The Public Sector Development Commission presents the Excellent State Award, highlighting exemplary organizations for sustainable development.

The Office of the Public Sector Development Commission (OPDC) organized an academic seminar and the 2024 Excellent State Awards ceremony, which featured outstanding work from government agencies that were honored as model agencies with excellent work results. This year, the Department of Health, the Food and Drug Administration, and the Highland Research and Development Institute (Public Organization) won the Excellent State Awards.

Office of the Public Sector Development Commission (OPDC) organized an academic seminar and the award ceremony of the Excellent Government Award 2024 under the concept of “Transforming Public Service for Sustainability” at the Royal Room, Impact Muang Thong Thani, chaired by Mr. Chusak Sirinil, Minister attached to the Prime Minister’s Office. There were 2 interesting academic seminars: the first topic “Transforming the Law to Facilitate, Elevate Services, and Create Transparency in the Public Sector” and the second topic “Thinking Sustainably with Model Public Organizations” by
qualified speakers from both the public and private sectors. The award ceremony of the Excellent Government Award 2024 will be held to honor government agencies that are committed and determined to develop outstanding services, participatory public administration, and organizational development. The award-winning works will serve as good models for other agencies to use as guidelines for developing their work systems to be even better and more sustainable.

The Public Sector Excellence Awards (PSEA) are an honorary award given to agencies that have been committed to performing their duties and achieving excellence in all government agencies. They are divided into 3 levels: the Honorary Excellence Award, the Outstanding Excellence Award, and the Category Excellence Award. In 2024, 3 agencies received the Honorary Excellence Award, which is an award given to agencies that are models for creating value and achieving continuous and sustainable success: the Department of Health, the Food and Drug Administration, a
nd the Highland Research and Development Institute (Public Organization). The Outstanding Excellence Award was given to agencies that received outstanding awards in all 3 categories: Public Service, Participatory Administration, and Quality of Public Administration, with 1 award: the Treasury Department. The Category Excellence Award is given to agencies that have demonstrated outstanding development in each category. This year, 1 agency received the Excellence Award in the Category of Public Service: the Department of Medical Services, Udon Thani Cancer Hospital. However, this year, a special honorary award was given to Chulalongkorn University, which received the United Nations Public Service Awards 2024 in the Innovation in Public Institutions category for its work Academic Insight into Action for Pandemic Response.

In addition, the Government Service Award was given to agencies that have developed their efficiency in providing outstanding services to the public, the Government Management Quality Award wa
s given to agencies that have developed the quality of their organizational management towards excellence, and the Participatory Government Administration Award was given to agencies that have allowed the public to participate in government administration.

For this year’s award-winning works, it can be seen that they are outstanding in many aspects, such as

1.) Applying innovation to work and upgrading services, including artificial intelligence (AI) technology, such as Udon Thani Cancer Hospital, Department of Medical Services, collaborating with King Mongkut’s Institute of Technology Ladkrabang to develop and create a prototype chemotherapy drug mixing robot so that Thailand can produce its own inexpensive drug mixing robot, with efficiency and safety for workers, resulting in a waiting time for chemotherapy less than 6 weeks, increasing from 80.44 percent to 96.25 percent. Chulalongkorn University brings an intelligent prototype robot to help treat thyroid cancer with radioactive iodine, the first in Tha
iland and the world, increasing radiation safety for medical personnel and patients in the shortest and fastest time, etc.

2.) Driving the organization by using data, using data and empirical evidence to develop policies and provide services to the public, such as the Department of Business Development, managing large corporate data to support the volume of registration document requests of more than 10 million requests per year for convenient and fast services, up-to-date data, ready to use and safe, including the Department of Agriculture, which has developed a digital data system (Digitize Data) for both data used within the agency and data to be disseminated to external agencies/the public. To lead to the disclosure of government data (Open Data), such as the project to develop a large amount of data analysis system (Big Data Analytics) in agriculture from important databases.

3.) Development into a digital organization The agency has given importance to the use of technology

to enhance the efficiency
of service and management, such as the Department of Intellectual Property, developing an urgent trademark registration and renewal application (Fast Track), including the payment of such application fees, which can be filed electronically (e-Filing).

The Department of Business Development has developed DBD’s work “3 Adjusts, 5 Open”, adjusting data to be digital from the beginning

through the e-Registration online business registration system and opening the government sector (Government Open Data)

in the form of digital data that can be accessed and used freely, without platform restrictions, and free of charge.

4) Designing personalized services, such as Pang Mapha Hospital, a 30-bed hospital located on the Thai-Burmese border. Most of the service recipients are ethnic minorities. It has applied the Smart Hospital concept in remote areas to develop convenient, fast, quality services, reduce inequality, and improve the quality of life in Pang Mapha District by using efficient technology with a focus on
service recipients, designing systems, services, or products. From start to delivery in an end to end format, resulting in work efficiency

and creating satisfaction for service recipients.

5.) Development towards an open government system by setting up a working group with various sectors to focus on managing and analyzing data and linking and disseminating data electronically, such as the Office of Trade Policy and Strategy developing the oracle 12C database and Economic Index Dashboard

that makes data correct, precise and complete in every dimension, including the Treasury Department, bringing the open government system concept

to resolving community problems in disputes over ownership of crown property.

The awarding of the State Excellence Award to government agencies is an important part of the development of the civil service system,

reflecting the success in the development of services and the development of government organizations to achieve excellence

in government service, which can change id
eas and methods to lead to a transformation of services with standards and respond to the needs of the people sustainably.
