Phu Quoc:More than 4.888 trillion VND, which is over 18.8 million USD, has been disbursed for projects related to the APEC Economic Leaders' Week 2027 in Phu Quoc special zone, located in the Mekong Delta province of An Giang, as of September 25. This amount represents over 49% of the planned capital for 2026, according to the Ministry of Finance.
According to Vietnam News Agency, 21 projects are in progress for the event. These include 10 projects funded through public investment and 11 projects under public-private partnerships (PPP) and business investment arrangements. Among the public investment projects, nine are receiving central budget support with a total 2026 capital allocation surpassing 9.93 trillion VND. This includes nearly 8.295 trillion VND from the central budget and 1.635 trillion VND from the local budget.
As of September 25, disbursement from the central budget exceeded 3.638 trillion VND, which is nearly 44% of the plan, while local budget disbursement was over 1.25 trillion VND, surpassing 76%. However, several projects have reported low disbursement rates. Notably, the project to build underground technical infrastructure in An Thoi reached just over 13% disbursement. Additionally, the An Thoi concentrated wastewater treatment plant, which switched to public investment funding in August 2026, has not yet received central budget funding.
Four resettlement projects in An Thoi, Ho Cua Can, Ho Suoi Lon, and Ham Ninh, received more than 2.768 trillion VND from the local budget under the 2026 plan, with 1.87 trillion VND disbursed by September 25, equating to over 67% of the plan. For the 11 PPP and business investment projects, except for the An Thoi concentrated wastewater treatment plant now converted to public investment, the remaining projects are progressing as scheduled.
The Ministry of Finance noted that while APEC 2027 projects are being accelerated, progress remains uneven, with some projects lagging. These include Provincial Road 975, APEC Boulevard, the underground technical infrastructure in An Thoi, and developments in the Duong Dong area. Environmental projects are also moving slowly, with some essential facilities not yet under construction. The Ministry attributes these delays to the rainy season, uncoordinated site clearance, infrastructure relocation, and the need for more expedient construction material supply.
An Giang authorities have urged relevant units to monitor resources closely and develop plans to catch up on delayed projects to ensure timely completion for APEC 2027.
