Embassy pledges support for France – Vietnam Friendship Association

 

Vietnamese Ambassador to France Dinh Toan Thang has received a delegation of the 17th-tenure standing board of the France – Vietnam Friendship Association (AAFV) in Paris.

 

The AAFV representatives expressed their determination to further promote solidarity activities for the sake of the Vietnamese people, at the November 24 event.

 

Pointing out certain difficulties in attracting young people’s participation and handling administrative procedures, they said they hope relevant agencies of Vietnam, especially the People’s Aid Coordinating Committee under the Vietnam Union of Friendship Organisations (VUFO), will create more favourable conditions in terms of procedures so that the AAFV can carry out activities and projects benefiting more Vietnamese people.

 

Ambassador Thang highly valued the AAFV’s contributions and called on it to actively take part in major activities of the Vietnam – France relations in 2023, including the 12th decentralised cooperation conference in Hanoi and events marking 50 years since the signing of the Paris Agreement, the 50th anniversary of diplomatic ties, and the 10th anniversary of the strategic partnership.

 

The Vietnamese Embassy in France is always ready to coordinate with and help resolve difficulties facing the association to implement activities in the Southeast Asian country, he added.

 

The 17th congress of the AAFV, set up in 1961, took place in November 2021./.

Remains of 8 martyrs buried in Ha Giang province

Authorities of the northernmost border province of Ha Giang on November 26 held a memory service and burial for the remains of eight martyrs who laid down their lives in the fight to defend the border.

 

Prominent among the participants was former President Truong Tan Sang.

 

Chairman of the Ha Giang People’s Committee Nguyen Van Son stressed that the province was the fiercest battlefield in the fight more than 40 years ago.

 

More than 4,000 officials and soldiers laid down their lives in the fight, and over 1,000 of them still not found. Bombs, shells and other explosives are still scattering over thousands of hectares of land there.

 

The remains of the eight, found in Giang Nam village, Thanh Thuy commune, Vi Xuyen district, were buried at the Vi Xuyen National Martyrs’ Cemetery./.

Top legislator’s trip boosts ties with Cambodia, Philippines, ASEAN inter-parliamentary collaboration

National Assembly Chairman Vuong Dinh Hue’s official visit to Cambodia, attendance in the 43rd ASEAN Inter-Parliamentary Assembly (AIPA) General Assembly, and official trip to the Philippines from November 19 to 25 have contributed importantly to fostering Vietnam’s cooperation with Cambodia and the Philippines, and ASEAN inter-parliamentary collaboration.

 

The statement was made by Bui Van Cuong, NA General Secretary and Chairman of the NA Office.

 

Cuong affirmed that the top legislator’s seven-day trip was a success, with nearly 50 activities.

 

In Cambodia and the Philippines, Chairman Hue held talks with the top leaders of the two countries’ legislative bodies; made courtesy calls on King Norodom Sihamoni and Queen Mother Norodom Monineath Sihanouk of Cambodia; met Cambodian Prime Minister Samdech Techo Hun Sen, Deputy PM and Chairwoman of the Cambodia – Vietnam Friendship Association Men Sam An; and met Philippine President Ferdinand Romualdez Marcos and Vice President Sara Duterte. He visited Kampong Thom province of Cambodia and received leaders of some localities of Cambodia and the Philippines.

 

The NA leader also met executives of some Philippine enterprises doing business in Vietnam and attended a bilateral investment and trade forum. Besides, he visited the Vietnamese embassies in Cambodia and the Philippines and talked to representatives of the Vietnamese community in Cambodia.

 

The visit to Cambodia was the first by Hue as the NA Chairman and also among the activities in the Vietnam – Cambodia Friendship Year 2022 and in celebration of the 55th anniversary of the two countries’ diplomatic ties.

 

Parliamentary leaders of Vietnam and Cambodia discussed many cooperation aspects, signed a memorandum of understanding on cooperation between the two parliaments, and witnessed the signing of a cooperation agreement between the secretariats of their NAs.

 

In Cambodia, Chairman Hue took part in AIPA-43 and delivered an important speech. On the sidelines of this event, he had bilateral meetings with parliamentary leaders of some AIPA members and observers.

 

Within the framework of AIPA-43, Hue and his Cambodian counterpart Samdech Heng Samrin and Lao counterpart Saysomphone Phomvihane signed a joint statement on the establishment of a mechanism of the Cambodia-Laos-Vietnam parliament high-level conference, according to Vu Hai Ha, head of the foreign relations committee of the NA.

