Khanh Hoa: fisherman suffering from decompression brought ashore for further treatment

A fisherman suffering from decompression sickness due to deep diving was brought ashore from Truong Sa township’s medical centre in Truong Sa district, the south-central province of Khanh Hoa for further treatment in HCM City’s Military Hospital 175 in the early morning of March 25.

The 51-year-old patient, residing in the central province of Ha Tinh, is a crew member of fishing boat QNg 96-293 TS.

After diving at a depth of 35 metres and coming to the surface suddenly, the man had left chest pain, mild shortness of breath and weak legs. He was took to Truong Sa township’s medical centre for treatment at 12:00 on March 23.

Through blood tests and X-rays scanning, the patient was diagnosed with decompression sickness due to deep diving in the 23rd hour. He was placed under intensive treatment but his health condition did not improve.

After consulting doctors of the Military Hospital 175 via Telemedicine, doctors here urgently proposed the Ministry of Defence bring the patient ashore for further treatment.

During the process of transporting the patient to the mainland, the air emergency team of the Military Hospital 175 always closely monitored the patient’s vital signs, and cooperated with the flight crew of the ministry’s Army Corps 18 to ensure safety for the flight and the patient.

On March 25 morning, after receiving intensive treatment at the Military Hospital 175 in HCM City, the patient showed signs of improvement./.

Cambodian schools to be closed during SEA Games

All-level public and private educational institutions in Cambodia will be closed from April 20 to May 18 for the 32nd SEA Games and the 12th ASEAN Para Games.

Minister of Education, Youth, and Sports Hang Chuon Naron sent a document on the closure to all school rectors and directors of education departments in Phnom Penh and provinces.

As many as 11,453 sport delegates from the ten ASEAN member countries and Timor-Leste will compete in the upcoming games.

The 32nd SEA Games will take place from May 5-7, featuring 37 sports, while the 12th ASEAN Para Games will be held from June 3-9, 2023, with 13 events.

The torch relay for the games began in Cambodia on March 21. The first stop of the torch outside the host Cambodia in its tour of the 10 ASEAN countries is Hanoi, Vietnam, where it was carried along several streets around Hoan Kiem Lake in the downtown of Hanoi on March 24 morning./.

Hot-air balloon festival draws tourists to Binh Thuan

A hot-air balloon festival was held on Doi Duong beach, the south-central province of Binh Thuan, on March 24 morning to celebrate the National Tourism Year 2023 themed “Binh Thuan – Green Convergence”.

Thousands of locals and tourists gathered on the beach to admire the 25 balloons and took photos with them.

Many were delighted to see many balloons flying in the sky for the first time.

With 192km of coastline, Binh Thuan is home to islands, islets, coves, bays, and white sand beaches with clear blue water, which form famous tourist attractions. The province has tourism resources with many historical-cultural relics and traditional festivals. Currently, the province has nearly 900 lodging facilities with over 17,000 rooms, including 45 hotels and resorts from three to five stars with nearly 5,000 rooms. It has 13 travel agencies, including eight international travel agencies.

The province strives to attract over 6.7 million tourists this year and turn tourism into one of the three pillar economies. Last year, it served over 5.7 million visitors./.

ASEAN bolsters digital collaboration

The First ASEAN Digital Senior Officials’ Meeting and ASEAN Telecommunications Regulators’ Council (ADGSOM – ATRC) Leaders’ Retreat in 2023 took place on March 20-21 at the ASEAN Secretariat in Jakarta, Indonesia.

The event was chaired by the Philippines as ADGSOM Chair for 2023. The meeting discussed the outcomes and follow-up actions from the 3rd ASEAN Digital Ministers’ Meeting (ADGMIN) held from February 6-10 in Boracay, the Philippines.

Taking a multi-faceted approach that considers the economic, social, and environmental dimension of digitalisation and digital technologies, the meeting recognised the urgent need for collaboration and synergy among the ASEAN member states to achieve a sustainable, inclusive, and resilient digital future.

With the ASEAN Digital Masterplan 2025 reaching its halfway mark in 2023, the meeting assessed current achievements and examined whether there is a need to refine desired outcomes and enabling actions to achieve the goals set out in the Masterplan./.

Japanese ODA contributes greatly to Vietnam’s development: Deputy Foreign Minister

Japan’s Official Development Assistance (ODA) has greatly contributed to Vietnam’s cause of socio-economic development, poverty reduction and infrastructure building over the past 30 years, said Standing Deputy Foreign Minister Nguyen Minh Vu.

Vu made the remark during a reception on March 24 for Chief Representative of the Japan International Cooperation Agency (JICA) Vietnam Office Shimizu Akira, who came to bid farewell at the end of his tenure in Vietnam and introduce his successor Sugano Yuichi.

The Deputy FM thanked the JICA Vietnam Office and Shimizu himself for their role in coordinating projects funded by ODA of the Japanese Government in Vietnam, as well as their cooperation with Vietnamese agencies in pushing ahead important joint projects of the two countries.

