PM receives Lao Deputy PM and Minister of Public Security

Prime Minister Pham Minh Chinh hosted a reception in Hanoi on October 25 for Lao Deputy Prime Minister and Minister of Public Security General Vilay Lakhamphong.

 

Vilay Lakhamphong has been in Vietnam to attend a conference reviewing the 2022 cooperation plan and the bilateral ministerial-level meeting between the two Ministries of Public Security over collaboration in drug prevention and control.

 

The host and guest shared a view that Party, State and Government leaders of the two countries have always paid attention to maintaining and strengthening the relationship between the two Parties, States and people of Vietnam and Laos, including public security forces.

 

PM Chinh congratulated the Lao Party and State on their achievements over the past time and expressed his belief that under the sound leadership of the Lao People’s Revolutionary Party and the drastic management of the Lao Government, the Lao people will overcome all difficulties to build a country of independence, self-reliance, intensive and extensive international integration, and prosperity.

 

The PM briefed the Lao official on Vietnam’s foreign policy as well as its socio-economic situation in the third quarter and the first three quarters of this year, with GDP growing 8.83% between January and September – the highest nine-month growth over the past 11 years.

 

He stressed that national defence and security are an important pillar in the bilateral ties, and suggested the two sides carry forward their achievements to firmly safeguard national security and ensure social order and safety in any circumstances, especially in the face of various difficulties and challenges at present.

 

Given unpredictable developments of the regional and global situation, the public security ministries of the two countries, especially police forces in localities sharing the border line, should enhance cooperation, experience exchange and coordination in fighting hostile forces and crimes, particularly drug crime and transnational crimes, he said.

 

The leader also asked the two ministries to coordinate in implementing joint projects, regularly share information, consult and support each other at regional and global forums on transnational crime combat, especially drug, high-tech, cyber and environmental crimes, and cooperate in personnel training.

 

He also suggested Laos continue its coordination with Vietnam at multilateral forums, particularly the United Nations and the Association of Southeast Asian Nations (ASEAN) and sub-regional mechanisms.

 

The two countries need to consistently pursue the foreign policy of independence, self-reliance, diversification and multilateralisation of relations, and work together to contribute to strengthening solidarity within ASEAN and promoting its centrality in regional processes and on issues affecting the building of the ASEAN Community as well as security and development of its member countries, including the East Sea issue and the building of a drug-free ASEAN, he said.

 

For his part, Vilay Lakhamphong briefed his host on the close, effective cooperation between the two ministries over the past time, especially in drug crime combat.

 

The bilateral ministerial-level meeting, slated for October 26, will review the collaboration and outline orientations and solutions to improve the efficiency of cooperation in the time ahead, he said.

 

The Lao official thanked the Vietnamese Party, State and people for their great, timely and effective support to Laos, including in security, and affirmed that Laos always treasures and wishes to strengthen the great friendship and special solidarity between the two countries across spheres in an intensive, practical and effective manner.

 

He promised that the Lao ministry will enhance cooperation with its Vietnamese counterpart to contribute to promoting the special solidarity./.

Vietnam, Cambodia take pride in young generations: Vice President

 

Vice President Vo Thi Anh Xuan emphasised the pride of the Vietnamese and Cambodian Parties and States in young generations at a reception for a visiting delegation of the Cambodian Union of Youth Federations in Hanoi on October 25.

 

She said given quick changes and complicated developments in the regional and the world, Vietnam wishes Cambodia to further promote sound traditions shared between the two Parties and States so that the two sides can continue supporting each other at multilateral forums and in the international arena for mutual benefits and for peace, stability, and development in ASEAN and the world.

 

Xuan commended effective activities launched by the two countries’ youth unions, particularly the recent signing of a cooperation agreement for the 2022-2027 period.

 

The Vice President suggested Vietnamese and Cambodian youth organisations and groups study and implement policies and high-level agreements inked by the two Parties and States in recent years, especially those on the youth-related affairs.

 

She recommended them to intensify their education for young people on the two nations’ traditional solidarity and friendship; and further overhaul their operation methods and expand their cooperation with other partners and countries in the region with regard to current youth-interested trends.

 

The two Parties and States always pay attention to and create the best conditions possible for young people to study, work and make their contributions to their respective countries; and for the two youth unions to strengthen their collaboration, Xuan said.