 

The Vietnamese delegation’s participation in AIPA-43 aimed to continue implementing the policy of proactively, actively, comprehensively, and intensively integrating into the world and elevating multilateral diplomacy; and join hands with other AIPA member parliaments to strengthen ASEAN’s solidarity and centrality while enhancing AIPA’s relations with partners, thereby contributing to the ASEAN Community building and promoting regional peace, cooperation, and development.

 

Meanwhile, the official visit to the Philippines from November 23 to 25 was the first to the archipelago nation by a key leader of Vietnam in 2022 and by an NA leader of Vietnam after 16 years. It was also one of the first trip by a foreign parliamentary leader to the Philippines after this country successfully held the general elections in May 2022 and elected new leaders of its House of Representatives and Senate in July.

 

Aside from working to intensify cooperation between the two legislatures, Hue and senior leaders of the Philippines also discussed measures for augmenting multifaceted ties to help bolster the Vietnam – Philippines strategic partnership.

 

Notably, both the House of Representatives and Senate of the Philippines issued resolutions affirming the enhancement of relations between the countries’ legislative bodies, with the host nation setting up the Philippine-Vietnam Parliamentarians Friendship Society./.

Persons accused of involving in wrongdoings at Advanced International JSC to stand trial

Nguyen Thi Thanh Nhan, Chairwoman and General Director of the Advanced International Joint Stock Company (AIC), and 35 others will be brought to trial on December 21 for their accused involvement in wrongdoings at the Dong Nai General Hospital, the AIC, and some others.

 

The first-instance trial, to be held by the Hanoi People’s Court, is scheduled to last for 20 days.

 

Nhan and Tran Manh Ha, Deputy General Director of the AIC, were prosecuted for “violating bidding regulations, causing serious consequences” and “offering bribes”.

 

Tran Dinh Thanh – former Secretary of the Dong Nai provincial Party Committee, and Dinh Quoc Thai – former Chairman of the Dong Nai provincial People’s Committee, face the charge of “accepting bribes”.

 

Phan Huy Anh Vu, former Director of the Dong Nai General Hospital and Director of the provincial Health Department, was charged with “violating bidding regulations, causing serious consequences” and “accepting bribes”.

 

Other defendants were accused of “abusing position and power while performing duties”, “violating bidding regulations, causing serious consequences”, and “lacking a sense of responsibility, causing serious consequences”.

 

More than 30 lawyers have registered to defend the accused. The court also appointed lawyers to defend the eight who have fled and been put on the wanted list, including Nhan and Ha.

 

According to the indictment issued by the Supreme People’s Procuracy, Nhan had mastermined, led, and directly engaged in violations of bidding regulations, including setting up relations with officials in Dong Nai province, including Thanh, Thai, Vu, and Bo Ngoc Thu (then Director of the provincial Department of Planning and Investment), to suggest collusion and directly or indirectly order her employees to offer money and material profit totaling 43.8 billion VND (nearly 1.8 million USD at the current exchange rate) to these persons so that the AIC could illegally win bidding.

 

She reportedly had directed Deputy General Directors Hoang Thi Thuy Nga and Tran Manh Ha, along with employees, to collude with the investor and consulting units to facilitate the AIC to win bidding and falsify bidding papers so that this company won 16 bidding packages worth over 665 billion VND of the Dong Nai Hospital project, causing losses of more than 152 billion VND.

 

The Supreme People’s Procuracy held that Nhan’s escape has caused difficulties for the settlement of the case.

 

Investigation agencies have put her on the national and international wanted lists. They have also issued an appeal for Nhan to turn herself in to receive leniency./.

Additional 427 COVID-19 cases confirmed on November 26

The national COVID-19 caseload rose to 11,514,174 with 427 new cases recorded on November 26, according to the Ministry of Health.

 

With 208 patients given the all clear during the day, the number of recoveries rose to 10,608,059.

 

Meanwhile, there are 108 patients needing breathing support.

 

No death from COVID-19 was recorded in the past 24 hours. The total fatalities stood at 43,170.

 

With 106,663 doses administered on November 25, the total number of doses of COVID-19 vaccines injected rose to 263,977,971./.

Int’l conference discusses green finance for sustainable development

An international conference was held in Hanoi on November 25 to seek the enhancement of cooperation with global investment institutions to mobilise green finance for State-owned enterprise (SoE) restructuring and sustainable development.

