HCM City plans to reopen kindergartens, primary schools after Tet

As Ho Chi Minh City has been a “green zone” for two straight weeks, local students will attend more in-person lessons while children from the preschool level to the 6th grade are expected to return to school after the Lunar New Year (Tet) holiday.

The Lao dong (Labour) daily cited the municipal Health Department as saying that the southern metropolis has brought COVID-19 under complete control in schools.

According to the Department of Education and Training, students of the 7th, 8th, 10th, and 11th grades have resumed face-to-face learning since January 4, while the 9th and 12th graders earlier, since December 13, 2021. About 92 – 96 percent of them are attending school in person.

Besides, the rate of parents supporting school reopening has also increased by over 16 percent to under 80 percent.

From December 13 last year to January 7, local junior and senior high schools recorded 130 cases of COVID-19, all of whom were teachers, school staff, and students, and they were handled in line with regulations, the education authority noted.

Nguyen Huu Hung, Deputy Director of the department, said most of the cases contracted the coronavirus in their communities, and there hasn’t been any evidence of in-school transmission.

HCM City has brought the pandemic under complete control in schools, he added.

Meanwhile, Vice Chairman of the municipal People’s Committee Duong Anh Duc said the administration has asked the education department to make plans on reopening schools for children from the preschool level to the 6th grade after Tet, which falls in the first week of February.

Students will receive the best possible learning conditions with safety from the pandemic guaranteed, he noted.

Deputy PM Pham Binh Minh pays Tet visit to Ba Ria – Vung Tau

A delegation led by Deputy Prime Minister Pham Binh Minh on January 17 paid visits to medical staff of Vung Tau Hospital, and officers and soldiers of the Military Command of the southern province of Ba Ria – Vung Tau on the occasion of the Lunar New Year (Tet) Festival.

The Deputy PM appreciated the efforts, kindness, and unrelenting working spirit of medical workers at the Vung Tau hospital in caring for and treating COVID-19 patients, while calling for greater effort of the provincial health sector for the work in the coming time.

In his meeting with officers and soldiers at the provincial Military Command, Deputy PM Minh highlighted the achievements of the armed forces in Ba Ria-Vung Tau in safeguarding the national borders, sea and islands, and national sovereignty, as well as in the fight against the COVID-19 pandemic.

He underlined the need for the forces to keep up combat readiness during the holiday to ensure the safety for people.

On the occasion, Deputy PM Minh visited and presented gifts to Vietnamese Heroic Mother Tran Thi Luong in Long Phuoc commune, and Hero of People’s Armed Forces Nguyen Van Tron in Phuoc Hiep ward, in Ba Ria city; and policy beneficiary families, disadvantaged households and workers in Phu My town who are facing difficulties due to the COVID-19 pandemic.

Joining in the Government and society’s efforts to bring a warm Tet holiday to the needy, the Department of Labour, Invalids and Social Affairs of the Mekong Delta province of Ben Tre in coordination with the People’s Committee of Giong Trom district held a programme to present gifts to children with difficult circumstances and poor people in the district.

Accordingly, 400 gift packages worth 1.5 million VND (66 USD) raised from donors were handed over to disadvantaged children in Chau Hoa, Chau Binh, Phong Nam and Luong Quoi communes.

The Vietnam Dairy Products Joint Stock Company (Vinamilk) donated 1,200 milk boxes as gifts to 285 children of Chau Hoa Kindergarten.

Besides, Saigon Hanoi Commercial Joint Stock Bank (SHB) also presented 2 billion VND (over 88,000 USD) to the Vietnam Fatherland Front’s chapter in Ben Tre province to support the social security work in the locality. Meanwhile the Ca Mau Petroleum Fertilizer Joint Stock Company (PVCFC) – a subsidiary of the Vietnam Oil and Gas Group, donated 100 gift packages worth 1 million VND each to poor households in Giong Trom district.

Speaking at the event, Chairwoman of the VFF’s chapter in Ben Tre Nguyen Thi Hong Nhung said the locality has 35,000 households living under and just above the poverty line, while more than 5,000 social policy beneficiary households are facing difficulties.

According to its plan, the chapter will present about 40,000 gifts worth 300,000-500,000 VND each to policy families and poor households in the province to help them enjoy a happy Tet.