 

President of the Cambodian Union of Youth Federations Hun Many said despite the COVID-19 pandemic, Vietnamese and Cambodian youths have maintained their virtual meetings and discussions.

 

Regarding the freshly signed cooperation agreement with the Vietnam Youth Federation for 2022-2027, he said both sides agreed on actively educating the younger generations on the two countries’ relations.

 

The Cambodian youth will make efforts to step up the sound neighbourliness and traditional friendship with Vietnam, he affirmed./.

Cambodian Senate leader pledges support for cooperation between friendship associations

President of the Cambodian Senate Samdech Say Chhum met with President of the Vietnam-Cambodia Friendship Association Nguyen Thi Thanh in Hanoi on October 25 as part of the former’s official visit to Vietnam.

 

Samdech Say Chhum said his visit aims to consolidate cooperation between the Vietnamese National Assembly and the Cambodian National Assembly and Senate, and celebrate the 55th anniversary of the bilateral diplomatic ties (June 24) and the Vietnam-Cambodia Friendship Year.

 

He conveyed wishes and regards of President of the Cambodia-Vietnam Friendship Association Men Sam An to the President and members of the Vietnamese association.

 

The Cambodian Senate leader pledged to facilitate cooperation between the two associations, contributing to consolidating the relations between Vietnam and Cambodia.

 

For her part, Thanh said her association is deeply aware that the legacy created by generations of the two countries’ leaders is priceless, and the two associations should continue to preserve and promote it.

 

The two associations signed a cooperation agreement for 2022-2027 last August, she said, noting that the Vietnam Union of Friendship Organisations (VUFO) and the two associations will organise the fifth Vietnamese-Cambodian people’s cooperation and friendship meeting and review the 10-year implementation of the programme supporting Cambodian students in Vietnam in the time ahead.

 

The same day, Samdech Say Chhum had a working session with President of the Vietnam Women’s Union (VWU) Ha Thi Nga who proposed the Cambodian leader continue his support for cooperation and exchange between female parliamentarians and leaders of the two countries, and between the two women’s associations as well as initiatives on women’s development, especially in border areas.

Fifth working day in fourth session of National Assembly

On October 25, the fifth working day in the 15th National Assembly’s fourth session, law makers discussed several draft laws.

 

In the morning, Minister of Information and Communication Nguyen Manh Hung presented a proposal on the draft e-transaction law (revised), followed by an evaluation report delivered by Chairman of the NA’s Committee for Science, Technology and Environment Le Quang Huy.

 

Chairman of the NA’s Committee on Legal Affairs Hoang Thanh Tung read a report on adjustments to the draft Inspection Law (revised). The NA then discussed contentious issues in the draft.

 

In the afternoon, Minister of Industry and Trade Nguyen Hong Dien presented the draft law on protection of consumers’ rights. The Chairman of the NA’s Committee for Science, Technology and Environment delivered a report evaluating the draft law.

The NA then listened to a report on adjustments made to the draft law on oil and gas (revised), and debated issues of difference in the draft.

 

On October 26, the NA is scheduled to discuss in groups draft resolutions on the pilot auction of car registration numbers, and pilot specific mechanisms and policies for the development of Buon Ma Thuot city in the Central Highlands province of Dak Lak.

 

The afternoon meeting, to be broadcast live on the NA’s television channel, will focus on the draft law on civil defence, adjustments to the draft law on domestic violence prevention and fight./.

Singapore begins COVID-19 vaccination for children from 6 months to 4 years old

Singapore on October 25 officially began COVID-19 vaccination for children from six months to four years old.

 

The vaccine used for children of this age group is Spikevax of Moderna, with two doses of 25 micrograms each, administered at least eight weeks apart.

 

Singapore has also approved the use of Comirnaty of Pfizer for children under five years old, but the vaccine will not be available until the end of this year.

 

According to latest statistics in July of the Singapore Ministry of Health, children under five made up about 64,000, or some 3.9%, of Singapore’s then 1.7 million reported COVID-19 cases. However, of the over 1,600 deaths from COVID-19 in the country, only three were children below five.

