Vietnam, Switzerland promote job security

The Ministry of Labour, Invalids and Social Affairs (MoLISA), in collaboration with the Swiss State Secretariat of Economic Affairs (SECO), organised a dialogue on labour and experience sharing to promote job security between Vietnam and Switzerland on October 26.

At the dialogue, MoLISA Deputy Minister Le Van Thanh said that diplomatic relations between Vietnam and Switzerland have made significant progress in all fields over the past 50 years. Cooperation in labour, employment and social security has also received special attention since the two ministries established cooperative ties in 2011.

MoLISA wants to continue promoting bilateral collaboration in employment through existing effective cooperation mechanisms, and looking for more cooperation opportunities in the future, Thanh added.

Ambassador Valérie Berset Bircher at SECO said that in the context of the COVID-19 pandemic, employment-related issues have become a common concern between the two ministries in particular and between Vietnam and Switzerland in general.

The dialogue was an opportunity for the two ministries to discuss issues related to the labour market, job generation and maintenance, as well as effective models and solutions to restore the labour market towards ensuring employment and social security for employees after COVID-19.

Delegates shared information about unemployment insurance policies in response to COVID-19. In the coming time, Vietnam and Switzerland will cooperate more closely in labour and employment through traditional projects such as SCORE, BETTER WORK, and especially policy cooperation with the project on labour productivity ecosystem towards decent work for the 2022-2024 period.

Within the framework of the dialogue, the two sides discussed future cooperation orientations with a focus on partnership in the fields of labour and employment, and meetings on the sidelines of the Annual Meeting of the International Labour Organisation./.

Legislators debate exclusive policies for development of four localities

Legislators are debating the draft resolutions on exclusive policies and mechanisms for the development of Hai Phong city, and Nghe An, Thanh Hoa and Thua Thien-Hue provinces on October 27 morning via videoconference during the second session of the 15th National Assembly.

According to the draft resolutions, the central provinces of Nghe An and Thua Thien-Hue will be entitled to receiving loans with total outstanding balance not exceeding 40 percent of their budget revenues while the percentage is 60 percent for the northern city of Hai Phong and the central province of Thanh Hoa.

The resolutions also detail the limit of targeted additional allocations provided from the State budget to the four localities and a number of exclusive policies for them on piloting collection of fees, management of land and forest use, planning management, among others.

They are expected to take effect on January 1, 2022 and will be valid for five years.

On the afternoon, the lawmakers will discuss the implementation of social security policies, the management and use of the social security and health insurance funds in 2020; and the enforcement of Resolution 68/2013/QH13 on accelerating the enforcemnt of health insurance laws and policies in 2019 – 2020.

According to a report by Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung, more than 137.6 billion VND was allocated from the State budget to support voluntary social security holders last year, up 35 percent from a year earlier.

By the end of last year, nearly 16.2 million Vietnamese people, or 33.5 percent of the workforce, had been covered by social insurance./.

PM attends five conferences on first day of 38th, 39th ASEAN Summits and Related Summits

Prime Minister Pham Minh Chinh attended five conferences on October 26, the first working day of the 38th and 39th ASEAN Summits and related Summits from October 26-28.

At the 38th ASEAN Summit, ASEAN leader adopted the ASEAN Travel Corridor Arrangement Framework, and agred to actively consider the possibility of mutual recognizing and applying electronic vaccination certificates. Countries called for early putting into operation the ASEAN Regional Reserve of Medical Supplies and the ASEAN Centre for Response to Public Health Emergencies and Emerging Diseases (ACPHEED).

Prime Minister Pham Minh Chinh proposed two key tasks that ASEAN should focus on doing in the time to come during the ongoing 38th ASEAN Summit on October 26. He said ASEAN needs a holistic, synchronous and flexible approach to COVID-19 control with the involvement of the entire community, and to position itself in the world’s reshaping socio-economic relationship, and consolidate its role as the nucleus of dialogue, cooperation and multilateral and multi-layered economic integration processes in the region.

ASEAN leaders approved, recognised and announced many important documents. At the 39th ASEAN Summit, leaders shared the view that ASEAN needs to work harder to strengthen and deepen its partnerships, encourage the partners to support and practically contribute to the building of the ASEAN Community, and join efforts to deal with emerging challenges.

The leaders reiterated the importance of the full and efficient implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and welcomed the resumption of talks on a Code of Conduct in the East Sea (COC) between ASEAN and China. They imphasised the need to maintain a conducive environment for the COC negotiations and continue with efforts towards a binding, effective COC in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

For the Myanmar matter, they agreed to provide more assistance for the country, affirming that solidarity is the key for ASEAN and Myanmar to find out effective solutions to the current complex issues in the country.

PM Chinh affirmed that the highest wish of all countries to have a regional environment of peace, security, stability and cooperation in order for them to focus on fighting the pandemic, restoring economy and continuing to develop. He stressed the need to uphold ASEAN solidarity and the bloc’s core values and strengths over the past 54 years, along with the responsibility and constructive spirit of all member nations.

