Fuel price cycle to be shortened, removed in the long run

The Ministry of Industry and Trade (MoIT) has proposed a new price mechanism to adjust fuel prices every 5 days instead of the current 10-day cycle, or possibly every day to finally address a number of issues that resulted in sporadic fuel shortages across the country in recent months.

 

Some industry experts and traders have long supported a shorter price cycle, saying it will solve the discrepancy between fuel prices in the domestic and international markets and be more in sync with fuel trading activities.

 

Nguyen Tien Thoa from the Vietnam Valuation Association, said the 10-day price cycle has shown a number of shortcomings and limitations in balancing the interests of fuel traders, retailers and consumers.

 

Shorter price cycles, 3-5 days at most, are only the first step in bringing domestic fuel prices to the same level as the international market, eliminating a delay that encourages some traders to hold onto their stocks to wait for higher prices.

 

Economist Vu Vinh Phu said the delay, at times, created a situation in which traders purchased fuel at higher prices but were forced to sell at a lower price point. In addition, retailers were also discouraged as their bonuses were slashed if prices stayed low.

 

It’s simply not possible for traders to sustain the current 10-day cycle as prices continued to fluctuate almost daily in the international market.

 

“We must start making the transition to a full market-driven mechanism, one in which prices can be adjusted every 5 days or even every day. It’s in the best interest of all stakeholders including traders, retailers and consumers,” he said.

 

A 10-day price cycle will just discourage traders from stocking fuel out of fear of financial losses, according to Phu.

 

Meanwhile, some voiced their concerns over letting go of all measures to manage fuel prices, saying the domestic market was not yet saturated enough with just a few large traders and therefore, not suitable for a fully market-driven approach.

 

Le Quoc Phuong, former deputy director of the Vietnam Industry and Trade Information Centre under the MoIT, said it’s prudent to gradually reduce the duration of each price cycle, first bringing it down from 10-day to 5-day.

 

“It will give us the best of both worlds, allowing ministries to intervene in extraordinary situations while making it easier for traders and retailers to operate,” he said.

 

It’s important to note that fuel prices play a large role in the government’s effort to rein in inflation, manage CPI and other macroeconomic factors.

 

Ngo Tri Long, former head of the Institute for the Study of Market and Price under the Ministry of Finance, said while it’s clear that the current price cycle’s duration must be shortened as much and as early as possible the Government must also realistically evaluate its ability to intervene when intervention is needed.

 

From a macroeconomic standpoint, a laissez-faire approach to fuel prices, while may benefit traders, retailers and, to some extent, consumers, will make it that much more difficult for the Government to control inflation and import/export activities.

 

They called for scientific studies to be conducted before running a pilot programme, small in scale, to gather additional data before nationwide implementation. Another top priority should include the expansion of the country’s fuel storage to be able to cover at least 3-6 months of need, creating a larger safe margin on the supply side./.

President attends Vietnam-Thailand High-Level Business Meeting

President Nguyen Xuan Phuc has described businesses as “heroes” in the economic sector, who will bring trade revenue between Vietnam and Thailand to 30 billion USD by 2025.

 

Addressing the Vietnam-Thailand High-Level Business Meeting on November 17 as part of his trip to Thailand, President Phuc stressed that Vietnam and Thailand have been strategic partners of each other, and they have provided mutual support at all bilateral, regional and international levels.

 

He urged enterprises of the two countries to enhance cooperation and exchange experience in the areas they have potential and interests such as digital economy, energy and food security, and green, sustainable development.

 

Noting the announcement of the connection of retail payments using QR codes between Vietnam and Thailand, the State leader called it a vivid demonstration of the effective cooperation between management agencies, businesses and commercial banks in the two countries, and expressed his hope that it will contribute to boosting the bilateral trade and tourism ties.

 

Over the past 30 years, especially the past decade, Thailand has remained one of the biggest trade partners of Vietnam, he said, stressing that during his visit, Vietnamese and Thai leaders have agreed to raise the bilateral trade to 25-30 billion USD by 2025.

 

He highlighted the important role of businesses, especially the outstanding firms that have made significant contributions to the bilateral economic and trade relations, in realising the target.

 

In his remarks, Thai Finance Minister Arkhom Termpittayapaisith noted with pleasure the outcomes of cooperation between the two countries, particularly cooperation orientations outlined during President Phuc’s official visit to Thailand.

 

The minister expressed his special interest in cooperation between the public and private sectors in each country.

 

At the meeting, President Phuc witnessed the debut of the QR code payment service connection between Vietnam and Thailand.

 

On this occasion, the Federation of Thai Industries (FTI) of Chonburi province signed a memorandum of understanding (MoU) with Invest Global, which covers trade and investment promotion activities.

