Hanoi: Party General Secretary and State President To Lam on July 13 called for building a professional, elite, modern and humane prison management police force, stressing that the biggest success of the prison system lies not only in ensuring secure detention but also in helping offenders successfully reintegrate into society. He made the remarks during a visit to and working session with the Police Department of Prison, Correctional Institution and Juvenile Reformatory Management under the Ministry of Public Security.
According to Vietnam News Agency, the visit highlighted the importance of developing a prison management system that aligns with contemporary standards and human rights practices. To Lam emphasized the dual role of security and rehabilitation, stating that a humane approach towards offenders is crucial for their successful reintegration into society. He urged for reforms that would allow the prison management police force to operate more efficiently and effectively, embodying professionalism and modern practices.
The session also focused on strategies to enhance the capabilities of the prison management police force. To Lam underscored the importance of ongoing training and development to ensure that personnel are well-equipped to handle the complexities of modern prison management. He also called for the adoption of advanced technologies and methods to improve the overall functioning of the prison system.
By prioritizing these aspects, To Lam hopes to foster a prison environment that not only maintains security but also supports the transformation and rehabilitation of offenders. This approach, he believes, will contribute significantly to societal safety and the reduction of recidivism rates, ensuring that individuals have the opportunity to become productive members of society once they have served their sentences.
