Dong Nai focuses on building model new-style rural areas

The southern province of Dong Nai, a leading locality in implementing the national target programme on new-style rural area building, is making efforts to continue to promote the building of exemplary new-style rural areas.

 

Major targets of Dong Nai is to make its rural areas prosperous, increase income of rural residents and narrow down the gap between rural and urban areas in all fields.

 

Le Huu Thien, Vice Chairman of the provincial Farmers’ Union, said that along with actively engaging in the production development movement, local farmers have supported each other to rise up in life.

 

So far this year, the union’s chapters at all levels across the province have raised more than 29 million VND in cash, nearly 9,500 working days, 11 tonnes of fertilizers, more than 6,500 tonnes of pesticides, and nearly 154.4 tonnes of food, as well as nearly 8.3 tonnes of seeds to support nearly 2,000 poor farmers.

 

Meanwhile, local farmers’ awareness of applying science and technology, accessing market, and building farm produce trademarks has been greatly improved, said Thien.

 

He said that after completing the building of new-style and advanced new-style rural areas, the province is focusing on in-depth rural development with an aim to put rural areas in an equal position to urban areas.

 

In the time to come, the province will associate the new-style rural area building with industrialisation and urbanisation process, while developing the infrastructure system and forming production chains to ensure sustainable markets for local farm produce, he added.

 

According to a new set of criteria for new-style rural communes and another for advanced new-style rural communes for the 2021-2025 period that were issued earlier this year, a new-style rural commune has to meet 19 criteria in many fields, including planning, socio-economic infrastructure, economy and production, socio-culture and environment. The criteria are specified for different regions.

 

Specifically, a new-style commune must have 80 percent of its farming area with active irrigation systems. In general, per-capita income must be 48 million VND (2,100 USD) per year on the average in 2022. In particular, the per-capita income is 39 million VND for northern mountainous and north central regions, while it is 53 million VND for the Red River Delta and Mekong Delta regions, and 63 million VND for the south eastern region.

 

The communes should have effectively operating cooperatives and production-selling connection models, implementing origin tracking regulations on their major products and developing farming areas meeting VietGAP standards.

 

At the same time, they must satisfy criteria on health care insurance coverage, the rate of malnutrition among children under five years old, and the rate of residents having electronic medical records.

 

They must show strong performance in environmental protection, especially waste treatment system, along with criteria on food safety.

 

Meanwhile, an advanced new-style rural commune must meet all criteria of a basic new-style rural area and have higher standards across all 19 criteria, according to the decision.

 

Particularly, the per-capita income in an advanced new-style rural commune is 58 million VND per year on the average in 2022, and varies from 47 million VND to 76 million VND per year in different regions./.

Vietnam logs 580 new COVID-19 cases on November 15

The national COVID-19 caseload rose to 11,509,473 with 580 new cases recorded on November 15, according to the Ministry of Health.

 

With 153 patients given the all clear during the day, the number of recoveries rose to 10,606,156.

 

Meanwhile, there are 67 patients needing breathing support.

 

No death from COVID-19 was recorded in the past 24 hours. The total fatalities stood at 43,166.

 

With 52,366 doses administered on November 14, the total number of doses of COVID-19 vaccines injected rose to 262,719,806./.

Thanh Hoa lures 54 investment projects in 10 months

The north–central province of Thanh Hoa attracted 54 projects, including five foreign direct investment (FDI) ones with a total registered capital of over 228 million USD in the first 10 months of 2022.

 

According to the provincial Department of Planning and Investment, new investment projects have focused mainly on industry, culture and tourism.

 

In October alone, local authorities gave in-principle approval to one domestic investment project with total registered capital of 80 billion VND.

 

Since the beginning of the year, local authorities have strengthened investment promotion, providing information related to planning, investment attraction fields, and mechanisms and policies to organisations, business delegations, and domestic and foreign banks.

