This call to action was made during the 28th meeting of the Central Steering Committee on Prevention and Control of Corruption, Wastefulness, and Negative Phenomena.

According to Vietnam News Agency, General Secretary To Lam stressed the urgent need to fortify these processes, particularly during and after the restructuring of the organisational apparatus and the implementation of the two-tier local administration model.
