Hanoi: Vietnam has three key factors needed to turn policies into concrete results: a unified implementation structure, policies grounded in local realities, and broad public support, according to British researcher of Vietnamese politics and history Kyril Whittaker. Speaking to Vietnam News Agency correspondents in London, Whittaker, also a member of the Communist Party of Britain, analysed the four strategic shifts outlined by General Secretary of the Communist Party of Vietnam Central Committee and President To Lam at the third plenum of the 14th Party Central Committee.

According to Vietnam News Agency, Whittaker emphasized the importance of a unified implementation structure, indicating that cohesive coordination among various government levels is crucial for successful policy execution. He also highlighted the significance of policies that are closely aligned with the local context, ensuring that governmental actions are relevant and effective for the communities they aim to serve.

Furthermore, Whittaker pointed out the necessity of broad public support, which he believes is essential for the sustainability of policy initiatives. He noted that engaging the public and securing their backing can play a pivotal role in the long-term success of Vietnam's strategic shifts.