 

Pointing out changes in the global economy and emerging trends like digital transformation, green transition, and the re-shaping of supply and production chains, Minister of Foreign Affairs Bui Thanh Son said it is of great necessity to establish equal partnerships, public – private partnerships, and multi-party partnerships to work towards sustainable development.

 

Multilateral development banks, development partners, multinationals, and global funds are playing an increasingly important role in providing green investment, green finance, and technological and human resources for development, he noted, adding that effectively mobilising external resources to be combined with domestic ones to boost sustainable socio-economic development is a target and also an urgent need of the Vietnamese Government.

 

Aside from foreign direct investment, the country is also stepping up the attraction of green finance and capital from investment funds to help accelerate economic restructuring, a focus of which is SoE restructuring, and capitalise on new driving forces for green transition and green growth.

 

Vietnam owns sufficient factors of a promising destination for green and sustainable investment and capital sources, the official went on, highlighting stable economic recovery after the COVID-19 pandemic; an increasingly favourable investment and business climate with a young, creative, and highly adaptable workforce; and an economy extensively and substantively integrating into the regional and global economies.

 

At the event, participants suggested some policies for Vietnam to attract finance for sustainable development, introduced good practices in the public investment fund management connected with the SoE restructuring, and presented experiences in utilising public – private resources for green transition.

 

The conference was held by the Ministry of Foreign Affairs, the Committee for the Management of State Capital at Enterprises, and the State Capital Investment Corporation./.

Event held in India to introduce Vietnamese culture

The Vietnamese Embassy in India recently held an event introducing the culture of Vietnam, as part of the activities marking the 50th anniversary of bilateral diplomatic relations.

 

It was attended by Indian Minister of State for External Affairs and Culture Meenakshi Lekhi, General Secretary of the Communist Party of India Doraisamy Raja, General Secretary of the Communist Party of India (Marxist) Sitamram Yechuruy, and leaders of the ruling National People’s Party and the Indian National Congress party. It also saw the presence of diplomats of ASEAN countries and representatives of government agencies, major enterprises, and the Vietnamese community in the South Asian country.

 

Addressing the event, Ambassador Nguyen Thanh Hai thanked the Indian Government and people for consistently supporting Vietnam during the struggle for national liberation in the past as well as national development efforts at present.

 

He expressed his delight at the great progress in bilateral cooperation after two years of the COVID-19 pandemic, voicing his hope that the Vietnam – India cooperation will continue expanding so as to contribute to the development and prosperity in each country, along with the region and the world at large.

 

For her part, Minister of State Meenakshi Lekhi highlighted achievements in bilateral relations and emphasised the long-standing ties between the two countries, which started with religious and cultural links and have been expanded to and intensified in many different fields.

 

She also said she hopes the cooperation will keep growing to match the Vietnam – India comprehensive strategic partnership./.

UN facilitates women’s participation in peacekeeping operations: UN Under-Secretary-General

 

The United Nations will continue creating a favourable environment for women, including those from Vietnam, to effectively participate in peacekeeping operations, UN Under-Secretary-General for Peace Operations Jean-Pierre Lacroix told a conference in Hanoi on November 26.

 

Speaking at the International Conference on Women with the UN Peacekeeping Operations, the official recognised Vietnam’s great contributions to the implementation of the Women, Peace and Security agenda.

 

Given that the diversity of perspectives and skills when having both women and men in activities will help improve the way tasks are performed, he cited the important contributions by Vietnam at the UN peacekeeping mission in South Sudan as an example, affirming that the inclusion of both women and men on patrols has improved trust-building efforts among host communities.

 

Deputy Minister of National Defence Sen. Lieut. Gen. Hoang Xuan Chien, who is head of the ministry’s steering committee on Vietnam’s participation in UN peacekeeping missions, said that Vietnam has joined the UN’s work since 2014. Among 512 Vietnamese officers and soldiers sent to the UN peacekeeping missions, over 70 are women.

 

Maj. Gen. Hoang Kim Phung, Director of the Vietnam Peacekeeping Department, said that Vietnamese female soldiers hold many different positions such as military observers, doctors and nurses, and have been all assessed by the UN as successfully and excellently completing their tasks.

 

In addition, Vietnamese female soldiers are also bright spots in many UN activities in field missions, especially in people-to-people diplomacy.

 

At the event, delegates shared lessons learned in deploying female peacekeepers, and gave recommendations, including the establishment of a network of women peacekeepers in the region.

 

They also committed to supporting Vietnam in setting up a centre to promote the participation of women, including policewomen, in UN peacekeeping operations./.
