Ocean dialogue dicusses offshore renewable energy potential

Offshore renewable energy was the centre of discussion at the 10th Ocean Dialogue in the central province of Khanh Hoa on March 23.

The event, entitled “Offshore Renewable Energy: Opportunities and Challenges to Green Transition”, drew the virtual and in-person participation of more than 200 domestic and foreign experts. It was jointly organised by the Diplomatic Academy of Vietnam (DAV) and the Konrad Adenauer Stiftung Foundation (KAS).

In his remarks, Assistant to the Foreign Minister Nguyen Minh Vu expressed optimism about the development of renewable energy in general and wind power in particular.

In the long term, offshore wind power will be cheaper than current fossil fuel-based energy sources, he said, adding that other types of offshore renewable energy are also becoming indispensable elements of the modern, blue economy.

Vietnam is committed to joining the common effort of mankind to promote clean energy, as demonstrated through its commitments at the 26th UN Climate Change Conference of the Parties (COP26) and the Just Energy Transition Partnership (JETP), the official said.

Vietnam is an attractive market for investment in this field and hopes to attract the participation and support of foreign partners through investment, technology, finance and capacity building to realise the goal of building a low-carbon and climate-resilient economy, he went on.

The dialogue, which consisted of four sessions, focused offshore renewable energy and geopolitics; the United Nations Convention on the Law of the Sea (UNCLOS) and offshore renewable energy; regional and international practice on offshore renewable energy; and policy recommendations on offshore renewable energy development in the East Sea (internationally known as South China Sea).

Participants said that while offshore renewable energy plays an increasingly important role in the world and regional economy, it still faces a lot of challenges such as pandemics, conflicts and trade disputes which adversely affect the development of offshore renewable energy in particular and the transition to greener and cleaner energy in general.

They also discussed the legal framework governing the exploitation of offshore renewable energy, particularly wind power.

Giulia Cretti, a research fellow at the EU and Global Affairs Unit of Clingendael – the Netherlands Institute of International Relations, said that the East Sea has abundant offshore wind energy potential.

The region can serve the Association of Southeast Asian Nations (ASEAN) in its ambition to increase the proportion of renewable energy to 23% by 2030, she said.

Some speakers said that transnational cooperation is the “key” to the development of offshore renewable energy in the East Sea.

They suggested that countries should have policies to encourage the use of new technologies, support infrastructure development, train high-quality human resources and launch appropriate financial support packages for the development of offshore renewable energy in general and offshore wind power in particular, contributing to the region’s efforts to reduce emissions to zero.

Workshop seeks solutions to prevent payment for illegal games

The Authority of Broadcasting, Television, and Electronic Information under the Ministry of Information and Communications (MIC) on March 23 organised a workshop seeking measures to curb payment for illegal games.

According to the authority’s statistics, Vietnam currently ranks 7th in the world and 2nd in Southeast Asia in terms of the number of game downloads. Vietnam also ranks 3rd among the region’s 10 game application manufacturers. However, Vietnamese companies can only produce 10% of the games which are in circulation in Vietnam while the remaining 90% of the games are from abroad.

The actual number of the games that are circulated in the country is much more.

Le Quang Tu Do, Director of the Authority of Broadcasting, Television, and Electronic Information, said that there are currently hundreds of thousands of unauthorized games being released online, mainly on the app stores of Apple App Store and Google Play Store, or Valve Stream. The total revenue of unlicensed games is estimated at nearly 5 trillion VND (212.8 million USD) per year.

Diverse forms of electronic payment have contributed to promoting digital content services and entertainment services such as games, movies, and e-commerce, he said, adding that e-payment is also one of the popular ways for users to directly pay for unauthorised games.

Besides payment made when users download games from app stores, many websites also allow download of unlicensed and unauthorised games directly, making it more complicated to control payment channels/money flows for unauthorized games, the official said.

Deputy Minister of Information and Communications Tran Thanh Lam said that the ministry will cooperate more closely with the State Bank of Vietnam and the Ministry of Public Security to handle inadequacies in payment for unauthorised games.