LEGO vows to speed up 1 billion USD project in Binh Duong

Leaders of Binh Duong province on January 17 met with Vice President of the LEGO Group Preben Elnef, who said the Danish toy manufacturer will accelerate the construction of its 1 billion USD factory here as committed.

Elnef spoke highly of the dynamic and professional investment climate in Binh Duong, an industrial hub in southern Vietnam, noting that LEGO is also stepping up personnel recruitment in Vietnam to serve its project.

For his part, Chairman of the provincial People’s Committee Vo Van Minh pledged the best possible conditions for this project to be carried out successfully and fruitfully.

According to the LEGO Group, work on the factory in Binh Duong is scheduled to begin in 2022, and it will become operational in 2024. The new facility will cover 44ha of land and have total investment of more than 1 billion USD, making it the largest Danish-invested project in Vietnam.

The sixth LEGO factory in the world, also the second in Asia, is expected to help this firm expand its global supply chain, thereby flexibly and swiftly adapting to changes in consumption demand in each region, shortening the supply chain, and reducing environmental impact by long-haul transportation.

The plant is hoped to generate 4,000 jobs in the next 15 years.

At a recent investment promotion event, Chairman of the European Chamber of Commerce in Vietnam (EuroCham) Alain Cany described the LEGO project as a demonstration of Binh Duong as a dynamic, reformed, favourable, safe, and attractive destination for European investors.

Vietnam’s stock market on track to become one of ‘Asia tigers’: BSC

The Vietnamese stock market has witnessed drastic changes in both quality and quantity in 2021 and the trend will continue this year, BIDV Securities Company said in a recent report.

The firm said that the country’s stock market was on track to follow the path of economies that were dubbed “Asian tigers” about 25-30 years ago, including Hong Kong, Singapore, the Republic of Korea and Taiwan.

In 2022, the market is likely to maintain the rally trend thanks to the fundamentals of macro factors, businesses, and cash flows, according to the firm. However, after a booming year in many aspects, BSC also became more cautious when international factors were less favourable despite positive local factors supporting the market’s growth.

The securities firm believes that the stable macroeconomic situation and the approval of the economic stimulus package will help the economy regain its growth momentum after controlling the COVID-19 pandemic.

In a positive scenario, the country’s GDP is forecast to grow by 6.6 percent and 7 percent in 2022 and 2023, respectively. Hence, listed companies’ profits are expected to strongly improve thanks to the recovery of production and consumption.

Meanwhile, as major countries and regions continue to grow post-pandemic, it creates conditions for domestic production to recover and expand important trade agreements that have been signed.

The market is still attracting strong capital flows from domestic investors and is continuously creating records in market liquidity, BSC report says.

It says that low interest rates will continue in the first half of 2022, while there is less pressure on foreign capital outflows.

On the other hand, the revised Law on Securities that took effect in 2021 is the highest legal document that consolidates market operators. This will be the foundation for launching new products, opening the door to upgrade the market.

However, BSC believes that most of the risks will come from outside such as the neutralisation of monetary policy by some countries and the increase of interest rates, the ability to control the pandemic, and the recovery of the domestic and international economy. Commodity price escalation or the reversal or bear stock markets in developed countries are also likely to negatively affect the Vietnamese stock market.

Based on factors affecting the overall market outlook by using earning per share (EPS) and price to earning ratio (P/E) methods, in a positive scenario, BSC said that the market benchmark VN-Index would reach 1,782 points in 2022 with the assumption that the EPS grew by 16.5 percent, equivalent to a P/E of 18 times.

Accordingly, the average liquidity of the three exchanges is expected to be over 1.3 billion USD per session, an increase of 15 percent compared to the average in 2021 when the number of new accounts rose by 34 percent, while the market capitalisation is expected to surge by 20 percent.

BSC also expects foreign investors to net buy a value of 500 million USD thanks to MandA deals at large private companies and listed banks. Therefore outflowing pressure from offshore is declining.

Meanwhile, in a less positive scenario, the securities firm said that the benchmark was forecast to reach 1,633 points with the EPS growing 13 percent and the P/E being 17 times. The market capitalisation would inch up about 10 percent and foreign investors would net sell a value of about 200 million USD.

The VN-Index closed last week at 1,496.02 points and posted a weekly loss of 2.1 percent due to strong selling force.