 

Attention has been also paid to improving the investment and business environment, simplifying administrative procedures to create favourable conditions for businesses to access equal and transparent business opportunities.

 

In October, local officials worked with representatives from Sumitomo Corporation of Japan on developing an industrial park in Thanh Hoa, a business delegation of Taiwan (China) and SunGroup, the department said.

 

To promptly remove difficulties and obstacles facing businesses operating in the locality, and lure more investment capital, conferences have been held to improve the efficiency of investment promotion, strengthen leadership and direction in land clearance, and address planning problems in industrial clusters.

 

Local officials have held working sessions with representatives of businesses and investors on measures to remove difficulties in projects in the Nghi Son Economic Zone and a number of key projects.

 

Local authorities have instructed the Investment, Trade and Tourism Promotion Centre, in collaboration with departments and agencies, to provide advice for the provincial People’s Committee and Special Investment Promotion Committee regarding feasible projects that match local planning and socio-economic development conditions.

 

Plans to meet and introduce projects to major European firms, especially those interested in expanding their operations in Vietnam, are also scheduled.

 

Authorities of districts, towns and Thanh Hoa city will review the planning on the use of land and construction to prevent overlapping, thus creating the best conditions to attract investment.

 

They are also to prepare conditions in terms of land, infrastructure, labour and energy to meet demand of foreign investors who look to shift to new business locations.

 

About ongoing FDI projects, agencies concerned are hastening procedures related to investment, planning, construction, land, environment and electronic public administrative services.

 

So far, the province has lured five FDI projects worth nearly 45 million USD.

 

Thanh Hoa is also seen as a hidden gem in Vietnam, with huge potential for developing tourism on the back of its diverse and rich tourism resources.

 

Known as a “miniature Vietnam”, Thanh Hoa is host to all of the country’s terrains, from mountains, midland, to plains and coasts, with many beautiful landscapes and valuable historical vestiges. The province also has a system of infrastructure and technical facilities for tourism that is constantly expanding, and gradually improving.

 

Thanh Hoa is home to a variety of beautiful beaches, namely the popular Sam Son brown sand beach in the city of the same name. There is also Hai Tien beach in Hoang Hoa district, Tien Trang beach in Quang Xuong district, and Hai Hoa, Hai Thanh, and Bai Dong beaches in Tinh Gia district.

 

In recent years, the province has become one of the top cities and provinces in terms of tourism growth nationwide. During the 2016-2019 period, the number of tourist arrivals in the province grew by 15.2% annually. Tourism revenue rose by 31.7% year on year, contributing greatly to local socio-economic development./.

15th National Assembly’s fourth session wraps up

The 15th National Assembly’s fourth session wrapped up in Hanoi on November 15.

 

At the closing session under the chair of NA Chairman Vuong Dinh Hue, 486 deputies voted yes, or 97.59%, to pass the Resolution on Q&A activities at the fourth sitting.

 

The Resolution of the 15th NA’s fourth session was also approved with 484 votes, or 97.19% of those present at the session.

 

In his closing speech, NA Chairman Hue said after 21 days of serious, urgent, scientific, democratic and highly responsible work, the fourth session had completed its agenda.

 

The NA voted to pass six laws, 12 thematic resolutions and the session’s Resolution. They also discussed feedback on and offered opinions on eight bills, as well as decided on other important issues, he said.

 

According to Hue, the legislature spent time debating the 2022 socio-economic performance, State budget and public investment plans.

 

He spoke highly of important, outstanding and comprehensive achievements in socio-economic development, national defence-security, social welfare. adding that external affairs of the Party and State leaders, especially General Secretary Nguyen Phu Trong have contributed to improving Vietnam’s reputation and stature in the international arena.

 

The NA leader asked voters and people nationwide, the Vietnam Fatherland Front (VFF) and its chapters, and People’s Councils at all levels to actively join the NA in overseeing the Government, ministries and agencies’ delivery of their commitments, thus promoting the effective implementation of the Party guidelines and State policies and laws.

