Education minister stresses need for school reopening

Minister of Education and Training Nguyen Kim Son has underlined the necessity for school reopening, noting that the country now has sufficient conditions for the move.

Safely adapting to the pandemic and gradually reopening schools are highly important for educational activities to return to normal, he told the Vietnam News Agency on January 25.

He said under the Government’s directions on safe and flexible adaptation to and effective control of COVID-19, the Ministry of Education and Training (MoET) has worked with the Health Ministry to issue guidance on pandemic safety for students once in-person learning is restored.

Over the last two years, online teaching and learning have been carried out on a large scale as a compulsory measure in response to the pandemic. However, differences in communication infrastructure and economic conditions among regions have resulted in a large gap in educational access. Students, especially preschool and primary ones, in less developed, mountainous, and insular areas have encountered disadvantages in this regard, Son admitted.

Facing that fact, various solutions have been taken. Under a programme launched by the Prime Minister, localities, businesses, organisations, and individuals have donated school tools and expanded the Internet coverage to help with online learning. Thousands of computers and smart phones have been delivered to underprivileged students so far, according to the minister. He held that the pandemic has given a boost to the IT application in the education sector, greatly contributing to the fundamental and comprehensive reform of education and training.

Pointing out the need for school reopening, the official said prolonged virtual learning may lead to certain negative impacts on educational quality, as well as the physical and mental health of teachers, students, and related persons.

Meanwhile, Vietnam has recorded a high vaccination rate in the community, including those aged between 12 and under 18, and gained more experience in disease prevention and control. It now has sufficient grounds, experience, and conditions to strongly promote school reopening.

This is not merely school reopening but also the reinforcement and reconstruction of education, Son went on.

The MoET has also asked localities to make plans on consolidating knowledge for students when in-person learning is resumed, he said, adding that the consolidation will be conducted in not only one year but many years.

During a meeting in Hanoi on January 24, Deputy Minister Ngo Thi Minh said 14 localities nationwide have restored in-person learning, 30 others combined both online and offline learning, and 19 others offered lessons online or via television. As scheduled, 35 more localities will re-open schools on February 7, bringing the total to 49, while 14 others will do the same on February 12.

World Bank builds offshore wind roadmap for Vietnam

The World Bank has recommended 20 actions that address three priority themes for Vietnam’s successful offshore wind industry.

The ‘Offshore Wind Roadmap for Vietnam’ report is the outcome of a study that followed an invitation from the Vietnamese Government to the WB. It was carried out from February to October 2020.

According to the WB, by 2035, there will be about 450 large offshore wind turbines operating in Vietnam, installed at about 10 large conventional fixed offshore wind farms and one or two at floating ones.

In addition, based on leases issued to date, there will be about 30 smaller nearshore wind farms using smaller turbines.

The WB warned that nearshore projects in proximity to key biodiversity areas, critical habitats, and sensitive natural habitats will likely result in very high environmental impacts and may be unlikely to meet WB Group environmental and social standards.

The cost of energy of the first offshore wind projects will likely be high, at 150-200 USD/MWh, due to a lower capacity factor, limited use of local suppliers, and small project scale.

Experience from other markets has shown that the cost of energy quickly reduces as more capacity is built out, with risks reducing and local capability increasing. In this scenario, the cost of energy of projects can be expected to reduce to around 80–90 USD/MWh by 2030 and 60–70 USD/MWh by 2035.

Under high growth scenario, with significant expansion of offshore wind resulting in offshore wind supplying 12 percent of Vietnam’s electricity needs by 2035, levelised cost of energy is projected to be 20 percent lower.

Local jobs will quadruple and there will be more value added to the economy. Consumers will enjoy less than half the net cost, according to the report.

Experience in developed offshore wind markets suggest that ambitious, long-term targets can serve as cornerstones for industry development, it continued.

The results of this roadmap suggest that a target of 10 GW by 2030 and 25 GW by 2035 would likely accomplish this objective. At the same time, a consequence of higher growth is a higher risk of adverse environmental and social impacts.

This places even greater importance on the need to develop a marine spatial plan and a framework for environmental legislation to be put in place before development leases are issued.

Savills Vietnam: HCM City’s office lease market recovering

The office lease market in Ho Chi Minh City is recovering, with hybrid working model comprising both remote and office-based work emerging as a bright spot, according to experts from Savills Vietnam.

Director of Savills Vietnam Commercial Leasing Tu Thi Hong An said while co-working model is growing slowly, hybrid working spaces are proving effective to optimise operating cost and maintain working productivity amid limited supply in the downtown.

Commenting on the outlook for the office market in the near future, the company said by 2015, additional 550,000 sq.m from 21 new projects will be available, with 11 projects outside the downtown accounting for 48 percent of the total area. Four A-class projects will enter the market from 2023 with an average floor area of 67,000 sq.m each, equivalent to 49 percent of the supply in the future.

According to the municipal Centre for Forecasting Manpower Needs and Labour Market, employment demand this year will be 310,000 if the pandemic is under control, mostly in the fields of commerce, real estate and electronics. Together with information technology and communications, they also attracted the most new and additional foreign direct investment last year. Therefore, they are expected to spur demand for leasing offices and also co-working spaces this year.

PM asks Thanh Hoa to capitalise on strengths for development

Prime Minister Pham Minh Chinh has advised Thanh Hoa to ultilise the advantage of large population and promote its heroic historical traditions among other strengths for local development.

He made the advice during a series of activities in the north central province on January 25, including a meeting with the local Ham Rong club and visits to needy families and workers affected by COVID-19.