He pledged that the Vietnamese Foreign Ministry is always ready to work with the Japanese side for the smooth implementation of joint projects, in accordance with the aspiration and benefits of people of the two countries.

The new Chief Representative of JICA Vietnam Office affirmed that Vietnam is an important economic partner of Japan and a priority in JICA’s cooperation in the region. He expressed a wish for continued support of the Vietnamese Foreign Ministry so as to effectively roll out bilateral cooperation in the time ahead./.

Over 103,000 TB cases detected in Vietnam last year

Vietnam detected 103,120 tuberculosis (TB) patients in 2022, up nearly 31% year-on-year, and 1.8% against that of 2020.

These figures were disclosed at a workshop held in a hybrid format in Hanoi on March 24 to mark the World TB Day, with an aim to raise public awareness of the serious impacts of tuberculosis on public health and socio-economic development, and boost efforts to put an end to the disease.

Deputy Minister of Health Tran Van Thuan said that although Vietnam has gained a lot of achievements in TB prevention and control, it is among countries with a high TB burden, with 169,000 detected cases and 12,000 deaths in 2021.

Tuan cited the Global Tuberculosis Report 2022 as saying that Vietnam ranked 11th out of 30 countries with the highest burden in the world, and was facing a risk of outbreaks in the community.

Notably, 70% of TB patients are of working age, making the disease really a problem affecting the economy of each family in particular and the country in general.

Therefore, investing in ending TB is investing in sustainable development, Thuan emphasised.

World Health Organisation (WHO) Representative in Vietnam Angela Pratt appreciated Vietnam’s efforts in TB prevention and control. She said Vietnam has carried out many important policies, including ensuring sustainable financing for treatment, and piloting and duplicating the proactive detection of cases as well as the application of more modern technology in testing./.

Workshop seeks solutions to prevent payment for illegal games

The Authority of Broadcasting, Television, and Electronic Information under the Ministry of Information and Communications (MIC) on March 23 organised a workshop seeking measures to curb payment for illegal games.

According to the authority’s statistics, Vietnam currently ranks 7th in the world and 2nd in Southeast Asia in terms of the number of game downloads. Vietnam also ranks 3rd among the region’s 10 game application manufacturers. However, Vietnamese companies can only produce 10% of the games which are in circulation in Vietnam while the remaining 90% of the games are from abroad.

The actual number of the games that are circulated in the country is much more.

Le Quang Tu Do, Director of the Authority of Broadcasting, Television, and Electronic Information, said that there are currently hundreds of thousands of unauthorized games being released online, mainly on the app stores of Apple App Store and Google Play Store, or Valve Stream. The total revenue of unlicensed games is estimated at nearly 5 trillion VND (212.8 million USD) per year.

Diverse forms of electronic payment have contributed to promoting digital content services and entertainment services such as games, movies, and e-commerce, he said, adding that e-payment is also one of the popular ways for users to directly pay for unauthorised games.

Besides payment made when users download games from app stores, many websites also allow download of unlicensed and unauthorised games directly, making it more complicated to control payment channels/money flows for unauthorized games, the official said.

Deputy Minister of Information and Communications Tran Thanh Lam said that the ministry will cooperate more closely with the State Bank of Vietnam and the Ministry of Public Security to handle inadequacies in payment for unauthorised games.

The ministry also requested organisations and enterprises providing intermediary payment services to strictly comply with relevant specialised laws and regulations when connecting and paying for game services.

The organisations and enterprises were asked to implement measures to prevent, not connect, and pay for unauthorized games through their payment systems or when receiving requests from state management agencies.

The Authority of Broadcasting, Television, and Electronic Information will periodically send a list of licenced games and a list of unauthorised games to payment intermediaries so that they can refuse to provide services if people pay for unauthorised games, Lam said./.

Vietnam, US nourish economic, trade, investment ties

Head of the Party Central Committee’s Economic Commission Tran Tuan Anh has affirmed the Vietnamese Party and State’s consistent policy of always considering the US one of the top important partners.

During a working session with a delegation from the US-ASEAN Business Council (USABC) in Hanoi on March 23, Anh expressed his delight at the strong and substantial development of cooperation between Vietnamese and US firms.

He highly valued the US businesses’ positive contributions to the transformation and growth of Vietnam’s economy, and expressed the readiness to engage in dialogues with US enterprises to address obstacles in bilateral economic, trade and investment cooperation.

Hailing the US firms for expanding operations, research and development and innovation, he suggested the USABC further enhance its role as a bridge promoting Vietnam-US comprehensive partnership effectively and substantially that are aligned with needs and interests of both sides; step up collaboration in diversifying and ensuring supply chains, and further expand business operations.

The USABC delegation vowed to continue partnering closely with Vietnam and nourish Vietnam-US economic, trade and investment ties extensively, effectively and substantially that match their interests.

Both sides looked into Vietnam’s development strategy, several priority issues to bolster bilateral ties and proposed joint work in fields of the US’s strength and Vietnam’s demand such as health care, green energy, renewable energy, financial services, digital economy, science and technology./.