He called on major countries participating in the region to show their sense of responsibility, respect international law, not to affect regional peace and stability, respect ASEAN’s role, and fully consult ASEAN through mechanisms established and led by the bloc.

At the 22nd ASEAN-Republic of Korea Summit, ROK President Moon Jae-in affirmed that he values the strategic partnership with ASEAN, highlighting that the organisation is a key priority of the New Southern Policy Plus (NSPP) of the RoK. He reiterated the RoK’s support for ASEAN’s central role in the regional structure and the ASEAN Outlook on the Indo-Pacific (AOIP).

The RoK will continue to help ASEAN battle the COVID-19 pandemic, he said, announcing an additional 5 million USD in contribution to the ASEAN COVID-19 Response Fund. He also unveiled the ASEAN-RoK public health and vaccine initiative in connection with the regular organisation of the ASEAN-RoK Health Ministers’ Meeting since this year.

ASEAN leaders appreciated the timely and effective support of the RoK, and welcomed the Rok becoming a major trade partner and investor of ASEAN.

As coordinator for ASEAN-RoK relations, PM Chinh put forward some priorities in expanding and deepening the ASEAN-RoK strategic partnership in the coming time, calling on the RoK to use its strengths in digital technology and digital economy to support ASEAN in digital transformation and sustainable development, as well as in narrowing the development gap via the Mekong-RoK cooperation.

At the 24th ASEAN-China Summit, leaders agreed that the bilateral relations have been strengthened with positive results obtained across all sectors, notably cooperation in COVID-19 response and post-pandemic recovery.

ASEAN members thanked China for its timely support right since the emergence of COVID-19.

For his part, Chinese Premier Li Keqiang said China will continue to support ASEAN in fighting the pandemic, and hopes to work with the organisation for successful recovery.

China will assist ASEAN with COVID-19 vaccine, medical supplies and enhancement of early warning capacity, he said.

The Chinese premier suggested the two sides set up an ASEAN-China public health research and development centre to share scientific and technological achievements in disease prevention and control; and announced an additional 10 million USD for the ASEAN-China Cooperation Fund.

PM Chinh affirmed that ASEAN and China have built a comprehensive and substantive cooperation platform across all fields and showed their efforts and strong commitments in deepening the bilateral relations based on mutual trust, understanding, respect and win-win cooperation.

He appreciated China’s support for countries, including Vietnam, to bring the pandemic under control and maintain growth.

He proposed that ASEAN and China bolster economic cooperation, quickly resume air services, tourism, regional production and supply chains, and create favourable conditions for safe travel of people and entrepreneurs.

PM Chinh expressed a hope that China would assist ASEAN in promoting its centrality, consolidating strategic trust and building a friendly and stable environment conducive for cooperation for common development.

He reiterated ASEAN’s stance on the East Sea and called on the sides to fully and effectively implement the DOC and accelerate negotiations on a practical and effective COC that is in accordance with international law and the 1982 UNCLOS.

The sides agreed on the holding of a special summit marking the 30th anniversary of the ASEAN-China relations.

The summit concluded with the adoption of the ASEAN-China Joint Statement on Cooperation in Support of the ASEAN Comprehensive Recovery Framework and another on Enhancing Green and Sustainable Development Cooperation.

At the 9th ASEAN-US Summit, countries welcomed progress made in the two sides’ multifaceted cooperation and agreed to prioritise collaboration for effective COVID-19 control and support each other in sustainable recovery.

ASEAN leaders welcomed the US’s commitment to helping ASEAN enhance medical capacity and providing more vaccine, while calling on the US to strengthen cooperation in researching, developing and producing vaccine and medicine for COVID-19 treatment.

US President Joe Biden reaffirmed the US commitment to strengthening its partnership with ASEAN and underscored the importance of the US-ASEAN ties to the future of a region of over 1 billion people, as well as to security and prosperity in the Indo-Pacific.

He expressed support for ASEAN’s centrality in efforts to build a regional structure based on rules and values and principles stated in the ASEAN Outlook on the Indo-Pacific (AOIP).

The US President said the country has presented more than 200 million USD for COVID-19 response and 40 million doses of vaccine to ASEAN members. The US will continue to support the region in the fight against the pandemic and carry out the ASEAN-US Health Futures initiative, Biden stated.

The President announced the intent to provide up to 102 million USD in new initiatives to expand the US-ASEAN Strategic Partnership to support the region’s recovery from COVID-19, address the climate crisis, promote economic growth, and develop human capital.

The two sides reaffirmed the significance of maintaining peace, security and stability in the region.

The US voiced support of the ASEAN’s principled stance on the East Sea, and welcomed ASEAN’s promoting cooperation, dialogue and trust building, ensuring the full and effective implementation of the DOC and working to build an effective and binding COC in accordance with international law and the 1982 UNCLOS.

