PM Pham Minh Chinh meets with US President Joe Biden in Phnom Penh

Vietnamese Prime Minister Pham Minh Chinh met with US President Joe Biden on November 12 within the framework of the 40th and 41st ASEAN Summits and Related Summits in Phnom Penh, Cambodia.

 

The two leaders affirmed they treasure and give high priority to the Vietnam – US comprehensive partnership and agreed to increase dialogues at all levels, especially high-level ones, via flexible forms.

 

In the short term, the two countries will coordinate to properly prepare for the coming phone talks between General Secretary of the Communist Party of Vietnam Nguyen Phu Trong and President Biden, and work to arrange high-level mutual visits at suitable points of time when possible.

 

President Biden suggested the two countries strongly push ahead with bilateral cooperation and capitalise on the untapped potential to develop the  relations intensively and effectively, especially in the fields of mutual interests, thereby actively contributing to regional and global peace, stability, cooperation, and development.

 

On this occasion, PM Chinh conveyed Party General Secretary Nguyen Phu Trong and President Nguyen Xuan Phuc’s invitations to President Biden to visit Vietnam. The US leader accepted the invitation with pleasure and promised to make the trip at a suitable point of time./.

Vietnamese, Canadian PMs meet on sidelines of ASEAN Summits

 

Vietnamese Prime Minister Pham Minh Chinh met with his Canadian counterpart Justin Trudeau on the  occasion of the 40th and 41st ASEAN Summits and Related Summits in Phnom Penh, Cambodia, on November 12.

 

In their first face-to-face meeting, the two leaders expressed their satisfaction with the strong development of the Vietnam-Canada Comprehensive Partnership, affirming their hope to tighten ASEAN-Canada relations.

 

Towards the 50th founding anniversary of the bilateral diplomatic relations in 2023, the two PMs agreed to promote high-level visits to reach consensus on the orientations for developing the Vietnam-Canada relations in a deep, effective and practical manner.

 

Besides cooperation in economy – trade – investment and education – training, they reached consensus on boosting collaboration in responding to climate change, promoting gender equality, and handling global challenges such as food security, energy security, and cyber security.

 

PM Chinh proposed Canada support Vietnam in the fields of energy, digital transformation and green transformation, share experience in technology, governance, institution improvement and especially high-quality human resource training.

 

He affirmed to welcome Canadian businesses to invest in Vietnam and proposed Canada further open its market for Vietnamese goods, especially agricultural and aquatic products, and grant more scholarships to Vietnamese students. The PM also suggested the Canadian Government create favourable conditions for more than 240,000 Vietnamese people living, working and studying in the nation.

 

Agreeing with PM Chinh’s proposals, PM Trudeau said that the Indo-Pacific Strategy that Canada is about to announce will cover many areas of common interests of the two countries such as innovation, green and clean technologies, digital technology, human resource development.

 

He showed his hope that the strategy will open up many new opportunities to further strengthen cooperation between Canada and ASEAN in general and Vietnam in particular.

 

On this occasion, PM Chinh invited his Canadian counterpart to soon visit Vietnam again. The latter accepted the invitation with pleasure and said he will arrange the visit at an appropriate time./.

Vietnamese, Russian FMs meet on sidelines of ASEAN Summits

Vietnamese Minister of Foreign Affairs Bui Thanh Son met with his Russian counterpart Sergei Lavrov in Phnom Penh, Cambodia, on November 12 on the occasion of the 40th and 41st ASEAN Summits and Related Summits.

 

Son affirmed that Vietnam attaches importance to the comprehensive strategic partnership with Russia and pays attention to promoting mutually beneficial cooperation in all spheres.

 

For his part, Lavrov said Russia always views Vietnam as an important partner in the region and hopes that the Southeast Asian nation will continue to act as a bridge helping Russia expand relations with other ASEAN members.

 

The two ministers noted with satisfaction that Vietnam-Russia political ties have been maintained through conversations and meetings held in all channels.