 

Vietnamese and Thai competent agencies also supported businesses of the two countries to exchange and expand new fields of cooperation, instead of traditional fields, such as energy, high technology, renewable technology, environment and finance – banking.

Vietnam calls for enhanced cooperation in APEC amid global challenges

Vietnamese Minister of Foreign Affairs Bui Thanh Son on November 17 stressed the need to enhance cooperation among member economies of the Asia-Pacific Economic Cooperation (APEC), especially in the context of the global economy facing various risks and challenges.

 

Addressing the 33rd APEC Ministerial Meeting (AMM) in Bangkok, Son said the first priorities should be intensifying the resilience and competitiveness of the economies, ensuring a favourable environment for international trade and investment, and shifting towards the sustainable and inclusive growth model.

 

He, therefore, suggested accelerating the Enhanced APEC Agenda for Structural Reform to improve the business environment, spur growth, promote innovation and increase productivity.

 

The minister also proposed facilitating trade and investment links between the economies; improving transport and logistics connectivity; forging cooperation in climate change response, sustainable natural resources management, technological application in farming, and energy security; paying more attention to labour training, public health care, and support to micro, small and medium sized enterprises.

 

Son said it is necessary for the economies’ coordination to pool resources in service of infrastructure development, especially in developing economies, and draw lessons from the COVID-19 pandemic to minimise disruptions in people’s travelling as well as operations of regional supply chains.

 

Present at the meeting, Deputy Minister of Industry and Trade Tran Quoc Khanh noted some key issues in the APEC cooperation to ensure open trade and investment, and sustainable development in 2022.

 

He said the economies should step up capacity-building activities and information sharing to help developing peers bolster cooperation and narrow gaps, towards the materialisation of the Free Trade Area of Asia-Pacific.

 

APEC needs to prioritise support to businesses and people in accessing new, cutting-edge technologies in order to raise their competitiveness in the digital ecosystem, thus promoting digital transformation in the region, he noted.

 

The conference reviewed the implementation of the Aotearoa Plan of Action towards the Putrajaya Vision 2040, and featured in-depth discussions on balanced, sustainable and inclusive growth and regional reconnection, among others./.

WBA Asia champion Toan to defend belt against Amparo in Bangkok

WBA Asia champion Le Huu Toan is confident of defending his World Boxing Association (WBA) Asia minimumweight belt against Jake Amparo on November 30 in Bangkok, Thailand.

 

The unbeaten Vietnamese boxer beat Thailand’s Kitidech Hirunsuk after 12 rounds to take the vacant 48kg category belt at Saigon Sports Club on March 20.

 

He then advanced into the world’s top 10 boxers in the WBA on April 1.

 

Toan returned to the same venue on October 1, and he only needed three rounds to better Indonesian veteran Silem Serang at the ‘LEAD: The Beginning’ event.

 

In 2020, Toan fought in Manila in his third professional fight in February, and he stopped host Benjie Bartolome in two rounds.

 

The 29-year-old is currently ranked ninth in the world and is unbeaten in five fights, with three knockouts.

 

“I myself find this will be a difficult task. Amparo is a tough and professional boxer who can withstand high pressure,” Toan told Vietnam News.

 

“But in this bout, I believe in making it a spectacular match to the audience at the event, as well as my supporters at home.”

 

As well as training hard for his title defence, he manages a school construction project online in Dien Bien province.

 

“Physically, I follow a strict training and nutritional plan daily. My coaching board and I focus on training and mapping out suitable tactics. Everything is to make sure I am at my best for the match.

 

“I am confident and will bring home another victory,” he said.

 

Toan said he is much better than eight months ago when he won the title.

 

“I am more experienced with lessons collected from local and international matches. My style is also more flexible and diverse. As a result, my fitness is better, and I can keep up the pressure until the end of the 12th round.”

 

Toan in May held a tour by bike from HCM City to Hanoi in 14 days to call for donations to build a school in the mountainous Yen Village, Muong Toong Commune, Muong Nhe District.

 

He has collected more than 400 million VND (16,000 USD), and the school is on the way to being completed. The project covers two classrooms, a kitchen, a toilet, a playing ground with a fence and a 60m road leading to the school campus.

 

Currently, he is planning another project for children in the northern province of Ha Giang, which is expected in the coming years.

 

For his opponent, the WBA Asia minimumweight championship will be the biggest fight in the Boholano boxer Amparo’s career.

 

The 25-year-old, who has a record of 11 wins (two KOs), one draw and three losses (2KOs), is one of the most active Filipino boxers. This will be his fight in less than four months and his sixth this year.

 

He went to South Africa on October 23, beating the previously unbeaten boxer Mthokozisi Ngxaka by unanimous decision. Before that, he also defeated the tough Ariston Aton on September 9 in Dimiao, Bohol.