CAAV allowed to decide domestic flight frequency in upcoming holiday

The Civil Aviation Authority of Vietnam (CAAV) has been allowed to decide on the frequency of domestic flights to meet the travel demand during the upcoming Tet (Lunar New Year) holiday, under a document signed by Deputy Minister of Transport Le Anh Tuan.

The CAAV was requested to ensure traffic safety and order as well as follow COVID-19 prevention and control regulations during the largest and longest festival which always sees a peak of demand as it is an occasion for family reunion.

According to the CAAV, from December 29, 2021 to January 10, 2022, Vietnamese airlines operated 4,480 flights, transporting more than 547,000 passengers with an average occupancy rate of 64 percent.

Passenger demand on the Ho Chi Minh City – Hanoi route and from Ho Chi Minh City to/from the Central Highlands, central and northern localities during that period increased sharply with seat occupancy topping 70 percent. Carriers also fully exploited the number of flights allotted.

According to a report from airlines’ booking system, the percentage of passengers registering for seats on routes between Ho Chi Minh City and Hanoi and from Ho Chi Minh City to/from the Central Highlands, central and northern provinces has increased remarkably, exceeding their earlier predictions.

Vietnam’s UN peacekeeping officer dies on duty

The Vietnam Department of Peacekeeping Operations will hold a memorial service on January 19 for Lieutenant Colonel Do Anh, who laid down his life while performing UN peacekeeping mission.

The department said on January 17 that the memorial service will take place at the National Funeral Hall, No.5 Tran Thanh Tong street, Hanoi. He will be laid to rest in the Nhon martyrs’ cemetery in the capital city’s Bac Tu Liem district on the same day.

Do Anh, born in 1983 in the northern province of Nam Dinh and residing in Bac Tu Liem district, Hanoi, was sent to the Central African Republic to work as a military observer in 2021.

Do Anh passed away at 6am on January 6, 2022 (local time) at the field hospital No. 3 in Nakasero, Kampala, Uganda.

On January 8, the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) coordinated with the Vietnamese Ministry of National Defence to hold an online memorial service for Lt. Col. Do Anh.

Later, on January 15, the Vietnam Department of Peacekeeping Operations held a ceremony to receive his remains from the UN side.

With his dedication to the revolutionary cause of the Party, people and army and the UN peacekeeping mission, the Prime Minister signed Decision No.41/QD-TTg recognising Do Anh as a martyr and awarding him with a certificate of national merit service.

The Ministry of National Defence also posthumously promoted Do Anh from the rank of Major to Lieutenant Colonel.

Cold spell brings rains to northern, north central Vietnam

A new cold spell hit north Vietnam January 17, causing rains in many parts of the region, according to the National Centre for Hydro-Meteorological Forecasting.

The rains pose risks of flash floods, landslides and partial flooding in the northern mountainous provinces.

Temperatures in the northern region area are forecast to plunge to 11-14 degrees Celsius at the lowest and even below 5 degrees Celsius in high mountains with a possibility of frost.

Downpours, thunderstorms, whirlwinds, with lightning, hail and strong winds are also expected in the central region from January 17 afternoon to January 19. Temperatures in the northern central region will drop to 14-17 degrees Celsius at the lowest, the centre said.

People residing in the mountainous regions should refrain from engaging in outdoor activities, as well as keep their cattle, plants and aquatic farms warm to mitigate losses.

The northern area of the East Sea, including the waters around Hoang Sa (Paracel) archipelago, and the western area of the sea’s southern part, including the western waters around Truong Sa (Spratly) archipelago, are expected to have strong northeasterly wind and rough sea.

Tra Vinh: Dong Hai I wind power plant inaugurated

Trung Nam Tra Vinh 1 Wind Power JSC, a member of Trungnam Group, has inaugurated the Dong Hai I Wind Power Plant in Dong Hai commune, Duyen Hai district, the Mekong Delta province of Tra Vinh.

General Director of Trungnam Group Nguyen Tam Tien said at the January 16 ceremony that the first offshore wind power project carried out by the group is opening a path for other projects in the time to come.

Construction of the plant began in early 2021, with a total cost of nearly 5 trillion VND (220 million USD).

With each of the 25 wind power poles having a capacity of 4MW, the project is expected to send about 330 million kWh to the national power grid.

Trungnam Group has set a goal of increasing its capacity to 3.8GW of renewable energy and 1.5GW of LNG power by 2025, helping reduce carbon emissions equivalent to more than 13 million tonnes of carbon compared to coal power.
