International Festival of Volunteers returns to HCM City

A host of activities took place during the 10th International Festival of Volunteers held in Ho Chi Minh City on December 5, providing an opportunity for local volunteer associations, clubs and groups to meet and together engage in community and volunteer services.

Aiming to mark the International Volunteer Day (December 5), the festival’s theme focused on combating COVID-19 this year.

During the event, young volunteers helped clean and disinfect condo buildings and residential areas, raised public awareness of the “5K” message and planted new trees.

A number of volunteer associations, clubs and groups were honoured by the Vietnam Youth Federation in HCM City in recognition for their outstanding work in blood donation, COVID-19 fight and other charitable activities.

It also included the launch of the city’s second quick response team sent to support the COVID-19 fight in Soc Trang, a photo exhibition on volunteer work, a blood donation event, a space for introducing volunteer ideas and projects and a playground called “I am a Volunteer” featuring game booths and music performances by attendees.

Top legislator congratulates Finland on 104th Independence Day

Chairman of the National Assembly Vuong Dinh Hue has sent congratulations to Speaker of the Finnish Parliament Anu Vehvilainen on the 104th Independence Day of Finland (December 6, 1917 – 2021).

In the congratulatory letter, Chairman Hue noted with satisfaction that the traditional friendship and multifaceted cooperation between the two countries, including between the two legislative bodies, have been growing well, particularly since an official visit to Finland by a parliamentary delegation of Vietnam in September this year.

He expressed his belief that with support from Speaker Anu Vehvilainen, the friendship and cooperation will continue thriving in an increasingly strong and effective manner for the sake of the two peoples.

Vietnam, Laos share experience in parliamentary activities

Chairman of the Vietnamese National Assembly Vuong Dinh Hue and his Lao counterpart Saysomphone Phomvihane co-chaired a seminar in Hanoi on December 6 to share experience in legislation, supervision and deciding on the country’s important issues.

Speaking at the event, Hue said during the past tenure, the two legislatures held eight thematic seminars, four of them were co-chaired by the top legislators. This event would focus discussions on experience in holding question & answer (Q&A) sessions at the NA’s meetings and decide on national projects significant to socio-economic development, he said.

Saysomphone suggested lawmakers offer straightforward opinions to help the two legislatures fulfill tasks in the new period.

Asked about Q&A activities in the NA’s sessions, Hue said in the mid-year meetings, the PM often assigns the permanent Deputy PM to present reports and answer questions. While in the year-end meetings, the PM will take the floor. The Vietnamese NA usually spends two and a half days on questioning government members.

After collecting opinions from NA delegations, agencies, voters and the public, the NA Secretary General will hold meetings with leaders of NA organs to discuss and choose topics for Q&A sessions, which will be submitted to the NA Standing Committee for consideration. Later, the NA Secretary General will consult with lawmakers to choose four topics under the management of four ministers. Heads of sectors will be responsible for answering at sessions, he said.

The top Lao legislator wished that both sides would continue working closely together to share expertise in the near future.

Hue affirmed that the Vietnamese NA is ready to share experience with the Lao counterpart to better perform tasks assigned by the people.

National Assembly (NA) Chairman Vuong Dinh Hue held talks with his visiting Lao counterpart Xaysomphone Phomvihane in Hanoi on December 6.

NA Chairman Hue described the Lao top legislator’s visit as an important milestone in the Vietnam-Laos ties, contributing to reinforcing and promoting the special friendship and comprehensive partnership between the two Parties, States and peoples as well as the two NAs in particular.

Xaysomphone Phomvihane lauded great and comprehensive achievements that the Vietnamese people have gained under the leadership of the Communist Party of Vietnam amid COVID-19. He also hailed the success of the second session of the 15th Vietnamese legislature.

He thanked the Party, State, localities and people of Vietnam for offering support to Laos in finance, vaccines and medical supplies to help the country fight COVID-19.

Both sides agreed that the political- diplomacy partnership between the two countries has been strengthened through all channels. Particularly, the two countries coordinated closely to organise the official visit to Vietnam by General Secretary of the Lao People’s Revolutionary Party and President of Laos Thongloun Sisoulith in June and the Lao visit by Vietnamese President Nguyen Xuan Phuc in August this year.

Meanwhile, bilateral collaboration in defence, security, trade, investment, energy, transport connectivity, education and training, COVID-19 prevention and control, as well as cooperation among localities have been fostered, they noted.

