PM Chinh meets Indian Vice President Jagdeep Dhankhar

 

Prime Minister Pham Minh Chinh on November 12 met Indian Vice President Jagdeep Dhankhar, affirming that bilateral comprehensive strategic partnership has a firm ground to further develop.

 

On the cooperation orientations, the two leaders agreed to maintain contacts and exchanges at the high level and all levels.

 

PM Chinh proposed the two sides intensify their cooperation in economy, trade and investment, asked India to further open its door to Vietnam’s commodities, and welcome Indian firms to invest in information technology, pharmacy, education, agriculture and energy.

 

The two sides agreed to further make use of their cooperation potential in defence-security, maritime cooperation, sustainable development, energy, etc. They also agreed to continue their close coordination and mutual support at regional and international forums in issues of mutual interests, including ensuring security, safety, and freedom of navigation and aviation.

 

The Indian Vice President affirmed Vietnam is one of the important partners in India’s foreign policy; and agreed with PM Chinh’s proposal on the holding of a meeting of the Vietnam – India Joint Committee on Economic, Trade, Science and Technology Cooperation early next year.

 

PM Chinh conveyed invitations from Vietnamese high-ranking leaders to Indian President Droupadi Murmu, Prime Minister Narendra Modi, and Chairman of Upper House Venkaiah Naidu to visit Vietnam./.

Hoa Binh, Mongolian locality promote cooperation

 

A delegation from the People’s Council of TUV province of Mongolia, led by its Chairman Ts.Jambalsuren, paid a working visit to the northern province of Hoa Binh on November 11.

In the talks with the delegation, Chairman of the People’s Council of Hoa Binh Bui Duc Hinh briefed participants on potential, strengths, and achievements of the Vietnamese locality, saying that Hoa Binh always focuses on implementing policies to attract investment for socio-economic development.

Hoa Binh is home to 37 foreign-invested projects worth 610 million USD and 692 domestic projects with a total registered investment capital  of 183 trillion VND (7.34 billion USD), he said, adding that the locality has paid due attention to promoting industrial development, agricultural production, and culture – tourism – service, and enjoyed strong growths in these fields.

For his part, Jambalsuren emphasised that there are many similarities between the two localities to promote cooperation for mutual development, especially in clean agriculture, tourism, education and culture.

He said he hopes the two sides will work hard to realise Memorandums of Understanding on cooperation signed in 2018 and 2019, and further strengthen cooperation and experience sharing among elected bodies, and in education and training.

Addressing the event, Mongolian Ambassador to Vietnam Jigjee Sereejav expressed his belief that the two sides will reach a consensus in order to accelerate the implementation of cooperation programmes and projects in the coming time.

Representatives of the two  loalities agreed to further boost cooperation in the future, focusing on preserving and promoting traditional cultural values, enhancing agricultural and trade link and tourism development.

The same day afternoon, the Mongolian delegation paid a courtesy call to Secretary of the Hoa Binh provincial Party Committee Nguyen Phi Long and met Chairman of the People’s Committee of Hoa Binh Bui Van Khanh./.

Can Tho looks to boost cooperation with Cuba

Can Tho city wishes to expand cooperation with Cuba, an official of the Mekong Delta city has told Homero Acosta Álvarez, Secretary of the National Assembly of People’s Power and the Council of State of Cuba on a visit to the locality.

During a reception for the Cuban guest on November 11, Vice Secretary of the Party Committee and Chairman of the People’s Committee of Can Tho Tran Viet Truong highlighted the fruitful development of the traditional friendship, comprehensive cooperation and solidarity between Vietnam and Cuba, saying that the relationship has been strengthened across fields.

He suggested Can Tho and Cuba continue to strengthen exchange of working teams and trade promotion activities, and create favourable conditions for businesses of both sides to explore the demand and opportunities for expanding economic and trade cooperation.

Truong expressed his hope the Cuban side will support Can Tho in promoting and popularising the potential and investment opportunities to business associations and investors in Cuba.

For his part, Álvarez thanked Vietnam for its assistance for his country, saying he hopes Vietnam will further support Cuba in the coming time./.

Meeting reviews HCM City – St. Petersburg cooperation

The Committee for External Relations of St. Petersburg held an online meeting on November 11 to celebrate the 45th anniversary of the signing of a cooperation agreement between the Russian city and Ho Chi Minh City of Vietnam.

Addressing the event, Aleksandr Beglov, an official of St. Petersburg, highlighted the importance of the strong friendship and cooperation between  the two cities in the relations between the two countries, saying that this is an example of a relationship of trust and mutual respect, which is expanded every year.

