Hanoi: Prime Minister Pham Minh Chinh has emphasised the need for stronger decentralisation, delegation of power, and effective resources allocation, coupled with mechanisms for oversight, and a firm reduction in unnecessary administrative procedures while building laws. He chaired the Government’s law-building session in Hanoi on May 22, during which participants proposed solutions to emerging issues in the drafting of decrees on decentralisation and delegation of authority linked to the organisation of the two-level local administration model.
According to Vietnam News Agency, the session highlighted the importance of creating a robust framework that ensures local administrations are empowered to make more decisions independently. The discussions aimed to streamline processes and reduce bureaucratic hurdles that impede efficient governance. Participants suggested that decentralisation would lead to more responsive and tailored local governance, ultimately benefiting citizens through improved service delivery.
The Prime Minister underscored the necessity of developing clear guidelines and oversight mechanisms to ensure that the delegation of power does not lead to inefficiencies or misuse of authority. The law-building session served as a platform for stakeholders to share insights and experiences, fostering a collaborative approach to refining the legislative process.
