PM Urges Building Strong Decrees on Decentralisation and Delegation of Power

Hanoi: Prime Minister Pham Minh Chinh on May 17 directed the building of decrees on comprehensive decentralisation and delegation of authority to local administrations in all areas, ensuring the implementation of the principle ‘localities decide, localities implement, localities take responsibility.’ Chairing a meeting between standing Cabinet members and ministries, sectors, and agencies regarding decentralisation, delegation of authority, and delineation of powers associated with the implementation of the two-level local administration model, PM Chinh, who is head of the Government Steering Committee for reviewing the implementation of the Party Central Committee’s Resolution No. 18-NQ/TW, requested members of the Government and the steering committee to strictly implement the directives of the Politburo on decentralisation and delegation of authority to enhance the effectiveness and efficiency of the political system, meeting the requirements for national development in the new era.

According to Vietnam News Agency, the Prime Minister’s call for action is part of a broader effort to strengthen the autonomy of local administrations by granting them more decision-making powers. This initiative is seen as a vital step in improving governance and ensuring that local governments can take swift and appropriate actions to address the unique challenges they face. The meeting underscored the importance of aligning decentralisation efforts with national development goals, thus fostering a more responsive and accountable political system.

The government’s focus on decentralisation comes at a time when there is an increasing demand for local administrations to have more control over resources and decision-making processes. By empowering local governments, the central administration aims to promote innovation, streamline administrative processes, and increase public satisfaction.
