Cabinet approves transfer of 10,000 baht to vulnerable groups and the disabled, first phase

The Cabinet has approved the transfer of 10,000 baht to vulnerable groups and the disabled through the 2024 economic stimulus project, worth 145 billion baht, and has announced the timeline for the first phase of payments, a total of 4 days, starting from 25 Sept.

Deputy Prime Minister and Deputy Finance Minister Pichai Chunhavajira said the Cabinet meeting approved the economic stimulus project for 2024 for welfare cardholders and disabled persons, totaling 14.5 million people, with a budget of 145 billion baht, divided into 12.4 million welfare cardholders and 2.15 million disabled persons. The government will transfer 10,000 baht per person through 2 channels: 1. Disability allowance channels that receive information from local administrative organizations, Bangkok and Pattaya City; 2. PromptPay accounts linked to the national ID numbers of disabled persons.

The Ministry of Finance will gradually pay the money to the people from September 25-27 and September 30 so that the cash can be used for daily exp
enses. It is believed that this will build confidence and stimulate spending, along with alleviating the burden of expenses and increasing career opportunities, with priority given to vulnerable groups. The Ministry of Finance expects to stimulate GDP by 0.35 percent, emphasizing that the people will receive the money directly into their accounts, with no leakage to other sources.

Mr. Paopum Rojanasakul, Deputy Minister of Finance, said that the digital money project from 36 million people who registered via the government app, the Economic Stimulus Committee will study it and specify the details clearly again. Currently, there are still economic stimulus measures at the end of the year, including soft loans from the Government Savings Bank of 100 billion baht, PGS11 guarantees from the SME Bank, and capital market support through the Vayuphak Fund of 100-150 billion baht, so we would like to test the system to use the digital wallet as an additional aspect.

For the distribution of money to vulnerable group
s, the Comptroller General’s Department will transfer money into PromptPay accounts via 13-digit national ID cards, with the following timeline:

September 25, 2024

– 2.15 million disabled people

– State Welfare Card holders, Poor People’s Cards, National ID numbers ending in 0

September 26, 2024

– State Welfare Card, Poor People’s Cards, National ID numbers ending in 1, 2,

3 September 27, 2024

– State Welfare Card, Poor People’s Cards, National ID numbers ending in 4, 5, 6,

7 September 30, 2024

– State Welfare Card, Poor People’s Cards, National ID numbers ending in 8, 9

Mr. Laworn Sangsanit, Permanent Secretary of the Ministry of Finance, recommends that vulnerable groups who have not yet linked their PromptPay accounts contact their banks before September 24 to receive the money transfer as scheduled, starting from September 25. Currently, 12.4 million welfare cardholders have linked their accounts with PromptPay, 11 million of whom have been linked to the bank account to check whether their bank
accounts linked with PromptPay and their national ID numbers are still usable. If they have not yet linked their PromptPay, please link their PromptPay with their national ID numbers. For disabled people who do not have a disabled ID card or whose disabled ID cards have expired, please apply for a card or renew it by December 3, 2024 to receive the rights under the project.