 

He suggested the NA Standing Committee, Government, Prime Minister, NA Ethnic Council and committees, ministries and agencies quickly organise the enforcement of laws and resolutions recently adopted by the legislature.

 

Affirming that the fourth session has been a success, Chairman Hue lauded the determination and efforts of the NA, Government, VFF, the Supreme People’s Court and Supreme People’s Procuracy, relevant agencies and organisations to thoroughly prepare for the session’s agenda.

 

In conclusion, he expressed belief that under the sound leadership of the Party, support and supervision of voters and people nationwide, coordination between the President, the Government, the VFF, the Supreme People’s Court, the Supreme People’s Procuracy and competent agencies and organisations, together with the recently revised regulations of the NA session, the NA’s activities will be of better quality, more democratic, creative and practical, making worthy contributions to the cause of national construction and defence./.

Gathering held to mark Cambodia’s Independence Day

 

The Ho Chi Minh City Union of Friendship Organisations (HUFO) held a gathering on November 15 to mark the 69th Independence Day of the Kingdom of Cambodia (November 9).

 

Addressing the event, Phung Cong Dung, Chairman of the Overseas Vietnamese Committee in HCM City and Chairman of the Vietnam – Cambodia Friendship Association of the city, said that the independence day has become an important milestone in building and defending the country of the Cambodian people.

 

Under the reign of King Norodom Sihanouk, the successor of King Norodom Sihamoni and the dynamic leadership of the Royal Government, Cambodia has made many great achievements in various fields, he said.

 

People’s lives are improving and the country’s external relations have expanded, Dung said, adding that Cambodia’s position and reputation have increasingly enhanced in the international arena.

 

The two countries have exchanged many high-level delegations and carried out joint activities during the Vietnam-Cambodia friendship year 2022, he noted.

 

Bilateral trade turnover between Cambodia and Vietnam reached 8 billion USD in the first eight months of this year, up 19% year-on-year. Vietnam currently has 188 valid investment projects in Cambodia with total capital of 2.8 billion USD, among the top five largest investors.

 

The Vietnam-Cambodia Friendship Association in HCM City has coordinated with other agencies to effectively implement exchange programmes, presenting scholarships for Cambodian students who are studying in the city as well as offering free check-ups and medicine for nearly 1,000 poor patients in Cambodia, Dung said.

 

Cambodian Consul General in HCM City Sok Dareth highlighted the special relations between Vietnam and Cambodia and the effective assistance of Vietnam to help the people and country of Cambodia escape from the genocidal regime, revive and develop the country in the post-war period.

 

Dareth pledged that the Consulate General of Cambodia is set to exert efforts to strengthen the country’s friendship between Cambodia and Vietnam, HCM City and Phnom Penh in particular, contributing to the strong, prosperous and sustainable development of relations between the two countries./.

Communist Review delegation meets political parties in Egypt

A delegation from the Communist Review led by Deputy Editor-in-Chief Asso. Prof. Dr. Nguyen Ngoc Ha recently held working sessions with the Egyptian Communist Party (ECP) and the Socialist People’s Alliance Party (SPAP) as part of their working trip to Cairo.

 

Meeting ECP General Secretary Salah Adly, Ha expressed a wish to set up a regular information channel to discuss issues of shared concern, thus raising mutual understanding and support between the two Parties.

 

In response, Adly said he hopes that ties between the two Parties and countries will continue growing.

 

He told his guest that Egypt is facing major issues, including inflation, economic downturn and unemployment. Via seminars, forums and social media, the ECP has expressed its wish that the Egyptian Government will take measures to support the poor.

 

The leader said the experience of communist parties worldwide, including the Communist Party of Vietnam, in fulfilling sustainable development goals and ensuring social equality, holds important reference value.

 

On the occasion, Ha introduced the Communist Review’s publications to the host and invited him and leaders of the ECP to share information with and write articles for the newspaper.

