Vietnam’s Top Leader Urges Shift in National Security Strategy

Hanoi:General Secretary of the Communist Party of Vietnam Central Committee and President To Lam has urged a significant shift in the national security strategy.

According to Vietnam News Agency, To Lam called on the Central Public Security Party Committee and the Ministry of Public Security to transition from merely responding to security threats to a more proactive approach that includes effective forecasting, prevention, and shaping of security measures.

During a meeting in Hanoi on September 30, which reviewed the performance of the Central Public Security Party Committee and the Ministry of Public Security over the past nine months of 2026, To Lam outlined key tasks for the remainder of the year.