The ministry also requested organisations and enterprises providing intermediary payment services to strictly comply with relevant specialised laws and regulations when connecting and paying for game services.

The organisations and enterprises were asked to implement measures to prevent, not connect, and pay for unauthorized games through their payment systems or when receiving requests from state management agencies.

The Authority of Broadcasting, Television, and Electronic Information will periodically send a list of licenced games and a list of unauthorised games to payment intermediaries so that they can refuse to provide services if people pay for unauthorised games, Lam said./.

Singapore, Malaysia boost bilateral cooperation

Singaporean President Halimah Yacob met with Yang Di-Pertuan Agong of Malaysia Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah on March 21 within the framework of her state visit to Malaysia. President Yacob reaffirmed the two countries’ time-honoured relations built on the warm people-to-people ties at all levels. Talking to the host country’s Prime Minister Anwar Ibrahim, the Singaporean leader expressed her belief that under the leadership of PM Anwar, bilateral cooperation will be enhanced across multiple domains and deliver concrete benefits to the two nations’ peoples and businesses. Indonesia boosts tilapia production to meet global demand

The Indonesian Ministry of Marine Affairs and Fisheries continues to boost tilapia production to meet the high global demand for the commodity.

In his remarks at the launching of the Quarantine Quality Month recently, Minister of Marine Affairs and Fisheries Sakti Wahyu Trenggono said that the international demand for tilapia is huge, with the market in 2023 alone valued at 13.9 billion USD.

He said the ministry seeks to develop tilapia cultivation centres along Central Java’s north coast to replace shrimp, which was once its main commodity.

According to Trenggono, the fish export market remains stable and is not affected by the global recession, while the global demand for protein from fish continues to increase.

Indonesia’s main aquatic export commodities include shrimp, tuna, skipjack, cuttlefish, octopus, and crabs, he said, adding that the country is keen to grab a share in the market of five main fishery commodities at the global level, namely shrimp, lobster, crab, tilapia, and seaweeds./.

Vietnam, Cambodia to maintain high-level consultations, bilateral mechanisms

Vietnam and Cambodia agreed to continue maintaining high-level exchanges, consultations, and bilateral mechanisms in the coming time at the 20th meeting of the Vietnam-Cambodia Joint Committee on economic, cultural, scientific and technological cooperation in Hanoi on March 21.

The meeting was co-chaired by Foreign Minister Bui Thanh Son and Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn in the framework of the latter’s ongoing official visit to Vietnam.

In his remarks at the meeting, FM Son expressed his delight at the fruitful development of the traditional friendship and comprehensive cooperation between Vietnam and Cambodia, saying that stakeholders in the two countries have coordinated to successfully organise important events and commemorative activities in the Vietnam – Cambodia Friendship Year 2022. The events have contributed to further tightening the bilateral relations, and raising awareness of people of the traditional friendship between the two countries, he said.

For his part, Prak Sokhonn said bilateral cooperation mechanisms and cooperation between ministries, sectors and localities of th two countries have been strengthened and proven effective.

He added that the meeting offered an opportunity for the two sides to discuss how to further improve the effectiveness of bilateral cooperation at regional and international forums.

The two sides discussed cooperation outcomes among ministries and sectors in recent times across all fields of politics-diplomacy, defence, security, border control, economy, trade, investment, transport, education-training, culture, sports, tourism, health care, and justice.

They shared pleasure at the two sides’ close coordination in successfully organising a high-level meeting between the Communist Party of Vietnam and the Cambodian People’s Party on February 18, 2023; the official visits of Prime Minister Pham Minh Chinh and National Assembly Chairman Vuong Dinh Hue to Cambodia in 2022; as well as other activities to mark the 55th founding anniversary of the diplomatic ties.

