Hanoi: Party diplomacy serves as the key political foundation guiding the overall Vietnam-Cuba relationship, Politburo member and Minister of Foreign Affairs Le Hoai Trung and his Cuban counterpart Bruno Rodrguez Parrilla, reaffirmed at their talks in Hanoi on February 2.