In his speech, Chairman of HCM City People’s Committee Phan Van Mai said the city and St. Petersburg have partnered in many research projects in the field of pharmaceuticals and cancer treatments, as well as shared technology and experience to reduce water loss.

He affirmed there are enough grounds to believe that the frienship and cooperation between the two localities will continue to be strengthened in the future.

For his part, Vietnamese Ambassador to Russia Dang Minh Khoi spotlighted the significance of the meeting, affirmging that Vietnam attaches great importance to developing a comprehensive strategic partnership with Russia, and Vietnamese localities wish to promote multifaceted cooperation with St. Petersburg.

The project to buid a statue of President Ho Chi Minh in St. Petersburg, which is scheduled to be completed in June 2023, will be a new symbol in the Vietnam-Russia relations in general, and between HCM City and St. Petersburg in particular, the diplomat said./.

German Chancellor’s visit to Vietnam helps upgrade bilateral relations: expert

 

German Chancellor Olaf Scholz’s upcoming official visit to Vietnam will offer a good opportunity for the two countries to further beef up their bilateral relations, an expert from the German Asia-Pacific Business Association (OAV) has said.

In a recent interview to the Vietnam News Agency, Dr. Daniel Muller, regional manager for ASEAN of the OAV, said for in the German Government’s Asia-Pacific policy at present, Vietnam is one of the countries selected in an open and ongoing debate in Germany about which countries Germany will choose for closer cooperation in the future.

Vietnam’s increasingly important position in ASEAN also makes it a much-needed partner for Germany, he said, adding that good cooperation with Vietnam can promote stability and peace throughout Southeast Asia.

According to the expert, Vietnam is a very attractive market, where many cooperation opportunities and economic potentials have not been fully exploited, and the Vietnamese market can make an important contribution to the goal of diversifying activities of German businesses in Asia.

Regarding the free trade agreement between the European Union and Vietnam, Müller said it has importantly contributed to the rapid growth in two-way trade in recent times.

Efforts of German enterprises to increase their participation in the Vietnamese market, as well as Vietnamese fims’ endeavour to make inroads into the German market, show that economic and trade relations between the two sides will become stronger in the near future, he said, adding that the deepened political ties between the two countries will also contribute to this.

According to Müller, German businesses are seeking to gradually exploit more and more potential of the Vietnamese market, and further increase their investment in the Southeast Asian country, especially in medical technology, energy, infrastructure or labour-intensive industries.

Vietnam should pay more attention to accelerating institutional reform in order to increase the efficiency of management and economic development, he went on./.

Green office receives increasing attention from investors

As workplaces have drawn greater attention of enterprises and employees, investors have focused more on the development of green office in their projects.

According to experts from Savills Vietnam, investors have paid greater attention to sustainable construction in real estate, especially green office, to satisfy the new requirements of tenants.

They predicted that by 2025, green office will become a major trend. Hoang Nguyet Minh, Commercial Leasing Director of Savills Hanoi, said that from now to 2024, at least six office projects will receive green certificates.

Nguyen Le Dung, Director of the Hanoi Office of Viva Land, said the COVID-19 pandemic with unpredictable impacts has made tenants pay more and more attention to the quality of the building and the benefits in space it brings.

 

Green has become an indispensable requirement in the current office space design. In addition, the requirements for workplace has gone beyond space and extended to issues of health, sustainability and diversity of working methods, she said.

Ong Khing Wee, Deputy General Director of Viva Land, said that changes in the viewpoints of businesses and employees about workspaces have created opportunities for green buildings. The green office trend will continue to grow because of the increasing demand from investors and businesses themselves, he asserted.

Savills’ statistics for the Hanoi market showed that leasing activities of the office segment have grown strongly, mostly from the vigorous economic development of the capital city with GDP expansion of 15.7% in the third quarter and sustainable FDI inflows.

Currently, the total office supply in the Hanoi market is about 2.13 million sq.m, coming from 189 projects, down 1% quarter on quarter after two buildings stopped leasing.

Savills Vietnam forecast that the supply in the non-CBD area from 2023 to 2025 is likely to be quite abundant with about 699,000 sq.m from 19 new projects, mostly in the city’s western region./.

Great potential for Vietnam to develop billions-USD ginseng industry: President

 

Vietnam has high potential to develop a ginseng farming and processing industry that generates billions of USD, stated President Nguyen Xuan Phuc at the opening of the Lai Chau Ginseng Fair 2022 in the northern mountainous province of Lai Chau on November 11.

The leader highlighted Lai Chau’s advantages in ginseng development and its high economic value, and asked the province to preserve its gene sources and to support farmers in farming techniques.

