of efforts made by the entire political system in fighting the COVID-19 pandemic and promoting socio-economic development in 2022. They said that the trust of people in the Party, State, Party committees and authorities at all levels has been increasing.

 

 

 

They said they have seen many efforts in renovating and improving the quality of the National Assembly (NA)’s activities to strengthen democracy and rule of law. They praised the Party’s strong resolve in fighting corruption and other negative acts, saying that the work has achieved positive results.

 

 

 

Voters also mentioned the overcrowding at hospitals and public health facilities, calling for radical solutions to improve the grassroots-level health system and ensure sufficient human resources for grassroots-level health facilities. They suggested the NA soon approve the draft revised Law on Medical Examination and Treatment.

 

 

 

According to voters, there is still a situation where cadres abuse their power to gain profits. They said the NA needs to perfect mechanisms and policies to control power because without power control or weak power control, power will inevitably be abused to serve individual and group interests.

 

 

 

They also made recommendations related to the building and perfection of a rule-of-law socialist State, textbook compilation, school violence, petrol prices, social housing, and wage reform.

 

 

 

In response, Party General Secretary Nguyen Phu Trong appreciated responsible opinions of voters at the meeting, saying that the questions will be collected and reported to the NA, and authorities for answering.

 

 

 

He said the fight against corruption and other negative phenomena must be done in a persistent, methodical and convincing manner so that violators can acknowledge their wrongdoings and show a deterrence to others, noting the process of handling offenders must follow the Party’s principles and laws.

 

 

 

The Party General Secretary said he hopes Hanoi will always be an example and take the lead in the anti-corruption work./.

Over 730 new COVID-19 cases reported on October 15

 

The national COVID-19 caseload rose to 11,492,273 with 732 new cases counted on October 15, according to the Ministry of Health.

 

 

 

With 289 patients given the all clear during the day, the number of recoveries rose to 10,598,733.

 

 

 

Meanwhile, there are 53 patients needing breathing support.

 

 

 

No death from COVID-19 was recorded in the past 24 hours. The total fatalities stood at 43,155.

 

 

 

As of the end of October 15, 260,491,565 doses of COVID-19 vaccines had been administered./.

CPV delegation works with Japanse political parties, agencies

A Communist Party of Vietnam (CPV) delegation led by Nguyen Xuan Thang, Politburo member, Chairman of the Central Theory Council and President of the Ho Chi Minh National Academy of Politics (HCMA) has had meetings with representatives from a number of political parties, agencies and localities in Japan.

 

 

 

Meeting with Chairman of the Presidium of the Communist Party of Japan (CPJ) Central Committee Kazuo Shii, Thang expressed delight at the sound development of the traditional friendship between the two parties over the years.

 

 

 

 

 

He pledged to continue to actively implement agreements reached between senior leaders of the two parties on strengthening theoretical and practical cooperation during the socialism building and on issues of shared concern.

 

 

 

Kazuo highly valued Vietnam’s persistent building of socialism despite increasing difficulties and challenges in the region and the world.

 

 

 

He underlined the meaning of the CPV delegation’s visit to Japan to attend the 10th theoretical exchange between the two parties, contributing to strengthening mutual understanding between the two parties.

 

 

 

Thang expressed his hope that the two parties will continue coordination at international multilateral forums, contributing to peace in the region and the world as well as the progress of mankind.

 

 

 

At a meeting with Chairman of Komeito Party Yamaguchi Natsuo, Thang highly valued the role of the party in the ruling coalition in Japan and its active contributions to promoting the Vietnam-Japan extensive strategic partnership. He suggested that the Komeito Party continue to work for the development of ties between the two parties in all fields.

 

 

 

For his part, Yamaguchi Natsuo highlighted that his party pays great attention to developing ties with the CPV, affirming that it will continue to promote the role of the ruling coalition in supporting and cooperating with Vietnam for the growth of each country and peace, security in the region.

 

 

 

He agreed on measures proposed by Thang to strengthen bilateral partnership toward the celebration of the 50th anniversary of diplomatic relations between the two countries in 2023.

 

 

 

Meeting leaders of Japan’s National Personnel Authority (NPA) and the Japan International Cooperation Agency (JICA), Thang asked for the Japanese side’s support in the implementation of the socio-economic development strategy designed at the 13th National Congress of the CPV. He suggested that Japanese Government agencies continue to assist the effective implementation of infrastructure and training projects in Vietnam.

