ADB approves loan to help Cambodia reform education

The Asian Development Bank (ADB) has approved a 70-million-USD loan to Cambodia to support government efforts to deepen reforms in upper secondary science, technology, engineering, and mathematics (STEM) education across the country.

The Science and Technology Project in Upper Secondary Educationwill help Cambodia develop high-quality human resources, especially in the STEM field, as the country aspires to transform its economy to a technology-driven and knowledge-based economy, the bank said in its press statement on November 7.

The project will put in place standards for quality education for all upper secondary schools, upgrade facilities, and provide essential education technology and STEM equipment in Cambodia, the bank noted, adding that it will also help upgrade facilities in secondary schools in the Southeast Asian nation.

According to ADB Principal Education Specialist for Southeast Asia Lynnette Perez, the project will help to strengthen Cambodia’s education system by upgrading its traditional STEM education to keep up with the growing demand for a highly qualified labor force.

It will help improve student proficiency in critical thinking, problem-solving, creativity, and collaboration, all of which are needed for a knowledge-based economy, she went on./.

US pledges support to Vietnam in just energy transition

US Special Presidential Envoy for Climate John Kerry on November 7 affirmed support to Vietnam in just energy transition and climate change response.

At a meeting with Vietnamese Minister of Natural Resources and Environment Tran Hong Ha on the sidelines of the 27th UN Climate Change Conference (COP27), Kerry said the US will boost cooperation with Vietnam and work together with the Southeast Asian nation to fulfill climate commitments.

For his part, Ha reiterated Vietnam’s commitment made at COP26 to achieving net zero emissions by 2050 and stressed that the country is rolling out comprehensive measures in energy transition to complete the target.

However, he said, ensuring energy security to serve economic development and reducing greenhouse gas emissions at the same time require international support in terms of both resources and technology.

The two sides compared notes on ways and solutions to cope with climate change and limit global warming to below 1.5 degrees Celsius as set in the Paris Agreement on climate change.

The COP27 is taking place in Egypt from November 6-18./.

Innovative ASIC CPU Drives Record-Setting Server Performance

Alchip Teams with Synopsys to Meet 400-Watt Power Challenge

San Jose, CA, Nov. 07, 2022 (GLOBE NEWSWIRE) — In a paper presented at the TSMC North America Open Innovation Platform Forum, Alchip Technologies and Synopsys showed how collaborative design expertise, EDA tools, and high-quality IP had created a record-setting, high-performance artificial intelligence enabled data center system-on-a chip (SoC).

The paper, being presented at TSMC OIP Forums in North America, Europe, and China, explains how the two companies developed a new high-performance SoC to operate to specification under extremely challenging 400-watt dynamic power conditions. The device also achieved first-pass silicon success on TSMC’s 7nm process technology.

The achievement is significant because today’s cloud-hosting data centers require tremendous amounts of energy to process the multi-terabytes of data powering today’s modern society. That energy generates millions of BTUs of heat which is a sizeable physical challenge for a computing system to deal with as it introduces new, complex challenges of IR drop, EM signoff, thermal considerations, and packaging design.

The data challenge itself is another huge ask. The most advanced SoC designs require higher compute density and faster interfaces, while operating efficiently in extremely elevated thermal conditions. In addition, server CPUs are handling increasing sizes of data sets, forcing more data movement to and from embedded SRAM.

But using Synopsys tools and leading-edge IP, Alchip engineers exceeded their design goals with an SoC capable of punching out more than 2.5 gigahertz (GHz) of performance across a 480mm2 device while running on dynamic power of less than 400 watts.

“This project really illustrates that solving today’s complex IC challenges requires multi-company collaboration.  Both Synopsys and Alchip are members of TSMC Open Innovation Platform and it takes an industry effort of this magnitude to productively channel our collective energies,” explained Leo Cheng, Senior Vice President, Design Engineering, Alchip Technologies.

Kigali International Finance Centre (KIFC) to introduce the Rwanda Sustainable Finance Roadmap to a global audience at COP27

KIGALI, Rwanda, Nov. 07, 2022 (GLOBE NEWSWIRE) — From 6 – 18 November 2022, heads of states, high level government representatives and business leaders will gather at the 27th United Nations Climate Change Conference of the Parties (COP27), in Sharm El Sheikh, Egypt for the latest round of international climate talks.

During the conference, a high-profile event will be held to globally launch the Rwanda Sustainable Finance Roadmap which was launched in Rwanda at the end of October 2022. It will be an informative session that will introduce Rwanda’s vision of becoming a sustainable finance hub, through Kigali International Financial Centre (KIFC). The launch event is set to showcase the steps Rwanda is taking towards becoming a leader in green finance; and how this Roadmap will drive the implementation of new sustainable financial structures and instruments to support ESG models and drive sustainability across Rwanda. The event will take place on Wednesday 9 November 2022 at the Rwanda Pavillion.

The Roadmap was developed in partnership with the United Nations Development Programme (UNDP) that continues to play an important role in accelerating the Sustainable Agenda on the continent. KIFC is also a member of the international network of Financial Centres for Sustainability (FC4S), a flagship initiative of the UNDP which aims to accelerate the shift to sustainable finance and achieve the goals of the 2015 Paris climate accord. The network has a collective of 39 international financial centres, representing 82% of the global equity market.

Nick Barigye, CEO of Rwanda Finance Limited, the investment promotion agency that is leading the development and promotion of KIFC, said:

“Sustainable finance is one of our key priorities and Kigali International Financial Centre (KIFC) is taking important steps to steer Rwanda towards becoming a leader in sustainable finance. The Roadmap shows the full range of financial instruments that we are implementing with a target to accelerate the mobilisation of local, regional, and international capital towards green and sustainable projects. It also provides a pathway towards transitioning our local financial sector to ESG best practices.”

Rwanda understands the importance of climate finance and recognises the role that the financial sector needs to play in driving the country’s sustainable growth through capital mobilisation and allocation of economic resources, as well as by recognising and managing risks related to climate change.

COP27 presents a great opportunity for Rwanda to promote global collaboration to address climate change issues and to advance the country’s vision to become a carbon-neutral and climate resilient economy by 2050.

COP27 is also an important opportunity for Africa and African financial centres. The continent produces just 4% of global greenhouse gas emissions however has experienced some of the worst consequences due to increasingly extreme weather conditions. This year’s negotiations need to reach concrete decisions that yield tangible results and advance the implementation of the National Determined Contributions (NDCs), including adaptation and mitigation efforts and delivery of finance to enhance implementation.
