According to Vietnam News Agency, Associate Professor Dr. Neak Chandarith, Director of the Institute for International Studies and Public Policy (IISPP) at the Royal University of Phnom Penh (RUPP), emphasized that this was the first occasion on which Vietnam's Party and State leader was invited to deliver a keynote address at the opening session of the Shangri-La Dialogue. The dialogue is recognized as one of the leading security forums in the Asia-Pacific and the world.
