Ottawa:General Secretary of the Communist Party of Vietnam Central Committee and President To Lam, along with a high-ranking Vietnamese delegation, arrived in Ottawa on the night of September 23. This marks the beginning of a State visit to Canada.

According to Vietnam News Agency, the visit is taking place at the invitation of Canadian Governor General Louise Arbour.