Defence-security cooperation has become an increasingly important pillar, while economic cooperation has been also a highlight in bilateral relations in recent years. Last year, two-way trade hit 10.57 billion USD, up nearly 11% year-on-year. Vietnam is Cambodia’s third largest trade partner in ASEAN. Vietnam has so far 205 valid investment projects worth 2.94 billion USD in Cambodia, ranking first in ASEAN and among the five biggest foreign investors in Cambodia.

The two sides agreed to continue effectively implementing signed agreements; strengthening security and defence cooperation; working together to boost economic connectivity and deal with difficulties facing businesses of both countries; and maintaining the stable growth of bilateral trade and investment.

They also concurred to step up partnerships in transport, tourism, agro-forestry-fisheries, telecommunications and information technology, labour, natural resources and environment, whilst promoting cooperation among localities and within the Cambodia-Laos-Vietnam (CLV) Development Triangle. They agreed to work closely in searching for, collecting and repatriating the remains of Vietnamese soldiers who fell down in Cambodia during wartime.

On behalf of the two governments, FM Son and Sokhonn signed the meeting’s minutes. The 21st meeting of the committee is scheduled to be held in Cambodia in 2024./.

This funding will help SHB support local businesses and enhance their participation in the global supply chain. ASEAN bolsters One Health Initiatives to prevent future pandemics

The Association of Southeast Asian Nations (ASEAN) has committed to implementing One Health initiatives to prevent future pandemics due to transmission from animals to humans.

This commitment will be featured in the ASEAN Leaders Declaration (ALD) on One Health Initiatives, helping to building stronger regional health collaboration between member countries which is very important in pandemic prevention, preparedness and response.

Under the Indonesia’s ASEAN 2023 Chairmanship, member states and partners held talks to develop the first draft of the initiative from March 15-17 in Bali.

Director General of Disease Prevention and Control under Indonesian Ministry of Health Maxi Rein Rondonuwu said that One Health is the best approach to prevent and response to the pandemic. This approach requires a strong inter-sectoral cooperation and coordination mechanism.

For his part, expert Andre Furco of the World Organization for Animal Health (WOAH) acknowledged that One Health is a powerful approach that ensures health for human, animals, plants and the environment as well as food security and safety while paving the way for achieving the Sustainable Development Goals./.

Vietnam, Thailand beef up sci-tech, educational collaboration

Thailand will further promote sci-tech and education cooperation with Vietnam, including a plan to teach Vietnamese at some local universities, affirmed Minister of Higher Education, Science, Research and Innovation (MHESI) Anek Laothamatas in a working session with Vietnamese Ambassador Phan Chi Thanh in Bangkok on March 20.

Thanh proposed the minister direct relevant departments to discuss the organisation of the first meeting of the Vietnam-Thailand Joint Committee for Science and Technology Cooperation. He said via the meeting, the sides will agree on contents serving the promotion of their engagements in the time to come and on a mechanism of co-financing joint research cooperation tasks, especially in the fields of digital transformation, green transformation, biotechnology, and automation.

He suggested Thailand support the teaching of the Vietnamese language in Thailand and informed his host that the Hanoi University of Vietnam is building a project to study the establishment of a Vietnamese language and education centre in Thailand.

The diplomat recommended the Thai side help expand the Thai language education programme in Vietnam. Currently, Thailand is assisting five Vietnamese universities in teaching the language, with the Thailand International Cooperation Agency (TICA) granting scholarships for Vietnamese lecturers to join training courses in Thailand as well as offering the universities related teaching and learning materials.

He also proposed that the MHESI introduce Thai schools for forming twinning relations with Vietnamese schools, thereby enhancing exchanges of students, teachers and educational administrators at the grassroots level.

Agreeing with Thanh’s proposals, the Thai minister pledged to push for the early organisation of the first meeting and underscored Thailand’s readiness to grant scholarships for Vietnamese students studying sci-tech disciplines in the country, especially concerning the health

The MHESI supports the establishment of the Vietnamese centre and the teaching of Vietnamese at Thai universities. He asked the Vietnamese side to soon decide on the related teaching programme, send experts, and support the training of teachers and lecturers in Thailand./.