The US President expressed support for ASEAN efforts to promote dialogue and reconciliation and assist Myanmar in seeking solutions to stabilize the situation.

The Vietnamese PM suggested boosting the ASEAN-US strategic partnership in all three aspects of security, socio-economic recovery and sustainable, inclusive development.

He thanked the US for its timely and practical assistance to ASEAN member countries, including Vietnam, in the COVID-19 fight, and suggested the US help ASEAN improve its early-warning capacity for medical emergencies, and called on US firms that produce vaccines and treatment drugs to quickly fulfill vaccine contracts with ASEAN countries, including Vietnam.

He also proposed that the US further assist the ten-member bloc in narrowing development gaps and connecting regions.

For security “hot spots” like the East Sea, PM Chinh said constructive approach and responsible behaviour play an important role in handling risks, contributing to stability and development.

He expressed his hope that the US will actively join and cooperate with ASEAN in ensuring peace, stability, security, safety and freedom of navigation and aviation in the East Sea, in the spirit of respecting law and peacefully settle all disputes and differences via diplomatic measures and on the basis of international law, including the 1982 UNCLOS.

The PM also shared the US’s concerns, saying he hopes that the US will back ASEAN to play a more active role in efforts seeking sustainable solutions to the Myanmar issue.

At the end of the summit, the two sides adopted the ASEAN-US Leaders’ Statement on Digital Development that aims to promote digital transformation and narrow digital gaps in ASEAN./.

PM receives diplomats attending East Asia Summit

Prime Minister Pham Minh Chinh hosted a reception in Hanoi on October 27 for ambassadors and charges d’affaires attending the 16th East Asia Summit (EAS).

The reception took place before the PM attended the EAS via videoconference.

The PM briefed diplomats about Vietnam’s achievements in the fight against COVID-19, saying that Vietnam has basically overcome difficulties and gradually switched to flexible adaptation for socio-economic development.

He affirmed that Vietnam consistently pursues the foreign policy of independence, self-reliance, diversification and multilateralisation of relations; active and proactive international integration; being a friend, a trustworthy partner and an active and responsible member of international community.

Vietnam always attaches importance to promoting friendship and cooperation with countries, joining hands to maintain an environment of peace and stability for development, stepping up multilateral cooperation and global integration for a green and clean world with sustainable, inclusive and more humanitarian development, he said.

The PM suggested ambassadors and charges d’affaires uphold their active role and help Vietnam meet its goal of becoming a developing country with modern industry and upper-middle income by 2030, and a high-income developed nation by 2045, thus making active contributions to peace, stability and prosperity in the region and the world.

As a representative of Chair of ASEAN and EAS 2021, Ambassador of Brunei to Vietnam Pengiran Sahari Pengiran Salleh affirmed to work with ambassadors and charges d’affaires of EAS member states to partner with Vietnam’s efforts to cope with the pandemic, making practical contributions to peace, stability, development and prosperity in the region in line with goal of the EAS.

Czech Republic’s Independence Day marked in Hanoi

A ceremony was held by the Vietnam-Czech Friendship Association on October 26 evening to mark the 103rd founding anniversary of Czechoslovakia, or the Czech Republic today (October 28, 1918 – 2021).

In his remarks, Do Thang Hai, Deputy Minister of Industry and Trade and Chairman of the Vietnam-Czech Friendship Association, spoke highly of growing bilateral relations, saying the governments and people of the two countries have provided support for each other, through the donation of medical supplies and COVID-19 vaccines.

The government and people of Vietnam sincerely thanked the Czech Republic for their gesture, Hai said, adding that Vietnam wants to receive more support from the Czech Government and people in the COVID-19 fight.

He further said that the Vietnam-Czech Friendship Association will continue accelerating people-to-people diplomacy to strengthen the friendship between the Vietnamese and Czech people, contributing to the enhancement of long-standing relations between the two nations.

Czech Ambassador to Vietnam Vitezslav Grepl said the bilateral friendship and cooperation are growing stronger and stronger, reflected by the increasing number of high-level visits by leaders of the two countries over the past years.

Economic cooperation, one of the main pillar of the bilateral ties, has been expanded, with two-way trade reaching 1.5 billion USD last year, he said, noting that the EU-Vietnam Free Trade Agreement, effective from August 2020, is also benefiting this area of cooperation.

He believed the Vietnam-Czech relations will thrive further in the future for the benefit and well-being of the people of both nations./.

Quang Binh releases 120-kg sea turtle to nature

A 120-kg sea turtle stuck in a fishing net was released to the sea by border guards at Roon border post in Quang Trach district of the central province of Quang Binh and local fishermen on October 27 morning.

According to Lieutenant Colonel Mai Xuan Truong, Political Commissar of the border post, said that the turtle was found by a fisherman on October 26 night. He alerted the border guards, who later arrived at the scene to help him free the animal.

The turtle was believed to be an Olive ridley sea turtle, which is listed among endangered and rare species that need urgent protection.

Before returning to the sea, the turtle was in good conditions./.