 

The same day, the Health Science Authority of Singapore granted interim authorization for Pfizer’s Comirnaty bivalent COVID-19 booster vaccine. It will be used as a booster shot for individuals aged 12 and above, who have received primary series COVID-19 vaccination./.

Vietnam, Singapore beef up defence cooperation

The 10th meeting of the Vietnam – Singapore joint working group on defence cooperation was held virtually on October 25.

 

The event was co-chaired by Major General Vu Thanh Van, Director of the Department of Foreign Relations at the Vietnamese Ministry of National Defence and Colonel Phua Jia Kai, Director of the Defence Policy Office at the Singaporean Ministry of Defence.

 

The two sides affirmed that the joint working group mechanism has so far demonstrated its important role in making recommendations to leaders of the two ministries, and building practical cooperation activities between the two ministries and armies.

They affirmed that Vietnamese and Singaporean leaders defined defence cooperation as one of the important and prioritised areas that need to be promoted. The defence partnership has been jointly carried out and achieved positive outcomes in naval cooperation; search and rescue; exchange of young officers; education and training; and mutual consultation and support at multilateral defence mechanisms and forums.

 

The two sides agreed to advise defence leaders of the two nations to further direct bilateral cooperation in the areas of delegation exchange; promote the role of existing cooperation mechanisms; prioritise personnel training collaboration; strengthen cooperation between armed services; and consult and support each other at multilateral mechanisms and forums./.

Vietnamese, Lao public security ministries tighten cooperation

Vietnamese Minister of Public Security General To Lam has suggested his ministry and its Lao counterpart step up information exchange, and coordinate in preventing impacts of non-traditional security threats on their cooperation.

 

Co-chairing a conference reviewing the implementation of the 2022 cooperation plan and outlining another for 2023 between the two Ministries of Public Security, Lam said the two sides should accelerate the implementation of international treaties and agreements to which both are members.

 

The conference, co-chaired by Lam and Lao Deputy Prime Minister and Minister of Public Security General Vilay Lakhamphong, took place following a welcome ceremony for the Lao official.

 

The two ministries need to instruct public security forces at units and localities to implement agreements reached by the Vietnamese and Lao governments regarding border areas in order to ensure security and order and build a common borderline of peace, friendship, cooperation and development, he added.

 

Lam also suggested the two sides closely cooperate in preventing “peaceful evolution” and consider building a scheme on organising anti-terrorism exercises.

 

Reviewing the implementation of the 2022 cooperation plan, the minister said the two sides have coordinated and deployed plans to ensure absolute security and safety for important political activities of both countries.

 

They successfully organised the 12th Vietnam-Laos security cooperation conference, along with meetings to exchange professional skills, among other activities, he said.

 

In ensuring social order and safety, the two sides regularly exchanged information and cooperated in the investigations of       transnational crimes, especially drug crime, human trafficking and smuggling.

 

At the local level, public security forces of provinces along the shared borderline and have twinning relations have worked together to fight crimes and effectively handle issues regarding illegal migration, undocumented marriages and illegal immigration, and acts that infringe upon national security.

 

In 2022, the Vietnamese ministry helped its Lao counterpart build a number of key works, including stations for Lao public security forces in border areas, and the Lao People’s Public Security Political Academy.

 

At the conference, the two ministers signed a cooperation plan between the two ministries in 2023./.

Embassy in RoK closely following case of losing contact with 100 Vietnamese in RoK: spokesperson

Foreign Ministry Spokesperson Le Thi Thu Hang on October 25 said the Vietnamese Embassy in the Republic of Korea (RoK) has worked with RoK agencies to find out more information about a case of about 100 Vietnamese citizens who could not be contacted after their entry into the country as tourists.

 

According to the official, initial information showed that those people could not be contacted after they entered the RoK for tourism purpose through the Yangyang International Airport in Gangwon province, therefore relevant airlines and travel companies have to suspend their transport of tourists to the province’s Yangyang island until the end of October 31.

 

Hang said following the foreign ministry’s direction, the embassy will continue closely monitoring the case to update information, support the search for the citizens, and launch necessary citizen protection measures.

 

The ministry’s Consular Department, meanwhile, has been tasked to work with competent agencies and tourism companies in Vietnam to verify the citizens’ information, and take measures to reduce and prevent Vietnamese from taking advantage of traveling to seek illegal residence in the RoK./.