 

 

 

The Japanese agencies pledged to continue to work with Vietnamese counterparts to bolster ties between the two countries. They said they are willing to work with the HCMA to resume the implementation of agreements on personnel training, and organising exchanges and seminars after COVID-19 restriction measures are removed in both countries.

 

 

 

During the visit, Thang also visited Tochigi prefecture and had a meeting with its Governor Fukuda Tomikazu. He also toured a number of cultural and economic establishments in the locality./.

President chairs second meeting of central judicial reform committee

 

President Nguyen Xuan Phuc chaired the second meeting of the Central Steering Committee for Judicial Reform in Hanoi on October 15.

 

 

 

The meeting focused on the projects on building e-courts in Vietnam to meet judicial reform requirements by 2030 with a vision to 2045, and drafting a judicial law for juveniles, which are built by the Party delegation to the Supreme People’s Court.

 

 

 

Participants also discussed the implementation of a project on preparing infrastructure, organisation, personnel and roadmap for audio-visual recording during the interrogation of the accused in accordance with the provisions of the Criminal Procedure Code 2015 initiated by the Central Public Security Party Committee.

 

 

 

After listening to participants’ opinions, President Phuc underlined that renovation and reform must be put under the Party’s leadership.

 

 

 

He lauded the Party delegation to the Supreme People’s Court and the Central Public Security Party Committee for efforts in building the projects, which are important in the current period.

 

 

 

Underlining the significance of the project on building a judicial law for juveniles, which shows the State’s responsibility for the future generation, President Phuc asked the Party delegation to the Supreme People’s Court to continue acquiring ideas of members of the steering committee as well as ministries, sectors and localities.

 

 

 

It is necessary to evaluate practical impacts of the bill as well as the need to amend and supplement current relevant legal documents, thus making necessary adjustments to the project before reporting to the National Assembly’s Standing Committee.

 

 

 

Regarding the project on building infrastructure, organisation, personnel and roadmap for audio-visual recording during the interrogation of the accused in accordance with the provisions of the Criminal Procedure Code 2015, the State leader said this is an issue of significant importance to judicial reform, contributing to ensuring the transparency during legal proceedings, preventing extortion of deposition and corporal punishment, thus better observing human rights and citizens’ rights, and at the same time protecting investigators from being slandered with acts of coercion during the performance of their duties.

 

 

 

He held that in order to deal with difficulties during the implementation of this project, the Central Public Security Party Committee should design a proper roadmap that matches the State budget and officials’ capacity.

 

 

 

At the meeting, President Phuc also asked members of the steering committee to direct organisations and agencies they are in charge of to complete the assigned tasks with the highest quality, while reviewing tasks and solutions related to judicial reform given in the resolution of the 13th Party Central Committee’s sixth plenum on building and perfecting the rule-of-law socialist state in the new period./.

Dialogue on war legacies and peace in Vietnam, Laos, Cambodia held in US

The United States Institute of Peace (USIP) hosted a dialogue on war legacies and peace in Vietnam, Laos and Cambodia on October 12 -13 in Washington DC.

 

 

 

This is part of a series of dialogues on the settlement of war consequences and building peace in relations between the US and the three Indochinese countries.

 

 

 

With plenary sessions and symposiums, the event aimed to promote the settlement of war consequences and further strengthen the US’s relationships with Vietnam, Laos, and Cambodia amid new opportunities.

 

 

 

According to the USIP, overcoming war consequences is still an important part of the cooperation relationship between Vietnam and the US.

 

 

 

At symposiums on October 12, experts mentioned issues related to mine action, supporting community and Agent Orange/dioxin victims, searching for missing American soldiers, and a new agreement on cooperation between the two countries in searching for missing Vietnamese soldiers.

 

 

 

Meanwhile, discussion sessions on October 13 focused on placing the Vietnam-US relations in a new context, considering the development of bilateral relations and overcoming  war consequences an important content in the new cooperation between the two countries.

 

 

 

The USIP’s initiative to support reconciliation and settlement of war consequences was first held via an online conference in 2019, and after a two-year hiatus due to the COVID-19 pandemic, USIP will continue to maintain annual dialogues to highlight lessons and experience from Vietnam-US relations which can be applied to other parts of the world./.