 

They agreed to soon organise the 24th meeting of the Vietnam – Russia Intergovernmental Committee on economic – trade and scientific – technical cooperation to identify collaboration orientations for the time ahead.

 

Both sides shared the view that the two foreign ministries should keep bringing into play their coordinating role in stepping up the implementation of agreements reached between senior Vietnamese and Russian leaders, and enhance their ties, including in the implementation of the ministries’ cooperation plan.

 

Regarding the Ukraine situation, Son said Vietnam always pays attention to and keeps a close watch on developments, affirming Vietnam’s consistent stance that all disputes must be resolved via peaceful measures in line with the fundamental principles of international law and the United Nations Charter, and that it hopes the parties concerned will end the conflict and resume dialogue soon.

 

As an active and responsible member of the international community, Vietnam is ready to help with promoting dialogue and seeking solutions to soon stabilise the situation in Ukraine, he added./.

Ministry perfects policies for commercial infrastructure development

 

The Ministry of Industry and Trade (MoIT) has drafted a circular regulating the classification and management of commercial establishments.

 

The move aims to develop civilised and modern commercial establishments, facilitate the flow of goods, and help promote socio-economic development in line with the Prime Minister-approved strategy for developing domestic trade by 2030, with a vision to 2045.

 

Statistics of the MoIT showed that the numbers of supermarkets and trade centres increased sharply to 1,167 and 254 in 2021, from 567 and 95 in 2010, respectively.

 

Convenience stores have also been booming in recent years, helping to fuel the trading of goods.

 

However, experts also pointed out that despite a surge in numbers, markets, supermarkets, trade centres, and convenience stores have concentrated in just urban areas while the existing legal framework has not kept pace with development.

 

Vu Vinh Phu, a retail expert, said the only legal document covering the management of commercial establishments now is Decision 1371/QD-BTM, issued on September 24, 2004 by the Minister of Trade (now Minister of Industry and Trade), which stipulates rules on the management of commercial infrastructure.

 

Most of this document’s contents are outdated. This is especially the case with regulations on convenience stores, which have grown strongly in just the last five years, he noted.

 

The lack of a legal document on this type of distribution has hampered the formation of a strategy for developing convenience stores like in other countries, Phu added.

 

The strategy on developing domestic trade by 2030, with a vision to 2045, targets that by 2030, consumer goods and service revenue traded via modern retail distribution channels will make up 38 – 42% of the total retail and consumer service revenue, compared to the current rate of about 25%.

 

Driven by this strategy, commercial establishments are forecast to flourish in the time ahead. Therefore, it is also necessary for legal documents to keep up with this trend, according to President of the Association of Vietnamese Retailers Vu Thi Hau.

 

Le Viet Nga, Deputy Director of the MoIT’s Domestic Market Department, said the MoIT will work with other ministries and sectors to develop commercial establishments in conformity with plans and strategies, while pressing on with overhauling mechanisms and policies to support commercial infrastructure development./.

Banking sector to develop digital economy, digital society

The State Bank of Vietnam (SBV) has released the banking sector’s plan to implement the national strategy on developing a digital economy and digital society by 2025, with a vision to 2030.

 

This plan aims at effectively implementing tasks assigned to the banking sector in the national strategy, approved by the Prime Minister on March 31, 2022.

 

Accordingly, cashless payments will be promoted towards comprehensive financial universalisation. To that end, focal tasks include overhauling regulations and policies on finance, fees, and charges in a way that removes barriers to cashless payments. It also includes developing payment systems, and proposing mechanisms and policies on issues related to a national digital currency.

 

The SBV will adapt policies in the banking sector to requirements of digital economy and digital society development; devise policies for raising the rate of the sector’s online operations to at least 50%; and issue and fine-tune the sector’s technical standards to serve the development of a digital economy and digital society, especially the standards of digital service quality.