 

The Vietnamese delegation and leaders of the SPAP also exchanged views on socialist movements around the world, the socialism building process in Vietnam, and the current world political and security issues./.

NA passes revised anti-money laundering law, thrift practice resolution

The National Assembly (NA) adopted the revised Law on Money Laundering Prevention and Control and a resolution on promoting the implementation of policies and law on thrift practice and wastefulness prevention on November 15.

 

The revised Law on Money Laundering Prevention and Control won the votes of 483 among the 488 legislators present at the plenary sitting, part of the 15th parliament’s fourth session.

 

It consists of four chapters with 66 articles and will take effect on March 1, 2023.

 

The law stipulates measures for preventing, detecting, and dealing with organisations or individuals involved in money laundering; the responsibility of agencies, organisations, and individuals towards money laundering prevention and control; and international cooperation in this regard.

 

The fight against the money laundering that aims at sponsoring terrorism or the proliferation of weapons of mass destruction will also be conducted in accordance with this law, as well as criminal law and legal rules on prevention and combat of terrorism and proliferation of weapons of mass destruction.

 

Meanwhile, the resolution on promoting the implementation of policies and law on thrift practice and wastefulness prevention received support from 487 of the 488 legislators.

 

It stated that a campaign on thrift practice and wastefulness control will be launched nationwide from 2023.

 

The Government will organise an emulation movement on thrift practice and wastefulness prevention in production and consumption activities at all levels, in all sectors, and among the public in a practical and effective manner. It will also make timely commendations and rewards while expanding role models in the task, according to the resolution.

 

The resolution also identifies some general orientations, tasks, and solutions for the work./.

Workshop shares experience in corrupt asset recovery

 

A workshop was held on November 15 in the northern province of Quang Ninh to share experience in asset recovery in corruption and economic crime cases.

 

From 2013 to October 2022, the total sum of money that must be recovered in corruption cases stood at about 130 trillion VND (over 5.2 billion USD), of which over 60 trillion VND had been confiscated. In 2022 alone, nearly 15 trillion VND has been recovered, mostly from the cases under the monitoring of the central steering committee on anti-corruption, statistics show.

 

Tran Thi Phuong Hoa, Deputy Director General of the Justice Ministry’s General Department of Civil Judgment Enforcement, said asset recovery in corruption and economic crime cases is an important task since if asset is not recovered, the effectiveness of the corruption fight will be limited.

 

Talking via videoconference, Hyun Won Kim, coordinator of the Vienna-based United Nations Office on Drugs and Crime (UNODC), pointed out that despite governments’ efforts, corruption is currently the biggest obstacle to global socio-economic development. An estimated 1 trillion USD is spent on bribery while about 2.6 trillion VND is stolen due to corruption globally each year.

 

Tran Quoc Thai, Deputy Director of Hanoi’s civil judgment enforcement division, recommended the process for dealing with asset in corruption and economic crime cases be streamlined to shorten the time needed for asset recovery and ease pressure on civil judgment enforcement bodies.

 

Nguyen Kim Sau, a division head of the Supreme People’s Procuracy, said that to improve asset recovery, leaders of Party committees and agencies need to work closely with prosecution, civil judgment enforcement, inspection, and auditing bodies in corruption discovery, settlement, and asset confiscation.

 

Coordination should also be enhanced in asset verification and the application of specialised measures to ensure that asset recovery can be conducted right from the very first stage of handling crime reports and during the case settlement process, he added.

 

Hoa said the most comprehensive solution is to press on with legal regulations and issue a particular legal document regulating procedures for asset recovery right from the stage of handling crime reports in order to prevent the dispersion of illicit assets and ensure the maximum recovery of stolen asset.

 

At the workshop, UNODC pledged to cooperate with the Justice Ministry and relevant parties to step up the recovery of stolen assets to minimise corruption and bribery and promote sustainable development./.
