Hanoi: Continuing the 16th National Assembly's first session in Hanoi on April 20 morning, deputies reviewed a proposal and appraisal report concerning a draft Resolution on Vietnamese cultural development. To attract and unlock investment, proposed policies include easier land and premise access; tax, fee, and charge incentives for cultural and creative industry clusters; and empowering local communities to manage and operate certain grassroots cultural and sports facilities.
According to Vietnam News Agency, the draft resolution aims to establish a 2% budget floor dedicated to cultural development. This initiative is designed to stimulate growth within the Vietnamese cultural sector by providing financial and operational support. The proposed incentives are expected to create favorable conditions for investors and local communities, fostering the growth of cultural and creative industries.
Additionally, the proposal emphasizes the importance of local communities in the management and operation of cultural and sports facilities. By granting more autonomy and responsibility to these communities, the resolution seeks to promote grassroots cultural development and engagement, ensuring that cultural activities are more accessible and relevant to local populations.