 

Other tasks identified in the plan include making and implementing plans to promote the use of national digital platforms, the application of digital platforms and data, cyber security, supporting the development of digital enterprises, and enhancing cooperation with international partners in digital society development./.

PM receives high-ranking Cambodian military officer in Phnom Penh

Vietnamese Prime Minister Pham Minh Chinh received Lt. Gen. Hun Manet, Deputy Commander-in-Chief of the Royal Cambodian Armed Forces (RCAF) and Commander of the Royal Cambodian Army in Phnom Penh on November 12, within the framework of his official visit to Cambodia and his attendance at the 40th and 41st ASEAN Summits and Related Summits.

 

PM Chinh highly appreciated the outcomes of Hun Manet’s recent working visit to Vietnam as well as his attendance at the 23rd ASEAN Chiefs of Army Multilateral Meeting; and believed that the close cooperation and coordination between the armed forces, especially the two armies, is the foundation for the further development of Vietnam-Cambodia relations.

 

He stressed that Cambodia’s socio-economic development achievements and its successful organisation of the 40th and 41st ASEAN Summits and Related Summits contributed to increasing the country’s position in the international arena.

 

The two sides expressed their delight at the positive development of the bilateral friendship and comprehensive cooperation, in which defence cooperation continued to be an important pillar, contributing to maintaining independence and sovereignty, creating a peaceful and stable environment for the development of each country.

 

Hun Manet said the official visit to Cambodia by PM Chinh and a high-ranking delegation of Vietnam contributed to consolidating mutual trust and the fine neighbourliness, traditional friendship, comprehensive cooperation and long-term sustainability between the two countries.

 

He thanked the Vietnamese Party, State, army and people for supporting Cambodia in the past struggle to overthrow the genocidal regime as well as in the present process of national construction and development.

 

Hun Manet suggested the two countries promote cooperation in infrastructure connectivity, expand export markets through neighbouring countries to facilitate economic development; and coordinate to strengthen ASEAN’s solidarity and role in the regional complexion.

 

Emphasising the traditional close friendship between the armies and people of Vietnam and Cambodia, which has been nurtured by generations of leaders and people of the two countries, PM Chinh expressed his hope that Hun Manet, in his role as head of the Youth Wing of the Cambodian People’s Party (CPP) Central Committee, will pay attention to directing and increasing exchanges and connection between young leaders of the two nations, actively contributing to preserving, consolidating and developing the bilateral friendship and cooperation./.

PM Pham Minh Chinh attends ASEAN Summits with Japan, US, Canada

Prime Minister Pham Minh Chinh led a Vietnamese delegation to attend the ASEAN Summits with Japan, the US and Canada in Phnom Penh, Cambodia, on November 12.

 

At the events, leaders of the Association of Southeast Asian Nations (ASEAN) and the partners reviewed bilateral cooperation in the recent past, set out development orientations for their relations, and discussed regional and international issues of common concern.

 

Japan, the US, and Canada stressed that they treasures relations with ASEAN; pledged to continue assisting the bloc in the community building and regional integration; supported ASEAN’s centrality; and promised to make responsible and constructive contributions to ASEAN’s efforts to effectively respond to common challenges and promote the building of an open, inclusive, and transparent regional architecture that upholds international law.

 

At the 25th ASEAN – Japan Summit, the ASEAN leaders and Japanese PM Kishida Fumio applauded the strides in bilateral relations, noting that economic cooperation is a bright spot in the region’s recovery and sustainable development efforts.

 

PM Kishida emphasised that Japan attaches importance to the almost-five-decade partnership with ASEAN; backs the association’s solidarity and centrality in the regional architecture as well as the ASEAN Outlook on the Indo-Pacific (AOIP); and pledges to continue active participation in and effective contributions to the ASEAN-led mechanisms.