 

Amparo, a native of Guindulman town, is currently on a five-fight winning streak. His last setback was on September 27, 2021, when he lost to fellow countryman Regie Suganob via unanimous decision.

 

Both Amparo and Suganob are now training under the PMI Bohol Boxing Stable in Tagbilaran City, Bohol.

 

Amparo, the Filipino No 1, is also the reigning WBF-Asia Pacific minimumweight champion.

 

According to BoxRec, Amparo is placed No 21, 14 steps higher Toan, among 245 athletes in this weight category.

 

He is also taller at 1.64m, while Toan is 1m58.

 

The Toan vs Amparo fight is part of the triple championship of the Thai Highland-Spaceplus Boxing Promotions.

 

Two other championship matches are between Muhammad Shoaib of Pakistan and Hendrik Barongsay from Indonesia. They will vie for the Asian Boxing Federation (ABF) lightweight (61kg) championship.

 

John Michael Zulueta of the Philippines will face Suriya Kraimanee of the hosts for the ABF light flyweight (49kg) belt.

 

Vo Hong Dat is matched up with experienced Vachayan Khamon of the hosts in the super lightweight (63.5kg) category.

 

Dat, 24, has recorded three wins from three in his pro career, all by KO.

 

He was also an outstanding boxer in his amateur career, winning silver at the National Boxing Championship in 2021.

 

Khamon, 45, has taken part in 48 matches. His record is 12 wins(4 KOs); one draw, and 35 losses (14 KOs)./.

International conference on East Sea wraps up

The 14th international conference on the East Sea has shown that the East Sea is not a closed sea but plays a central role, connecting the Indian Ocean and the Pacific Ocean, said acting Director of the Diplomatic Academy of Vietnam (DAV) Pham Lan Dung in her speech concluding the event in the central city of Da Nang on November 17.

 

Dung noted the two-day conference featured one introductory and eight discussion sessions, with nearly 40 papers, and more than 160 comments and questions.

 

She held that in the time to come, the regional and international communities need to further commit to international law; ensure the rule of law and trust in multilateral cooperation channels; be flexible and creative regarding cooperation mechanisms in different fields and spaces to build the East Sea into a sea of peace, helping countries focus on sustainable recovery.

 

Themed ‘Peaceful Sea – Solid Recovery’, the event was held by DAV and attracted the in-person attendance of over 220 delegates and the virtual participation of more than 250 others.

 

At its special introductory session on November 16, Rear Admiral Jurgen Ehle, Senior Military Advisor to the European External Action (EEAS), stated the Indo-Pacific is an important region for the European Union in terms of economy, trade, and freedom of navigation and overflight.

 

The EU opposes unilateral actions, protects the rules-based order without the use of or threat to use force, and commits to maintaining security and building the order, of which the 1982 UN Convention on the Law of the Sea (UNCLOS) sets out the legal framework for all sea and ocean activities, he said.

 

The official affirmed the EU supports ASEAN’s centrality, rules-based regional architecture, multilateralism, and security through the ASEAN Regional Forum (ARF), and the building of a Code of Conduct of Parties in the East Sea (COC) that is legally binding and protects the interests of third parties.

 

At a session marking the 40th anniversary of the signing of the UNCLOS as well as 20 years since ASEAN and China signed the Declaration on the Conduct of Parties in the East Sea (DOC), most comments highlighted the universal value and importance of the UNCLOS as a constitution of the oceans.

 

Participating scholars said the DOC was an important achievement between ASEAN and China, showing that the parties can work together to find commonalities for a common purpose despite many differences.

 

It also marked the beginning of joint efforts to promote cooperation in the region, and is the basis for the consultation process for the COC in the East Sea.

 

The conference also saw participants discussing such key topics as the international and regional situation, recent developments in the East Sea, sustainable trade, supply chain, and economic recovery, among others./.

JETRO keen on investing in Can Tho

The Japan External Trade Organization (JETRO) on November 17 expressed its wish to invest in the Mekong Delta city of Can Tho in the sectors of education, infrastructure, and high-tech farming.

 

At a working session with the local authorities, Ida Koji, deputy chief representative of the JETRO office in Ho Chi Minh City, said the JETRO delegation is set to make field trips to a number of units in the city.

 

Based on the trips’ outcomes, JETRO will help bring Japanese firms to Can Tho for investment in the time to come, Ida noted.

 

Informing the Japanese guests of on the city’s geographical and infrastructure strengths, Duong Tan Hien, Standing Vice Chairman of the municipal People’s Committee, welcomed Japanese investors to channel their capital into the local sectors of support industries, processing and manufacturing, smart technology, logistics, and environment, among others.

 

Can Tho wishes to obtain Japanese investment in two key projects on dredging and recovering products from the Dinh An – Can Tho waterway and on building a center for linking, producing, processing and consuming agricultural products in the delta, the official said.