They shared delight at the growing comprehensive cooperation between the two legislative bodies over the year. They stressed the need to sketch out collaboration orientations in the future to lay the foundation for the consideration of the signing of a new a cooperation agreement, focusing on the implementation of major tasks set in the Vietnam-Laos Cooperation Strategy for the 2021-2030 period and the Vietnam-Laos Cooperation Agreement in the 2021-2025 period.

The two NA leaders agreed to continue to promote the Vietnam-Laos-Cambodia tripartite collaboration on the Development Triangle with thematic workshops on at the NA committee level. They concurred to suggest the Cambodian Senate and NA consider the organisation of an in-person meeting among the top legislators of the three countries if necessary.

NA Chairman Hue and his Lao counterpart Xaysomphone Phomvihane agreed to jointly hold activities to mark the 60th anniversary of the Vietnam-Laos diplomatic relations, 45 years of the Vietnam-Laos Treaty of Amity and Cooperation as well as the Vietnam-Laos, Laos-Vietnam Friendship Year in 2022.

They agreed to continue coordinating closely at regional and international parliamentary forums, including the International Parliamentary Union (IPU), the ASEAN Inter-Parliamentary Assembly (AIPA), the Asia Pacific Parliamentary Forum (APPF), and the Parliamentary Assembly of the Francophonie (APF).

Xaysomphone Phomvihane took the occasion to invite NA Chairman Hue to visit Laos in an appropriate time.

On the occasion, the two NA leaders witnessed a ceremony to hand over medical supplies worth 1.1 million USD provided by the Vietnamese legislature to its Lao counterpart to help the Lao side with COVID-19 prevention and control.

Earlier the same day, Chairman Xaysomphone Phomvihane, his spouse and the high-ranking Lao NA delegation visited the tradition room of the Vietnamese NA, where he wrote in the NA golden book of memories.

Vietnamese, Lao officials hold online talks

Chairwoman of the Communist Party of Vietnam (CPV) Central Committee’s Commission for Mass Mobilisation Bui Thi Minh Hoai held online talks with President of the Lao Front for National Construction (LFNC) Central Committee Sinlavong Khutphaythoun to discuss bilateral ties and future orientations.

Sinlavong, who is also a Politburo member of the Lao People’s Revolutionary Party Central Committee, expressed his delight at the effective development of Laos-Vietnam relations in various areas, bringing practical benefits to their people.

Vietnam’s achievements provide a great source of encouragement for Laos in its cause of national construction and development, he said.

The Lao official affirmed that the LFNC Central Committee will work closely with the Vietnamese side to effectively realise agreements reached by leaders of the two Parties and countries, as well as between the CPV Central Committee ’s Commission for Mass Mobilisation and the LFNC Central Committee.

For her part, Hoai, who is also Secretary of the CPV Central Committee, said over the past years, the CPV Central Committee’s Commission for Mass Mobilisation and the LFNC Central Committee have actively carried out their agreement and improved the efficiency of mass mobilisation work in the new situation, thereby contributing to the successful implementation of the Resolutions adopted by each National Party Congress.

Both sides agreed to facilitate the exchange of delegations once the COVID-19 pandemic is under control, continue raising public awareness of and encouraging people of the two nations, especially young generations, to preserve and nurture the Vietnam-Laos great friendship, special solidarity and comprehensive cooperation, as well as fight distorted allegations aimed at sabotaging the two Parties, countries and dividing Vietnam – Laos ties by hostile forces.

They pledged to continue working closely together and offering mutual support at multilateral forums in the region and the world as well, and creating favourable conditions for mass mobilisation committees at all levels, especially in border localities, to share experience and cooperate in the field.

Banquet for Lao NA President held

National Assembly Chairman Vuong Dinh Hue hosted a banquet in Hanoi on December 6 evening for his Lao counterpart Saysomphone Phomvihane and the Lao NA high-ranking delegation who are on Vietnam visit from December 6-8.

Hue affirmed that amid complicated and uncertain developments in the region and the world, loyal and close-knit sentiments between the two countries and their people never change.

Saysomphone expressed his delight at visiting Vietnam after being elected as President of the ninth Lao NA. He spoke highly of the results of his talks with Hue in the morning the same day as well as a seminar sharing experience between the two legislatures.

The leaders wished the great friendship, special solidarity and comprehensive cooperation between the Vietnamese and Lao Parties, States and people would be everlasting.

On the occasion, Secretary of the Hanoi Party Committee Dinh Tien Dung presented 5 billion VND (217,000 USD) in support of Laos’ fight against the pandemic.