 

PM Chinh highly valued the importance of ASEAN’s relations with Japan – the first partner of the bloc, noting that their close and fruitful ties have become a role model of ASEAN’s cooperation with partners and substantially contributed to peace, security, stability, and prosperous development of each side and the region as a whole.

 

Regarding orientations for bilateral relations in the coming time, he stressed that economic, trade, and investment partnerships should be the basis, momentum, and priority amid the post-pandemic recovery.

 

The governments of the ASEAN countries have been creating optimal conditions for Japanese enterprises and investors to stabilise and expand production and business activities, especially in supporting industries and high-tech industry. They also hoped that Japan will facilitate Vietnam and ASEAN’s export of farm produce, and the diversification of supply chains, he added.

 

Proposing the two sides boost green, digital, and circular economy development, he expressed his hope that Japan will help ASEAN step up just energy transition, effectively respond to climate change, develop strategic infrastructure, reinforce trading connectivity, and guarantee financial, energy, and food security.

 

The Vietnamese leader also recommended Japan and ASEAN to promote people-to-people ties, cultural exchanges, and tourism; pay more attention to high-quality human resource development; and provide favourable conditions for workers and apprentices from Vietnam and other ASEAN countries to work in the Northeast Asian nation.

 

At the 10th ASEAN – US Summit, the ASEAN leaders and US President Joe Biden spoke highly of the bilateral partnership’s importance to regional and global peace, security, and prosperous development. On this occasion, they adopted a joint statement on the establishment of the comprehensive strategic partnership between the two sides.

 

President Biden said the US attaches importance to its ties with ASEAN; supports the bloc’s centrality and the ASEAN Outlook on the Indo-Pacific; wants to work closely with ASEAN to step up the implementation of the freshly-established comprehensive strategic partnership, and vows to cooperate with the bloc to effectively respond to common challenges in the region and the world.

 

He also announced an additional 850 million USD in aid for the ASEAN region in 2023 to foster practical and effective cooperation between the two sides.

 

Welcoming the US’s strong commitments to ASEAN, PM Chinh suggested that amid an economic downturn in the region and the world, the two sides should prioritise boosting bilateral trade and investment and speeding up post-pandemic sustainable recovery efforts.

 

He underlined Vietnam’s consistent viewpoint that all the best possible measures will be taken to assist US investors and enterprises.

 

PM Chinh proposed the US, with its position, role, prestige, experience, and resources, help facilitate ASEAN’s exports to its market and assist the bloc with economic restructuring and development of digital economy and e-commerce.

 

The Vietnamese PM also highly evaluated the US’s important role and strong commitments to promoting international solidarity and multilateralism, and jointly devising global solutions to global issues.

 

PM Chinh called on the US to increase assistance to ASEAN countries, including Vietnam, to improve medical resilience, epidemic response, and climate change adaptation while promoting green growth, including just energy transition. He also urged the US to continue helping the bloc with sustainable development in the Mekong sub-region via the Mekong-US Partnership, including strengthening vulnerable communities’ resilience in Vietnam’s Mekong Delta.

 

At the summit commemorating 45 years of ASEAN – Canada relations, the ASEAN leaders and Canadian PM Justin Trudeau lauded the encouraging outcomes obtained during the four and a half decades of dialogue and cooperation between the two sides.

 

PM Trudeau affirmed that Canada is always a trustworthy partner of ASEAN and attaches importance to relations with the bloc. He noted ASEAN holds the central position in Canada’s Indo-Pacific Strategy, which will be announced soon, and that Canada wants to upgrade its ties with ASEAN to a strategic partnership.

 

Highlighting the progress in economic and trade links, participating leaders shared the view that there remains much room for developing bilateral relations, and that in the short term, the two sides should focus on helping each other step up comprehensive recovery towards green and sustainable development.

