Phu Yen’s communications work on IUU fishing proved effective

No cases of violation of foreign waters have been recorded by Phu Yen province’s fishing vessels since 2019, according to the provincial Department of Fisheries.

 

Communications work on illegal, undeclared, and unregulated (IUU) fishing in the central coastal province in the last few years has proved effective in improving public awareness, particularly among fishermen, about the issue, according to Dao Quang Minh, head of the department, who said that provincial authorities have been strictly handling violations of IUU fishing.

 

Local fishing vessels are reported to commit such acts as late registration, failure to maintain signals when operating at sea, or removal of vessel monitoring devices. The department have punished 12 violating fishing vessels for such violations, collecting a total fine of 194.5 million VND (8,200USD).

 

The province now has 119 fishing groups with 926 vessels and nearly 8,000 crew members.

 

Up to now, 97% of the province’s fishing vessels have been installed with vessel monitoring devices following regulations. The remaining ships have not yet installed the device mainly because they are no longer in operation and currently waiting for deregistration procedures.

 

In the coming time, the province will deregister nearly 2,200 fishing vessels that are no longer operational.

 

Phan Thuan, chairman of Ward 6 Fishing Association in Tuy Hoa Distric,t said that the association has about 120 fishing vessels and more than 700 fishermen. Since 2018, all of its members are usually told about Party, State, and Government’s policies on marine resource exploitation and relevant laws.

 

They are asked to follow the laws and regulations, he said./.

Quang Ngai records improvement in fishermen’s awareness of IUU fishing

With many strong measures taken, the central province of Quang Ngai has obtained encouraging results in the combat against illegal, unreported and unregulated (IUU) fishing, especially the improvement in fishermen’s awareness.

 

Binh Chau commune, known for exploiting sea cucumbers, hawksbill turtles, and flying fish, has more than 400 fishing vessels, of which 170 with 1,700 workers often operate offshore. As its fishing ground is adjacent to the waters of some regional countries, the commune, located in Binh Son district, used to record the biggest number of vessels infringing in foreign waters.

 

However, since 2018, Quang Ngai has carried out drastic measures, including boosting communications and imposing heavy fines on violating fishermen. As a result, IUU fishing and infringements of foreign waters by Binh Chau vessels gradually reduced and have been completely eradicated in 2022.

 

Nguyen Thanh Hung, Chairman of the Fisheries Trade Union of Binh Chau commune, said the increase of communications work has proved fruitful, evidenced by the fact that local fishermen are now aware of the harms of foreign waters violations and they work only in the sea areas of Vietnam.

 

The most fundamental solution to the IUU fishing problem is to raise fishermen’s awareness, so authorities need to ramp up communications and education work while dealing with wrongdoings more strictly, he recommended.

 

The purpose is to promote fishermen’s sense of responsibility towards Vietnam’s common efforts to persuade the European Commission to remove the “yellow card” warning, maintain sustainable livelihoods, and safeguard the national sovereignty, Hung added.

 

About 98.6% of the fishing vessels of Quang Ngai have been equipped with monitoring systems. Since the start of 2022, the province hasn’t seen any boats detained by foreign authorities.

 

Nguyen Van Muoi, Director of the provincial sub-department for fisheries, said fishermen and vessels’ infringement of foreign waters have been curbed, but not sustainably yet.

 

He also pointed out shortcomings in fisheries infrastructure; resources, including equipment, personnel, and funding, for anti-IUU fishing tasks; and the quality of vessel monitoring systems.

 

In the coming time, Quang Ngai will press on with law enforcement by boosting patrols and checks at sea, estuaries, and fishery ports to prevent IUU fishing, and also stringently handling violations.

 

It will also step up giving guidance to fishermen on vessel registration procedures, disseminating related laws and legal documents, and encouraging the maintenance of fishing activities at sea to help safeguard Vietnam’s maritime sovereignty without infringing in foreign waters, according to Vice Chairman of the provincial People’s Committee Tran Phuoc Hien./.

Pandemic communications campaign reaches over 60 million people

A nine-month communications campaign launched by Vietnam’s Health Ministry, UNICEF, and WHO about the COVID-19 pandemic prevention and control has reached more than 60 people in the country.

