Blind people petition the Ministry of Justice to investigate unfair allocation of lottery quotas.

Lawyer Tum leads a group of blind people to file a complaint with the Ministry of Justice to investigate the Blind Athletes Association for unfairly allocating government lottery quotas, which could be seen as collusion in the bidding process.

Sittra Biabangkerd, or Lawyer Tum, Secretary-General of the People’s Lawyer Team Foundation, brought about 200 visually impaired people to request justice from the Minister of Justice to investigate the collusion in the allocation of government lottery quotas. Mr. Sombun Muangklam, Advisor to the Minister of Justice, along with representatives from the DSI, came to receive the case.

Mr. Sombun said that the Ministry of Justice is ready for the DSI to investigate this case. The group of blind people complained that they were treated unfairly in the allocation of lottery quotas under the name of the Blind Athletes Association. They were excluded from being members. Even though some people had competed in blind sports and won prizes, they were not allocated lottery quot
as. The DSI will collect and examine the facts to consider whether it is a special case or not. Initially, it will propose to the Minister of Justice to send a letter to the Minister of Tourism and Sports to jointly solve the problem.

While Lawyer Tum claimed that irregularities had been found since 2018, with 17-20 million baht being transferred into the association president’s account each time, or 200-300 million baht per month. There were also over 60 mule accounts involved, but no real lottery tickets were given to each other. Instead, they were paid thousands of baht. In addition, blind athletes were impersonated. The association’s lottery quota was 2,647 books, but none of the lottery tickets reached the hands of the athletes. Therefore, the behavior may be considered bid collusion, so they filed a complaint with the DSI to investigate.