 

They agreed to continue coordinating in the pandemic combat; improve medical resilience; foster trade and investment connections; and strive to build an ASEAN – Canada free trade agreement (FTA) that brings practical benefits to both sides’ people and businesses; increase cooperation in the fight against terrorism and transnational crimes; and boost partnerships in education – training and high-quality human resource development, infrastructure development, science – technology, digital transformation, natural disaster management, environmental protection, climate change response, and development gap narrowing.

 

In his remarks, PM Chinh voiced his support in principle for the upgrade of the ASEAN – Canada relations to a strategic partnership.

 

He said the two sides should increase consultation, coordinate their stances on many important issues, and make more responsible contributions to the maintenance of regional and global peace, security, stability, and development. They should also further tap into their own potential and advantages to meet urgent needs, recover after the pandemic, and develop sustainably.

 

The Vietnamese leader recommended that priority should be given to bolstering economic, trade, and investment ties, including effectively carrying out the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and boosting the FTA negotiations.

 

He called on Canadian enterprises to invest more in ASEAN and assist firms of the bloc to engage in global supply chains. He also asked the North American nation to continue creating conditions for goods, including farm produce, aquatic products, and fruits from Vietnam and other ASEAN countries to enter its market.

 

The PM also called for stronger collaboration in education – training, and for the Canadian Government’s continued provision of favourable conditions for people of the ASEAN countries, including Vietnam, to live, work, and study.

 

Discussing the international and regional situation at these summits, the leaders of ASEAN and the partners emphasised the importance of maintaining and safeguarding peace, security, and stability in the region to create conditions for recovery and sustainable development efforts.

 

The bloc asked the partners to support its principled stance on the East Sea and efforts to build an effective and practical code of conduct in the East Sea (COC) that is in line with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS) to turn the East Sea into a sea of peace, stability, cooperation, and sustainable development.

 

Japan, the US, and Canada continued voicing their support for ASEAN’s role and efforts to promote dialogue, reconciliation, and assistance for Myanmar to seek solutions to stabilise the situation.

 

Expressing their concerns about complex developments on the Korean Peninsula, especially recent missile tests, the ASEAN leaders affirmed their advocacy for efforts to promote peace, stability, and complete denuclearisation on the peninsula. They stressed the bloc’s readiness to build and create favourable conditions for dialogue among the parties concerned at the ASEAN-led mechanisms./.

PM Pham Minh Chinh appreciates Australia’s assistance to Vietnam

Vietnamese Prime Minister Pham Minh Chinh met with his Australian counterpart Anthony Albanese on the sidelines of the 40th and 41st ASEAN Summits and Related Summits in Phnom Penh, Cambodia, on November 12.

 

Affirming that Australia is a leading strategic partner of Vietnam in the region, PM Chinh thanked the Australian Government for increasing official development assistance to Vietnam by 18% in the 2022 – 2023 fiscal year, describing this as practical assistance. He also highly appreciated Australia’s donation of vaccines during the COVID-19 pandemic.

 

PM Albanese said Australia attaches great importance to the reinforcement of its ties with Vietnam, especially in economy, education – training, climate change response, energy, agriculture, manufacturing industry, healthcare services, and defence.

 

To develop the relations in an intensive and practical manner, PM Chinh suggested the two sides increase all-level mutual visits, firstly preparing carefully for the upcoming official trip to Australia by Vietnam’s National Assembly Chairman Vuong Dinh Hue; continue to effectively carry out the Enhanced Economic Engagement Strategy to further open their markets to each other’s exports, especially farm produce; bolster coordination in the fight against illegal, unreported and unregulated (IUU) fishing; increase sharing experience in macro-economic governance; intensify security and defence ties; and step up initiatives on energy transition, digital transformation, climate change response, and educational cooperation.

 

He also proposed Australia assist Vietnamese people living in the country so as to help strengthen the bilateral friendship and cooperation.

 

On this occasion, PM Chinh invited his Australian counterpart to visit Vietnam at a suitable point of time in 2023, when the two countries mark the 50th founding anniversary of their diplomatic ties (February 26, 1973 – 2023)./.