 

The ‘Safe Journeys’ launched in March 2022 aims at strengthening the awareness of the importance for all in Vietnam to comply with preventive practices, including vaccination.

 

Speaking at the campaign finale celebration on December 16, Deputy Minister of Health Nguyen Thi Lien Huong said that the Government has mobilised resources to speed up the vaccination – a decisive measure to realise the country’s policy of “safe adaptation, flexible and effective control of the COVID-19 pandemic”.

 

So far, more than 265 million doses of vaccines were administered safely in Vietnam, making it one of the countries with the highest vaccination coverage in the world.

 

Nearly 90% of the population aged 18 and more have received the fourth dose, more than 90% of children aged from five to under 12 the first, and nearly 70% of the children the second.

 

Communications work greatly contributed to the positive results of the COVID-19 vaccination roll-outs, Huong said, calling the campaign a good example.

During the campaign, short videos and infographics were posted on the Facebook pages of the Health Ministry, UNICEF in Vietnam, WHO in Vietnam, and those with millions of followers.

 

Talks on COVID-19 vaccination for children, and instructions to take care of children with the virus were broadcast on popular TV channels.

 

The campaign also promoted communications activities on the platform of Tik Tok and its messages were translated into languages of ethnic groups in Vietnam as well as the sign language.

 

UNICEF Representative in Vietnam Rana Flowers said the participation of leading experts in health, pediatrics, celebrities, and influencers in the campaign helps its message reach millions of people effectively, persuading them to get vaccinated and reinforcing the importance of following COVID-19 precautions.

 

Chief Representative of the WHO in Vietnam, Dr. Angela Pratt, said the campaign provides people with important and exact information about COVID-19 vaccines, making them understand the safety, the need, and the efficiency of the vaccines, especially for children./.

12th National HCYU Congress successful: union officials

 

The Ho Chi Minh Communist Youth Union (HCYU) Central Committee held a press meeting on December 16 to announce the outcomes of the union’s 12th National Congress that had wrapped up earlier the same day.

 

The press meeting was chaired by First Secretary of the HCYU Central Committee Bui Quang Huy, Secretary of the HCYU Central Committee Nguyen Tuong Lam, head of the central committee’s organisation commission Bui Minh Tuan, and head of the central committee’s information and education commission Nguyen Thai An.

 

The 12th National Congress for the 2022 – 2027 tenure took place in Hanoi from December 14 to 16, with the participation of 981 delegates representing over 6.2 million HCYU members and nearly 22 million young Vietnamese people at home and abroad.

 

At the congress, Party General Secretary Nguyen Phu Trong delivered an important speech in which he affirmed the Vietnamese youth’s major role in national construction and safeguarding during revolutionary periods and the last tenure.

 

Noting both achievements and shortcomings, he outlined the focal tasks of the HCYU and youth movements in the current context, expressing his hope that HCYU units will properly perform the duties in the new tenure, according to HCYU officials.

The congress reviewed the implementation of the 11th National HCYU Congress’s resolution; identified targets, tasks, and measures for the HCYU’s activities and youth movements in the new tenure from 2022 to 2027; elected the 12th-tenure Central Committee; and supplemented and amended the HCYU’s statutes.

 

The event elected a 144-member HCYU Central Committee in the 12th tenure . At its first session, the Central Committee elected a 33-member Standing Board and a six-member Secretariat.

 

Bui Quang Huy, alternate member of the Party Central Committee and First Secretary of the 11th-tenure HCYU Central Committee, was re-elected First Secretary in the 12th tenure.

 

At the congress’ closing session, Deputy Prime Minister Vu Duc Dam and First Secretary Huy signed a joint resolution on regulations on the coordination between the Government and the HCYU Central Committee for the 2022 – 2027 period.

 

On December 17, all the 67 subordinate HCYU committees will hold a day of joint action to show their determination to carry out the congress’s resolution, heard the press meeting./.

Compal Electronics signs investment agreement in Thai Binh province

 

Green i – Park JSC and Compal Electronics, a leading electronics corporation of Taiwan (China) on December 16 signed an agreement on land and infrastructure sublease in the northern province of Thai Binh.