He underlined the need to provide strong assistance to localities in implementing the ginseng development strategy, asking the Government and the Ministry of Agriculture and Rural Development to pay greater attention to preserving the varieties and making a planning for its development.

The President pointed to the need to ensure the sustainable development of the industry and high quality of the product, as well as the application of high technologies in farming and processing activities.

Ginseng development must go in line with forest protection, he underscored, asking Lai Chau to support people from ethnic minority groups in ginseng farming, thus helping them get rid of poverty.

The three-day Lai Chau Ginseng Fair aims to popularise the potential and strengths in ginseng development and policies to encourage the investment in the industry, and provide investors with opportunities to cooperate with local farmers in the field.

Ginseng is a typical herb of Lai Chau, found at a height of 1,400-2,200m above the sea level.

Initial research results show that Lai Chau ginseng has a very high Saponin content of up to 21.34%. Particularly, it has 7.78% of Majonoside – R2(MR2), an anticancer active ingredient, along with anticoagulant substance silphioside E.

Lai Chau ginseng has received a plant varieties protection certificate by the Ministry of Agriculture and Rural Development.

Currently, Lai Chau has 38,000 hectares of area suitable for ginseng farming. The province has developed more than 100 hectares of ginseng farms in Muong Te, Sin Ho, Phong Tho, and Tam Duong districts.

At the event, President Phuc presented ginseng seedlings to local farmers. Minister of Agriculture and Rural Development Le Minh Hoan handed over the Plant Variety Protection Certificate for Lai Chau Ginseng to Lai Chau province, while Minister of Science and Technology Huynh Thanh Dat gave the province a decision to accept a valid Lai Chau Ginseng Certification Trademark./.

Bac Giang works hard on digital government building

The northern province of Bac Giang has continued its efforts to accelerate digital government development and smart city building, according to Director of the provincial Department of Information and Communications Tran Minh Chieu.

The department is managing to maintain and effectively operate the data integration centre, and shared information systems of the province such as the local government service platform (LGSP), the online video conferencing platform, the reporting and information system, and the portal, among others.

The department has directed telecommunications businesses to focus on completing information infrastructure and speeding up the provision of Mobile Money service to locals.

It has coordinated with relevant agencies to complete and operate projects on building a digital data warehouse and an information system for settling administrative procedures.

Online teaching platforms, a national digital education resource repositories will be developed in local schools and education establishments, while e-lecture databases and online course services will be provided, the official said.

 

According to Chieu, the provincial Department of Planning and Investment has encouraged local businesses to participate in the Small and Medium Enterprises Support Programme for Digital Transformation (SMEdx), aiming to raise business awareness of digital transformation.

Bac Giang has set the target to ensure the rate of administrative dossiers processed online reaches 50%; and to mobilise the participation of socio-political organisations and businesses in popularising and promoting the use of online public services.

In the first nine months of 2022, the provincial Department of Information and Communication maintained and leased a dedicated data transmission line developed by the Vietnam Posts and Telecommunications Group (VNPT) connecting from the provincial data integration centre to 10 districts and Bac Giang city, 209 communes and wards, and 10 land management offices across the locality; and a wide area network (WAN) transmission line connecting departments and sectors under the provincial People’s Committee.

The LGSP has connected to the national government service platform (NGSP), which provides nine services including social insurance; business registration; national database on population; civil; judicial record; granting budget relationship codes; legal documents; public postal service and shared software system.

Bac Giang’s digital data warehouse was put into operation on October 10, focusing on integrating and storing databases from specialized databases and data stores of the locality; processing and cleaning data, and forming six shared software systems.

The provincial People’s Committee has directed the strict implementation of all the 25 essential public services at Levels 3 and 4 which were integrated into the National Public Service Portal in order to serve the demand of the people.

According to Vice Chairman of the provincial People’s Committee Mai Son, in the first half of 2022, Bac Giang strengthened the application of information technology in operations of State agencies.

The online video conferencing system has been deployed to connect the province with Bac Giang city and nine districts, and 100% of the communes, wards and townships, with a total of 277 connection points; as well as 21 education facilities and 13 healthcare stations. Along with upgrading the multipoint control unit (MCU) of the system, the province has invested in equipment system and provided resources to set up online meeting rooms for 20 connection points in departments and sectors, along with a MCU system serving video conferencing throughout the province.

The electric single-window system has been launched in all departments, agencies and communes of Bac Giang, together with a connection system linking the administrations at provincial, district and communal levels, and another linking the administrations at all levels with the business registration system.

A software to manage documents has also been applied with integrated digital signatures, through which 6,890 digital certificates have been issued, with 4,924 to individuals, 1,964 to organisations, and two to equipment./.