 

Accordingly, Compal Electronics will lease more than 40 hectares of land from Green i – Park JSC to build a factory which specialises in manufacturing and assembling electronic equipment in the Lien Ha Thai Industrial Park.

 

General Director of Green i – Park JSC Bui The Long said after exploring the investment environment in Thai Binh province, Compal Electronics has decided to pour 260 million USD into the project, adding that this is also the 7th largest project in Lien Ha Thai Industrial Park.

 

Speaking at the signing ceremony, Nguyen Khac Than, Chairman of the provincial People’s Committee, asked relevant agencies to accelerate procedures, ensuring that the investor can receive an investment certificate within this month so that construction for the project can begin after the Tet (Lunar New Year).

 

He also required Compal Electronics to strictly fulfil its commitments to the province during the implementation of the project as well as comply with Vietnamese law./.

National museum opens space on ‘Dien Bien Phu in the Air’ victory

 

A thematic space has freshly been opened at the Vietnam National Museum of History, shedding light on the 12 days and nights of fierce fights in Hanoi at the end of 1972 against the US air force in the “Dien Bien Phu in the air” victory which led to the end of the foreign aggression war in Vietnam.

 

Documents, photos, items, and stories on display give insights into the then life and fights, the final victory, the capital’s growth after 50 years, and the diplomatic relations and cooperation between Vietnam and the US in the period of reform and international integration.

 

During the historic battle, the Vietnamese army and people defeated US airstrikes in the North, shooting down 81 aircraft of all kinds, including 34 B-52 strategic bombers, forcing the US to sign the Paris Agreement on ending the war and restoring peace in Vietnam in January 1973.

 

This triumph is also called the “Dien Bien Phu in the air” victory, which took the name from the victory of the Dien Bien Phu Campaign in 1954 that put an end to the French colonial rule over Indochina.

The space is set to remain open until April next year.

 

Aiming to help the public understand more about the resounding victory and how life has been restored over the past 50 years, the War Remnants Museum in Ho Chi Minh City also arranged an exhibition, starting December 16 and lasting till June 16 in 2023.

 

Via 189 images, documents and items, it tells many wartime stories and the care and love in difficult circumstances, including a story of healing war wounds between two former pilots of Vietnam and the US./.

All illegal fishing activities to be punished strictly: deputy minister

Vietnam will investigate and handle all cases of the country’s fishing vessels being arrested by foreign countries, strictly punish all acts related to illegal fishing in the foreign waters and name them on the mass media, according to Deputy Minister of Agriculture and Rural Development Phung Duc Tien.

 

In a recent interview granted to the Vietnam News Agency, Tien admitted the fact that there remain a small number of Vietnamese-flagged fishing vessels still illegally fishing in foreign waters.

 

To put an end to this phenomenon, the heads of local Party committees and authorities at all levels should uphold the sense of responsibility in leading and directing the combat against illegal, unreported and unregulated (IUU) fishing.

 

Localities should quickly calculate the number of fishing vessels, complete the issuance of licenses as well as the installation of monitoring equipment, and the update of vessel data into the National Fisheries Database (Vnfishbase) as regulated to meet the requirement of information search and boat management.

 

Meanwhile, fishing ports should make statistics of all docking places; monitor and supervise all catches to ensure traceability; strictly handle vessels that do not dock at designated ports, said Tien.

 

He also stressed the importance of stepping up communications to raise public awareness of respecting law, and request seafood enterprises to resolutely refuse to purchase, process and export products coming from IUU fishing.

Regarding the fourth inspection of the European Commission (EC) to assess Vietnam’s efforts to fight IUU fishing, slated for April 2023, the deputy minister said that his ministry will coordinate with other ministries and sectors to launch patrols and inspections, and strictly sanction all acts of IUU fishing according to regulations.

 

At the same time, efforts will be made to investigate and prosecute any cases of brokering and luring fishermen to conduct illegal fishing in the foreign waters.

 

In October 2017, the EC issued a “yellow card” warning against Vietnamese seafood exports after Vietnamese fishermen violated IUU regulations.

 

Since then, it has sent delegations to Vietnam thrice to assess Vietnam’s implementation of the commission’s recommendations to have the card removed./.
